AUTHOR'S PREFACE This history has been appearing serially through the Lindsaj "Watchman-Warder" for the past eleven months and is now issued in book form for the first time. The occasion for its preparation is, of course, the one hundredth anniversary of the opening up of Victoria county. Its chief purposes are four in number: — (1) to place on record the local details of pioneer life that are fast passing into oblivion; (2) to instruct the present generation of school-children in the ori- gins and development of the social system in which they live; (3) to show that the form which our county's development has taken has been largely determined by physiographical, racial, social, and economic forces; and (4) to demonstrate how we may, after a scien- tific study of these forces, plan for the evolution of a higher eco- nomic and social order. The difficulties of the work have been prodigious. A Victoria County Historical Society, formed twenty years ago for a similar purpose, found the field so sterile that it disbanded, leaving no re- cords behind. Under such circumstances, I have had to dig deep.

The Scugog River 23 INTRODUCTION There are one hundred and fifty-six incorporated villages in the Province of Ontario and several hundreds of hamlets known as villages but in reality just a section of the township in which they are located although some of these, known as police villages, have a limited autonomy. Several small villages like Martintown in Glen- garry County are considerably over one hundred years old but most of the incorporated villages are of more recent date. Some early and thriving villages like Port Hoover on Lake Scugog in Victoria County have disappeared completely and many others fondly hoping for growth and prosperity have, due to location, the advent of railroads that passed them by, or other causes, failed to attain their ambition. Villages have become incorporated, grown into towns and these towns into cities but in most of these cases growth has been rapid and continuous and many still expand and add to their population year bv vear.

    Kinmount Historical Walking Tour Explore Our Heritage … Experience Our Charm Prior to the arrival of European settlers, the area around Kinmount was inhabited by aboriginals belonging to the Iroquoian, Algonquin and Huron nations. In the 1850s, with settlements pushing ever northward, the Bobcaygeon Road reached the present site of Kinmount and with it brought prospectors in lumber and other natural resources as well as settlers. Although growth was slow in the beginning, with the coming of the railroad in 1876, Kinmount began to truly blossom. By the end of the 19th Century, the town of Kinmount boasted over 50 businesses and professionals and enjoyed particular prosperity. Lumber was the biggest industry. Yet, despite the significant economic prosperity enjoyed by the town in the decades flanking the turn of the 20th Century, it seemed that the town was fated to slide into decline. Various socio-economic factors played a role in the evolution of the town and its citizens, but perhaps most significantly, it was the numerous natural disasters which shaped the physical form of the town most appreciably. Several fires claimed more than one business in the span of just a few decades; in 1942, a conflagration appropriately termed the “Great Fire” destroyed the train station, forever changing the façade of Kinmount. Floods, both minor and major have wreaked havoc upon the town as water overflowed the banks of the Burnt River. In 1928, a spring log jam resulted in a dramatic flood which saw locals taking to canoes as a means of transportation of the Main Street. However in spite of the many hardships faced by the town and its people, Kinmount has retained its gallant spirit and today has redirected its energies to meet with the challenges of the present and the future while never forgetting the valuable contributions of its past.

    Balsam and Cameron Lakes Watershed Characterization Report 2015 About Kawartha Conservation A plentiful supply of clean water is a key component of our natural infrastructure. Our surface and groundwater resources supply our drinking water, maintain property values, sustain agricultural and support tourism. Kawartha Conservation is the local environmental agency through which we protect our water and other natural resources. Our mandate is to ensure the conservation, restoration and responsible management of water, land and natural habitats. We do this through programs and services that balance human, environmental and economic needs. We are a non-profit environmental organization, established in 1979 under the Ontario Conservation Authorities Act (1946). We are governed by the six municipalities that overlap the natural boundaries of our watershed and voted to form the Kawartha Region Conservation Authority. These municipalities are the City of Kawartha Lakes, Township of Scugog (Region of Durham), Township of Brock (Region of Durham), the Municipality of Clarington (Region of Durham), Cavan Monaghan, and the Municipality of Trent Lakes. It is anticipated that in 2007 that the Lindsay and Fenelon Falls Official Plans will be updated and that a plan for Bobcaygeon will also be prepared. These will form community plans to this document. When these plans are updated, they will be geographically expanded beyond the former boundary of the urban municipalities. Additional land will be designated for development if there is servicing capacity within the municipal infrastructure. The Oak Ridges Moraine area is already covered by a specific official plan in keeping with the Provincial Oak Ridges Moraine Conservation Plan.
