UP State Biodiversity Board BBIIOODDIIVV NNeewwss Volume : 6 n Issue : 22 n Jan - Mar 2015 A Quarterly e‐Newsletter Editorial Esteemed Readers, Environmentalists, biologists and others concerned about the health of the planet and its inhabitants recognize the key role wetlands play in life on Earth. Besides containing a disproportionately high number of plant and animal species compared to other land forms, wetlands serve a variety of ecological services including feeding downstream waters, trapping floodwaters, recharging groundwater supplies, removing pollution and providing fish and wildlife habitat. Wetlands are critical for human development and wellbeing, especially in India where a large number of people are dependent on them for drinking water, food and livelihood. Despite their immense importance, wetlands are one of the most degraded ecosystems globally. Wetlands are on the “front-line” as development pressures increase everywhere. When they are viewed as unproductive or marginal lands, wetlands are targeted for drainage and conversion. The rate of loss and deterioration of wetlands is accelerating in all regions of the world. The pressure on wetlands is likely to intensify in the coming decades due to increased global demand for land and water, as well as climate change. The Wetlands (Conservation and Management) Rules, 2010 is a positive step towards conservation of wetlands in India. Under the Rules, wetlands have been classified for better management and easier identification. -

1.0 INTRODUCTION The Water (Prevention and Control of Pollution) Act, 1974 has been aimed to fulfill the water quality requirement of designated-best-uses of all the natural aquatic resources. Loss of bio-diversity on account of degradation of habitat has become the cause of major concern in recent years. Central Pollution Control Board, while executing the nation wide responsibility for water quality monitoring and management has established water quality monitoring network in the country. The Water Quality Monitoring Network constitutes 784 monitoring stations located on various water bodies all over the country. However, wetland areas have not been included as part of regular water quality monitoring network in the country. Keeping in view the importance of water quality of wetland areas, Central Pollution Control Board has initiated studies on Bio-monitoring of selected wetlands in wildlife habitats of the country. Bio monitoring of wetlands in wild life sanctuaries has been considered as most suitable measure to evaluate the health of wildlife ecosystem. Further, the monitoring of environmental variables will be immensely helpful in protecting and restoring the ecological status in these threatened habitats. 2.0 CPCB’S INITIATIVES FOR BIO-MONITORING OF WETLANDS Under the Indo-Dutch collaborative project, the development of bio- monitoring methodology for Indian river water quality evaluation was initiated during 1988. The Central Pollution Control Board carried out a pilot study on the River Yamuna for a selected stretch from Delhi upstream to Etawah downstream. The main objective of this study was to formulate strategic methods, which can be accepted in scientific and legislative framework for water quality evaluation. -

It depends on the type of various habitats and food availability. In these habitats, wetlands play an import role to increase the biodiversity of the particular area. Many studies have focused on various habitats to conserve biodiversity. However, the wetland studies are very few due to the lack of information on their distribution and importance. The present review focusses on the wetland status and their importance in India. India has vibrant and diverse wetland ecosystems that support immense biodiversity. The wetlands are unique habitats which provide ecological, social and economic values. However, rapid urbanization, industrialization and uncontrolled agricultural practices have pressurized to shrink the wetlands in India. -

E-mail for correspondence: [email protected]/[email protected] Important Points Wetlands have for long remained undefined and there has not been any special enactments for their conservation although they are providing crucial ecosystem services and are sensitive ecosystems with high biodiversity values. In this background we welcome the Ministry of Environment and Forests (MoEF) effort in drafting the notification on Regulatory Framework for Wetland Conservation in exercise of powers conferred by the Environment (Protection) Act (EPA), 1986. The framework’s potential to integrate and coordinate various sectoral activities in wetlands, that usually operate in uncoordinated manner is laudable. Wetlands are also finally being recognised as distinct eco-systems with significant services to offer. The National Environment Policy, 2006, stressed the importance of wetlands as ground water resources that need legally enforceable regulations. In the context we welcome the coordinated manner in which policy guidelines of the NEP are sought to be implemented through the new wetland (conservation and management) rules. We also wish to point out certain shortcomings in the draft Regulatory Framework for Wetlands Conservation. We hope they are addressed or clarified when the wetland rules are officially finally notified. • Millions of poor people in the country are traditionally dependent on wetlands for their primary livelihood. Wetland services play a significant role in the well-being of the dependents and larger regional economies. -

The study was conducted to find out the physico-chemical characteristics of the river. 11 physico - chemical variables were analyzed in the water sam- ples collected every month for 3 years during November 2009 - December 2012. Continuous monitoring of the wa- ter quality is very important in order to protect the river and it reveals the pollution status of the river. Various pa- rameters like temperature, pH, redox potential, salinity, alkalinity, dissolved oxygen, reactive silicates, total phos- phates, nitrate-nitrogen, nitrite-nitrogen and ammonia-nitrogen gave an outline of water quality of the Uppanar River. The results indicated that the water quality of the Uppanar River was moderately polluted might be due to the continuous discharge of municipal and industrial effluents. At global scale, the Ramsar database is investigated for representation of the wetlands sites of international importance against the “global agricultural zones” derived from the thematic aggregation of Global Irrigated Area Map databases. The analysis of “Ramsar sites” under cultivation reflects the present trend in wetlands use for agriculture. The scenario is also compared with the historical pattern derived from Vavilov’s food zones of 1926. Observed is an aggregate increase in cropped wetlands area from 25% (1926) to 43% (2006). The second component develops a regional partnership with Salim Ali Centre for Ornithology and Natural History in India. The partnership reviews the thematic national database of inland wetlands and “priority wetlands habitats” (PWH) in comparison with the bio-geographic and agro-ecological factors (regions/sub-regions) and by means of geographical information system (GIS) tools.
