DIGITAL FINANCE FOR ENERGY ACCESS IN UGANDA: PUTTING MOBILE MONEY BIG DATA ANALYTICS TO WORK Mayank Jain, Robin Gravesteijn, Arne Jacobson, Emily Gamble, Nicola Scarrone ABSTRACT Access to clean energy is a basic need that directly supports people’s livelihood, yet more than 30 million Ugandans live without electricity. Pay-as-you-go (PayGo) is a promising and innovative financing solution that can make clean energy affordable for low-income people. However, there remains significant knowledge gaps regarding the digital energy finance market’s size, outreach, growth and impact. This study leverages anonymized mobile money data of PayGo solar energy users in Uganda to gain insight on digital energy financing in Uganda. It also draws from a customer phone survey that assesses solar product adoption and quality of life improvements. We find that the Uganda solar market is growing rapidly and currently has around one million active customers. Around 12 percent of the Ugandan households own a solar home system and there is opportunity for further market expansion, especially in areas with high levels of mobile money penetration. The clean energy market is becoming more inter-connected with the digital finance market. In fact, digital energy financing through PayGo has promoted wider financial inclusion around 110,000 new mobile money customers. Likewise, when Uganda’s implemented a temporary mobile money tax it caused an immediate slow-down in PayGo uptake and new mobile money activations indicating it negatively impacted the country’s access to clean energy and formal finance. The customer survey result indicates that poorer customers seem equally able to purchase larger solar systems as compared to richer customers because of mobile money financing. -

The source of funds to sustain the project has been entirely People Concerned Children’s Project. The school is already established but still lack many premises. However, the school has land which can be used to establish a fully-fledged compass. The school lacks several amenities and if many of these would be rectified, there is a very big likelihood that education standards in the Community and the area would improve greatly. The area is a heavily populated urban informal settlement place characterized by substandard housing and low standards of living. These communities are defined by high level of poverty, low income, inadequate living conditions and sub-standard facilities. Other characteristics are: • Inadequate access to safe water • Inadequate access to sanitation and other infrastructure • Poor structural quality of housing • Overcrowding It is essential that at least 60 percent of the urban population lives in slums of which Kikubamutwe located in Kabalagala is one of them. -

Apart from the medical preparation (updated vaccines, Malaria pills, etc…), we were most concerned by the possibility of being stopped at Customs upon arrival at the Entebbe (Uganda’s international) Airport. Beverly Koester who was our initial liaison informed us that any computer and computer related equipment was tax & import duty free in Uganda. However it was hard to link a computer to an Ambassador… On the Megavoice Database of pre-recorded test messages, we noticed a message about AIDS by the Ministry of Health, Uganda. So we populated 20% of the Ambassadors with this message, and added an AWR sticker to these, for easy recognition. -

A: A visa to Uganda is issued at any of the Uganda Diplomatic Missions Abroad and entry points. All countries that require visas for Uganda are also visa-prone in Uganda. Nationals of the countries listed below are exempted from visa requirements for travel to Uganda. They do, however, need to have a current passport issued by their respective countries. Certain COMESA member states and all East African Community member states: Burundi, Comoros, Eritrea, Kenya, Malawi, Mauritius, Madagascar, Rwanda, Seychelles, Swaziland, Tanzania, Zambia and Zimbabwe. 5/8/2017 Africa at LSE – Namuwongo: Key to Kampala’s Present and Future Development Namuwongo: Key to Kampala’s Present and Future Development Ahead of an exhibition celebrating the Kampala neighbourhood, Namuwongo, Joel Ongwec showcases the contribution this informal settlement and its inhabitants to Uganda’s capital city. Kampala is the largest city of Uganda with over 1.5 million residents. Its rapid population growth has put pressure on the municipality to deliver basic services as up to 60 per cent of the population are living in informal settlements (Mukwaya et al. 2010). Informal areas such as the centrally located Namuwongo have experienced protests over evictions and lack of urban services, including administrative problems that link into wider resource conflicts across the city (Kareem and Lwasa 2011). The need to undertake research to better understand these areas is pressing and a group of researchers including myself have spent time in Namuwongo to consider the issues of urban spaces like this and others across the capital. We sought to address this with research that concludes with an exhibition at the Uganda National Museum. Namuwongo is an informal settlement which separates two wealthier neighbourhoods of Bugolobi and Muyenga just outside the city centre. It spreads out along the main drainage channel (Nakivubo) that pours its water into Lake Victoria. The settlement has spilled over the railroad tracks as a result of people moving to the capital and currently has an estimated 15,000 inhabitants, several businesses, churches, and even large logistics warehouses. It is however a poorly understood neighborhood, but a vital one to the present and future of Kampala. -
