Dated at the Town of Niagara-on-the-Lake this 20th day of February 2014 NOTICE TO RESIDENTS EXCESSIVE RAINFALL EXPECTED Please be advised that Environment Canada is predicting a major storm to hit our area this afternoon, bringing 25 to 50 mm of rain for Thursday, February 20, 2014 and Friday, February 21, 2014. According to Environment Canada, an Alberta clipper and Texas low will be tracking towards the Great Lakes today where they will merge and rapidly intensify. This storm system will bring rising temperatures to Southern Ontario, along with significant precipitation and strong winds. The Niagara-Hamilton corridor could experience the highest amounts of rainfall. Town staff are currently clearing roadside catch basins and storm sewers. Please help by removing snow, ice and debris from catch basins and culverts to allow proper flow of water and remove snow around basement windows and downspouts. Please do not place snow or ice on municipal roads. For sanitary sewer back-up or water over road issues, please call the Public Works Department at 905-468-3278. For downed power lines, please call Niagara-on-the-Lake Hydro at 905-468-4235. Diodati and Members of the Municipal Council City of Niagara Falls, Ontario SUBMITTED BY: Clerks Department SUBJECT: CD- 2013- 05 7565 Lundy' s Lane RECOMMENDATION That Council direct staff to proceed with the steps to repeal the designating by-law (2010- 90) as per section 31 of the Ontario Heritage Act EXECUTIVE SUMMARY The property known as 7565 Lundy' s Lane and related building, has been the subject of numerous reports since 2005. Council' s various past motions have included demolition.. designation, rezoning and putting the property for sale on the open market. If Council is intent on demolishing the building for expanded cemetery services, it will be required to repeal the by- law which designated the property as having a cultural heritage value. The first step to repeal is to consider the recommendations of the Municipal Heritage Committee, which are the subject of report PBD- 2013- 51. If Council decides to continue with repeal of the by- law, the provisions under the Ontario Heritage Act are to be followed. BACKGROUND The property. and more specifically the building at 7565 Lundy' s Lane. also known as the former school at Green Corner' s and, most recently, the former Parks & Recreation Building, has been the subject of more than a half a dozen staff recommendation reports and close to a dozen motions by the various Councils of the day since 2005. The approved Council motions over the years have included demolishing the building, investigating adaptive re- uses for the building, not demolishing the building, putting the property on the open market, rezoning the property for tourist commercial uses, designating the property under the Ontario Heritage Act, taking the property " off the market" and, most recently, removing the heritage designation to allow for demolition of the building.

Two Steps Forward and One Step Back in the Construction of Domestic Violence in Ontario by April Lucille Girard-Brown A thesis submitted to the Department of Sociology In conformity with the requirements for the degree of Doctor of Philosophy Queen‟s University Kingston, Ontario, Canada January, 2012 Copyright ©April Lucille Girard-Brown, 2012 Abstract The construction of domestic violence shifted and changed as this issue was forced from the private shadows to the public stage. This dissertation explores how government policy initiatives - Bill 117: An Act to Better Protect Victims of Domestic Violence and the Domestic Violence Action Plan (DVAP) - shaped our understanding of domestic violence as a social problem in the first decade of the twenty-first century in Ontario. Specifically, it asks whose voices were heard, whose were silenced, how domestic violence was conceptualized by various stakeholders. In order to do this I analyzed the texts of Bill 117, its debates, the DVAP, as well as fourteen in-depth interviews with anti- violence advocates in Ontario to shed light on their construction of the domestic violence problem. Then I examined who (both state and non-state actors) regarded the work as „successful‟, flawed or wholly ineffective. In particular, I focused on the claims and counter-claims advanced by MPPs, other government officials, feminist or other women‟s group advocates and men‟s or fathers‟ rights group supporters and organizations. The key themes derived from the textual analysis of documents and the interviews encapsulate the key issues which formed the dominant construction of domestic violence in Ontario between 2000 and 2009: the never-ending struggles over funding, debates surrounding issues of rights and responsibilities, solutions proposed to address domestic violence, and finally the continued appearance of deserving and undeserving victims in public policy.

  • Honey Bees Get Support in Niagara Falls By-Election Polling
    Honey bees get support in Niagara Falls by-election polling Friends of the Earth Bee Cause finds overwhelming voter support for action to save bees in closely fought by-election between NDP and PC front-runners in the Niagara Falls Riding (Ottawa, ON, Feb. 6, 2014) A poll commissioned by Friends of the Earth Canada (FOE) to research voter expectations related to protecting honey bees in Canada's fruit basket – the riding of Niagara Falls – indicates significant public support and concern about the issue. The FOE research was tied to the level of voter concern about Neonicotinoids (neonics) pesticides and their impact on the steadily declining bee populations. According to Beatrice Olivastri, CEO, Friends of the Earth Canada, the population of honey bees so important for pollinating agricultural crops have dropped by 37.9 percent in Ontario in the last year. FOE is very concerned about the economic and environmental impacts of the bee die-off. The polling results clearly show voters of Niagara Falls share FOE's concerns. Bees can be exposed to neonics (a deadly pesticide) via several routes: contact with contaminated dust, consuming pollen or nectar from the treated crop, adjacent flowers, and fields or consuming water (puddles, surface water and fluid from plants). The poll demonstrated that: • Eight out of ten respondents (80%) are concerned about the future health of honey bees in Ontario. • More than nine out of ten (91%) feel government must act to protect pollinators such as honey bees in Ontario because of the importance of bees to fruit and vegetables grown in Niagara Falls.
