    Local Development Plan Draft Review (LDP2: 2017 – 2033) Strategic Housing Options Supplementary Paper Defining Settlement Clusters 1. Introduction This paper has been prepared to assist the review of the Local Development Plan and specifically relates to the potential approach to Settlement Clusters discussed within the ‘Strategic Housing Options Paper’. That paper will assist in identifying alternative options for future housing development within urban and rural areas of the County outside of the National Park. The Authority is currently working towards establishing a Preferred Strategy and is preparing a draft vision and objectives for the Plan. These will be available for public consultation Summer 2018. A range of information has been gathered about services available at individual settlements, which is set out in the Rural Facilities Paper 2017. The information gathered allows us to understand the role and function currently performed by settlements and is used to inform the settlement hierarchy for the LDP review. The purpose of this supplementary paper is to set out an approach to settlement clusters at the lower end of the settlement hierarchy. Settlements at the lower end of the settlement hierarchy are called Large Local Villages and Small Local Villages within the Local Development Plan hierarchy. (They are proposed as ‘Local Villages’ within the Rural Facilities Paper). This paper is not intended to set out locations where development can take place, but to identify a clear methodology for clusters of settlements, and taking account of the settlement hierarchy established as part of the LDP2 Review and published within the Rural Facilities Background Paper 2017. It is supplementary to the Strategic Housing Options Paper where the rural housing option of Clusters is considered along with other options for housing at Local Villages.

    PEMBROKESHIRE COUNTY COUNCIL INFORMATION TO COUNCIL TAXPAYERS ON PLANNED EXPENDITURE AND COUNCIL TAX LEVEL IN 2020-21. The costs of the services administered by the County Council are shown below. The Mid & West Wales Fire and Rescue Service, the Pembrokeshire Coast National Park and the Town and Community Councils independently determine their own expenditure levels and resultant levies and precepts. Local Government Finance Settlement: The Standard Spending Assessment (the need to spend), calculated by the Welsh Government, is £247.6m which compares to the net Council expenditure of £235.5m shown below. Capital Investment: A programme of capital investment totaling £71.3m is planned for 2020-21, including slippage from previous years. This may be added to if additional funding approvals are received in the year. Financial Reserves: Revenue reserves – It is estimated that the Housing Revenue Account working balance (£0.7m) and the General Fund working balance (£7.0m) will remain unchanged during 2020-21. Included in the net expenditure of the County Council Services set out below are the planned net appropriations to reserves of £3.5m earmarked for specific purposes. Planned Revenue Expenditure: The revenue budget as summarised below may be added to if additional funding approvals are received in the year. Day 1 is a Welsh Level C Ranking event on Mynydd Preseli (East) near Crymych which was last used for orienteering in 2006. Day 2 is a UK Urban League Ranking event in the seaside town of Tenby; this is the first use of Tenby for urban orienteering. Enter early and take advantage of the lower entry fee by 10 Apr 17. Please enter online via the BAOC Chronotrack link: http://www.athlinks.com/event/pembrokeshire-weekend-189758 Day 1 – Mynydd Preseli East – Saturday 20 May 2017 Travel/Assembly: Please approach the Parking and Assembly area from the A478 between the villages of Llandissilio and Crymych. Event signage will direct you along minor unclassified roads from the junction at Glandy Cross a further 6 kms via Mynachlogddu to the parking field at Grid Ref SN159323, for satnav users the nearest postcode is SA66 7SA. If travelling from the North through Crymych follow the signs for Mynachlogddu from the junction south of Crymych. Please beware of farm traffic along the minor roads as you approach the event. The parking field is well drained and accessed via a wide farm gate and concrete track running uphill. Officials will direct you to park facing downhill. Its activities involve conducting research and gathering data with regard to all aspects of transport; providing an advice and assistance service to the travelling public; actively promoting its aims to and through governmental, quasi-governmental and advisory bodies; and working with bodies with similar aims. The Forum has been taking stock of the transport scene in North Pembrokeshire as it comes to the end of its three-year grant from the Sustainable Development Fund and its first six years of work. With regard to the provision of transport we have seen many improvements in bus, cycle and community transport services and facilities in North Pembrokeshire during the past six years. In contrast, there have been no improvements in train services. The following report provides more detail with regard to transport developments and the work of the Forum during the past year. Buses Service improvements: · Pembrokeshire County Council (PCC) is subsidising extra services between Fishguard and Haverfordwest on Friday and Saturday evenings in response to a request from POINT, the Fishguard young people’s drop-in centre. · In consultation with the community, PCC has arranged improved bus services for Spittal, with the addition of a Wednesday service and a shorter journey added to the existing Friday service.

In addition, I would also like to request a complete list of private roads and highways within the Borough. Finally, if available, I would like a list of roads and property maintained by Network Rail within the Borough. Response: Please see the attached excel spreadsheet for list of highways. Section 21 - Accessible by other means In accordance with Section 21 of the Act we are not required to reproduce information that is ‘accessible by other means’, i.e. the information is already available to the public, even if there is a fee for obtaining that information.
