MESSAGE

The theme of the Bishops-Businessmen’s Conference 33rd General Assembly & Annual Meeting on July 10, 2009 “Areas of Cooperation Between Business and the Institutional Church in the Towards Human Development” calls for men of the cloth and men and women of capital to play a pivotal role in transforming society. BBC believes that both Church and Business could cooperatively seek solutions to the problems of development.

To fully understand what the Bishops-Businessmen’s Conference for Human Development is all about, one must first go back to its beginning in 1971 when 35 Bishops and an equal number of businessmen gathered in a conference in Baguio City to seek solutions to the problems of development in the Philippines.

Someone once said that the purpose of BBC is to “make better Christians of businessmen and better businessmen out of the Bishops”. Though he may have been facetious, there must have been some grain of truth in this simplification of BBC’s reason for being.

But what distinguishes BBC from other business and religious organizations is the interaction among its members who come from distinct backgrounds but share skills and strengths to achieve the common goal of total human development.

BBC’s initiatives have been driven and informed by the realities of continual change. It recognizes that partnerships are essential to our efforts to continue to regain its momentum, to rebuild its energy.

Business and the Church need to be strategic partners for the good of those that they work for both on the national and regional/diocesan levels to help alleviate them from poverty to prosperity.

A willingness to see each other’s perspective is essential to developing a mature relationship between these two vital sectors. The key test of this maturity will be their better integration with the local church at the parish and diocesan level. Institution and charisma are co-essential in the life of the church. The cooperation and fruitful dialogue of business and the church may contribute to making the lay faithful ever more aware of their mission in the Church, especially within the parish community, which is a family of Christian families. Most of us live our apostolate and our mission in the everyday life of our families and our workplace. This is where the laity is going to be really engaged in the church’s work of evangelization.

As we review the strides made by BBC over the past thirty-eight years, we see much reason to rejoice and to look forward with optimism to the future.

We believe that with a fruitful cooperation and with God’s help, this undertaking will succeed!

Over the last 38 years, the Bishops-Businessmen’s Conference for Human Development has played a unique and vital role in the pursuit and promotion of total human development in coordination with various sectors of society. We believe that partnership between these two highly influential sectors of society – Church and Business - must be continuously rekindled.

To reinvigorate this partnership, BBC adopted as theme for the July 10, 2009 33rd General Assembly and Annual Meeting “AREAS OF COOPERATION BETWEEN BUSINESS AND THE INSTITUTIONAL CHURCH IN THE PHILIPPINES TOWARDS HUMAN DEVELOPMENT”.

In retrospect, BBC’s Consensus Statement in 1971, which formed the basis of BBC’s establishment, shows that many of the conditions that existed in those pre-Martial Law years persist, and is as relevant today as it was 38 years ago. It describes how the “Institutional Church” (the Church as an organiza- tion with both physical and human resources) and Business could complement each other. To quote from that Statement:

Sec I. The Church must necessarily concern itself with the development of people: economic, social, political, cultural and spiritual.

Sec. II. The institutional church leaders can help the business community by conveying to it where and in what ways the resources of the private sector can be most effectively employed to advance national development.

BBC wants to renew and widen that “fruitful dialogue”. Meaningful cooperation between Business and the Institutional Church, nationally and locally, is more needed now than ever before. BBC has also launched an Action Program for establishment of new BBC Chapters in interested dioceses. The Program will institutionalize and widen interaction of Bishops with local business communities for social action, better local governance and spiritual development.

BBC’s commitment to social change remains firm and must be continuously reinvigorated.

Election of the National Executive Committee for the year 2008-2009 was held during the 32nd General Assembly and Annual Meeting last July 4, 2008. Bishop Crispin Varquez, Bishop of Borongan, Samar and Amb. Jose Macario Laurel IV, Co-Chairman of BBC Metropolitan Lipa co-chaired the Committee on Elections.

The General Assembly, composed of all members of the association, is the supreme governing body. It elects the National Executive Committee.

The National Executive Committee directs and conducts the affairs of the association and formulates executive policies and programs including those approved by the General Assembly.

A. BBC Chapter Formation

• BBC will announce during its July GAAM that it is working on a memorandum of understanding with NASSA, to engage in joint programs for human development, both in the national and diocesan levels.

• With the help of the bishops, BBC to form chapters. This forms a structure for cooperation with the bishop and his Social Action Director.

B. Partnership Launch Projects

• Do workshops on how to start and effect BBC- NASSA partnerships where there are existing BBC chapters

• In existing chapters, go into actual projects like botika sa baryo, food camp, etc

• BBC to promote to its members and chapters Alay Kapwa, emphasizing that the program is both collection and formation.

C. Organization of Fora

• BBC to organize fora where bishops can explain their concept of development and to clarify that they are not against development, i.e. view of the Church on mining

• BBC and NASSA to organize joint fora where issues like contractualization, casualization, no strike policy, destruction of environment, ConAss’s economic liberalization and parity rights etc. can be tackled

• Parishes, thru the BBC Chapters, to do catechesis and explain the Catholic Social Teachings, to businesspersons and professionals.

• This will be followed by regular dialogues which will facilitate the formation of joint working committees. Good example is the feeding program of Cavite which has developed into integrative health program.

E. Advocacies on Burning Issues

• BBC Social Justice Committee to initiate dialogues with concerned groups in tackling the mining issue.

• Engage in dialogue, as needed and where appropriate, the basic sectors, government, etc. especially those affected on particular issues and/or can do something about the issue.

F. Effective Communication between Bishops and Businesspersons and Business Groups

• The ConAss joint effort will establish a procedure for bishops to relay their pronouncements and thoughts, as well as, get feedback from the business groups before the former makes statements.

G. Marketing

• BBC to help NASSA market their organic products.

H. Admin Matters

• BBC and NASSA will hold twice a year meetings, on the Secretariat level, to check on progress of joint projects.

A Call for Statesmanship for a Stronger Democracy and for Vigilance of Citizens By the Bishops-Businessmen’s Conference on Human Development October 4, 2008 Dear Everyone,

Under our Constitution, presidential elections are scheduled to be held in May 2010 with the present administration under President Gloria Macapagal-Arroyo stepping down from power by June 30, 2010. We are concerned by moves that may derail these events.

Mainly coming from the House of the Representatives, is another move for charter change, this time for a shift to a federal form of government, using as a reason the pursuit of peace in Mindanao. There is also concern about the prospect of Martial Law to abort the 2010 elections.

The peaceful transfer of power through regular and periodic elections is the bedrock of a democracy. Charter change, if necessary, and the pursuit of peace in Mindanao, which is of the highest priority, should be a part of the continuing agenda of the government, regardless of a change in administration. So is social justice, which is the heart of our Constitution. And we have a right to choose through clean elections those who would lead us to these ends.

Charter Change

Charter change through a constituent assembly was withdrawn in 2007 because the House sensed the citizen outrage at the attempt to railroad the proposal for a parliamentary system. Moreover, many senators, whose two-thirds vote is logically necessary to convene a constituent assembly, expressed opposition to interpret the Constitution as requiring a joint rather than a separate vote

We have faith that if the issue reaches the Supreme Court, it will rule correctly as it did on the “people’s initiative” and the attempts to test the legal boundaries of executive power, despite the recent decision on “executive privilege” We also believe that any attempt to derail the 2010 elections will be rejected resoundingly by the people in a plebiscite. But not without the cost of divisiveness and political turbulence, and the diversion of national attention from the things that matter most to our people now – livelihood, food, education, health, social reform, CARP extension, equal justice, clean elections - which can all be done without changing the Constitution. . The Mindanao Situation

We declare our commitment to a just and sustainable peace in Mindanao. We support the initiative to start over again with an inclusive transparent process of consultations that will bring all stakeholders to the peace table.

The Catholic Bishops and other religious leaders in Mindanao have already indicated their readiness to help facilitate this process of consultation.

Martial Law and Other Means to Keep Power

As for Martial Law, the Supreme Court will again be the final arbiter on the issue of the “sufficiency of the factual basis” for its proclamation. And in the unlikely event that the Court sustains its declaration, the extension of Martial Law will be decided by Congress, by a majority vote, voting jointly. This is a source of grave concern because we see no valid basis for it and there are many who will resist any return to authoritarianism. The situation can lead to turmoil, instability and even violence. And those who will suffer the most will be the poor.

We believe that no public official will choose to go against the overwhelming sentiment of our people for democracy and against any form of authoritarianism. A Marcos, when confronted with the issue of taking lives to stay in power, did not send troops to EDSA to stop the people power revolt. A Ramos backed down from removing the term limits of the Constitution rather than face a nationwide protest. An Estrada chose to leave Malacanang than risk a clash between forces, armed and civilian, for and against him. And an Arroyo can step down gracefully in 2010.

There is after all a statesman in every politician, and it is up to us to evoke and affirm it in them in its noblest manifestation.

APPEAL

May we appeal to our leaders to give democracy a chance to work better by holding credible presidential elections in 2010. And we call on those who believe that we can make this happen to be vigilant and to make our sentiments known clearly and loudly to those who are in power or who would want their turn at it, so that they will all rise to the challenge of statesmanship.
