    2015 – 2017 Biennial Report Gene Purcell Executive Director 3319 West Beltline Highway Madison, WI 53713-4296 Educational Communications Board To: The Honorable Scott Walker, Governor of Wisconsin Members of the Wisconsin State Legislature Citizens of the State of Wisconsin The Wisconsin Educational Communications Board (ECB) has the mission of providing a statewide telecommunications system and assistance in the diffusion of advanced technologies in support of public safety, public broadcasting, education and media. As part of that mission, public radio and television services respond to and reflect the educational and cultural interests and needs of the residents of the state. While there have been many changes in technology since the founding of the ECB in the early 1970’s, the essential mission of using technological platforms to deliver non-commercial public media remains unchanged. In fact, the history of public media in Wisconsin dates all the way back to 1917 with our first radio broadcasts, marking 2017 as the centennial of the oldest public broadcasting station in the nation. During 2015-2017, the ECB provided its safety and education services with 55.18 FTE, a reduction of 1.5 FTE from the 2013-2015 budget. At a press conference in Washington with FCC Commissioner Jonathan S. Adelstein, the groups called for a crackdown on stations that present corporate-sponsored videos as genuine news to an unsuspecting audience. CMD, which unveiled the results of a 10-month investigation, found scores of local stations slipping commercial “video news releases,” or VNRs, into their regular news programming. The new multimedia report released today includes footage of 36 separate VNRs and their broadcast as “news” by TV stations and networks nationwide, including those in the nation’s biggest markets. (“SBS”) seek modification of the television market of WSBS-TV, Key West, Florida (the “Station”), to reinstate 41 communities (the “Communities”) located in the Miami- Ft. Lauderdale Designated Market Area (the “Miami-Ft. Lauderdale DMA” or the “DMA”) that were previously deleted from the Station’s television market by virtue of a series of market modification decisions released in 1996 and 1997. SBS seeks recognition that the Communities located in Miami-Dade and Broward Counties form an integral part of WSBS-TV’s natural market. The elimination of the Communities prior to SBS’s ownership of the Station cannot diminish WSBS-TV’s longstanding service to the Communities, to which WSBS-TV provides significant locally-produced news and public affairs programming targeted to residents of the Communities, and where the Station has developed many substantial advertising relationships with local businesses throughout the Communities within the Miami-Ft. Lauderdale DMA. Cable operators have obviously long recognized that a clear nexus exists between the Communities and WSBS-TV’s programming because they have been voluntarily carrying WSBS-TV continuously for at least a decade and continue to carry the Station today.
