PROCEDURE NUMBER: 305.00 PROCEDURE TITLE: DRESS CODE ISSUE DATE: April 9, 2015 ANNUAL REVIEW: April 9, 2015 SUPERSEDES: December 3, 2014 RESPONSIBLE AUTHORITY: OFFICE OF ADMINISTRATION / HUMAN RESOURCES RELEVANT WCTC FORMS: PURPOSE: To establish guidelines for the WCTC’s dress code for all employees, and volunteers. DEFINITIONS: (1) Business Casual Dress for Females refers to apparel that includes a dress or split skirt, business dress calf length Capri pants, denim, or slacks with a shirt, blouse, or sweater. Strapless and backless dresses may not be worn except with a jacket or sweater. Hose will not be required. Strapless, backless shoes (dress sandals, mules, clogs) are permitted. Athletic shoes and Beach sandals (i.e., rubber/leather sandals loosely fastened to the foot by a thong) are not be permitted. WCTC logo t-shirts without collar are not permitted. Members of the Senior Leadership Team should have a blazer on hand for impromptu meetings. (2) Business Casual Dress for Males refers to apparel that includes slacks or casual slacks, denim, casual or sport shirt with collar (e.g., a polo shirt), dress shirt with banded collar (All shirts except guayabera-style will be neatly tucked into the slacks.), or sweater. Socks and casual shoes such as leather boat shoes may be worn. Sandals and athletic shoes are not permitted. WCTC logo t-shirts without collar are not permitted. Members of the Senior Leadership Team should have a blazer on hand for impromptu meetings. (3) Special Dress Day for Females (Friday, Food Days, or upon special approval) refers to apparel which includes a dress or casual slacks, calf length Capri pants, jeans, or a skirt with a casual shirt, sport shirt with or without a collar, or blouse. Athletic shoes may be worn with jeans. Flip flops are not permitted. Members of the Senior Leadership Team should have a blazer on hand for impromptu meetings. (4) Special Dress Day for Males (Friday, Food Days, or upon special approval) refers to apparel which includes slacks, casual slacks or jeans, casual or sport shirt (e.g., a polo or henley shirt). Athletic shoes may be worn. Members of the Senior Leadership Team should have a blazer on hand for impromptu meetings. (5) Standard Business Dress for Females refers to apparel which includes a suit, skirt and blouse, slacks and blouse, a dress, or sundress with a jacket. Appropriate dress sweaters are also permitted. Dress shoes or open-toe dress sandals with or without back straps are acceptable. Denim clothing and athletic shoes will not be permitted. (6) Standard Business Dress for Males refers to apparel which includes dress slacks and either a short or long sleeve dress shirt and a necktie. Socks and dress shoes are also required. Denim clothing will not be permitted. Procedure 305.00 SPECIFIC PROCEDURES: (1) DRESS CODE REQUIREMENTS: All employees and volunteers may dress in standard business dress or business casual dress. (2) DRESS CODE RESTRICTIONS: (a) All employees will be required to wear standard business dress for meetings in the courthouse, county offices, court appearances, meetings with other agencies, formal training outside of the agency (unless otherwise specified) or other places where standard business dress is expected. Male employees will also be required to wear a coat or jacket in the previously mentioned business settings. (b) Sweat pants, warm-up suits, tank top shirt or tank top dress, leggings and flip- flops will not be worn. (c) No sheer or see through material may be worn. (d) Clothing will not be excessively low-cut, tight fitting or short. The acceptable length for dresses, skirts or split skirts shall be a maximum of 1 inch above the knee. (e) An employee’s midriff will not be exposed. (f) All slacks are to be full length and must be hemmed or cuffed and may not drag on the floor. Capri pants are to be calf length. All shorts are prohibited. (g) Clothing will not be stylishly torn, unclean, or frayed. All apparel should be clean and pressed. (h) Clothing with slogans, logos and graphics, other than that of the Tax Collector’s Office, will not be worn except on special dress down days approved by the Tax Collector. Button down blouses and polo shirts with collegiate insignias or other organizations such as Kiwanis or Boys & Girls Clubs are permissible for daily wear, as long as they meet other expressed guidelines. (i) Proper undergarments will be worn and will not be visible. (j) Earrings will be the only visible body piercing permitted. However, earrings are prohibited for male staff. (k) The WCTC recognizes that body art in the form of piercings, tattoos or other skin pigment alterations is a personal choice. However, the Tax Collector reserves the right to ask an employee to cover any tattoo, or remove any body piercing that is 2 Procedure 305.00 deemed to be inappropriate or offensive for viewing by customers and other employees. For purposes of this policy the assigned Director, in consultation with the Senior Leadership Team will make the final determination on appropriateness of visible tattoos. Employees are expected to use discretion and cover tattoos and/or piercings when representing the office in an official capacity at formal meetings and external appearances. (l) Caps and hats with inappropriate slogans will not be worn. Caps and hats will not be worn indoors. (m) All staff members are expected to practice personal hygiene and adult grooming habits. Extreme hair colors, hairstyles and facial hairstyles shall not be worn at the workplace or when representing the office at sponsored events. Unless otherwise specified by this policy or by the Tax Collector, Chief Deputy Tax Collector or Director of Operations shall make a determination of appropriate attire, personal hygiene, and grooming habits. (3) DRESS CODE EXCEPTIONS: In those situations when an employee’s job necessitates working in an environment that does not require standard or business casual dress, the work section’s supervisor may approve more casual dress. (4) DRESS CODE ENFORCEMENT: (a) Supervisory staff at all levels are responsible for: 1. ensuring that employees are instructed on the dress code, and 2. ensuring that employees are appropriately dressed for work. (b) The Human Resource Manager is responsible for furnishing a copy of this procedure to all new employees. 1. The “Receipt for Procedures, or Policies (New Employee),” Form , will be signed by the employee and placed in the employee’s personnel file. 2. Similarly, the Human Resource Manager is responsible for ensuring that any revisions to this procedure are distributed to current employees. 3. The “Receipt for Rules, Procedures, or Policies (Current Employee),” Form , will be signed by the employee and placed in the employee’s personnel file. (c) An employee who has questions regarding the dress code should first discuss any issues with her/his supervisor before wearing questionable clothing to work. (d) When necessary, an employee who is dressed inappropriately will be sent home to change clothes before returning to her/his workstation. An employee who is sent home to change into appropriate dress will be charged annual or 3 Procedure 305.00 compensatory leave during her/his period of absence. If the employee fails to return to work, s/he will be subject to disciplinary action.
