INTRODUCTION This report is provided by the Corporation for Public Broadcasting (CPB) in response to the Conference Report accompanying the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2012 (H.R. 2055). The conferees requested that CPB provide a report to House and Senate Committees on Appropriations within 180 days of enactment of the Act on alternative sources of funding for public broadcasting stations in lieu of federal funding. II. EXECUTIVE SUMMARY The public broadcasting community is fully aware of the fiscal and budgetary challenges facing the federal government. Since the recession struck in 2008, public broadcasters have seen their own budgets ravaged by declining contributions from individuals, corporations, foundations, universities, state and local governments—and a $50 million reduction in federal support in the last two years alone.1 More than 60 percent of public television and radio stations are operating with budget deficits today.2 Public broadcasters sympathize with the Congress‘s effort to find economies, efficiencies and cost savings. As this report shows, public broadcasters are making similar efforts. In response to Congress‘s request for this report, CPB engaged the management consulting firm of Booz & Company to explore in depth possible alternatives to the federal appropriation, to identify existing funding sources that could yield any significant new revenue, and to consider the impact of the loss of the federal appropriation on the public broadcasting system. In the course of this effort, CPB and Booz & Company consulted with the leaders of the national public broadcasting organizations, officials

Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004.

Specifically, MSW was tasked with studying the potential impacts to Public Radio Station Transmitter Facilities that may result from the TV Band Repack and associated DTV Station channel changes and facility modifications. Digital Television stations will be repacked to channels 2-36 after the completion of the FCC’s Incentive Auction. These channel changes are likely to impact some Public Radio stations that a share tower or are near-co-located with a television station. There are several possible impacts ranging from down-time during rigging and derigging operations to loss of tower space and possible relocation due to tower structural limits. The specific impact is highly dependent upon the specific tower situation as well as the new channel assigned to the co-located TV Station(s). A. Potentially Impacted Radio Stations MSW has conducted a study to determine the number of CPB Eligible Radio Stations that are co-located on the same tower as one or more TV Stations.

(“SBS”) seek modification of the television market of WSBS-TV, Key West, Florida (the “Station”), to reinstate 41 communities (the “Communities”) located in the Miami- Ft. Lauderdale Designated Market Area (the “Miami-Ft. Lauderdale DMA” or the “DMA”) that were previously deleted from the Station’s television market by virtue of a series of market modification decisions released in 1996 and 1997. SBS seeks recognition that the Communities located in Miami-Dade and Broward Counties form an integral part of WSBS-TV’s natural market. The elimination of the Communities prior to SBS’s ownership of the Station cannot diminish WSBS-TV’s longstanding service to the Communities, to which WSBS-TV provides significant locally-produced news and public affairs programming targeted to residents of the Communities, and where the Station has developed many substantial advertising relationships with local businesses throughout the Communities within the Miami-Ft.     Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort. The purpose of this plan is to establish a standardized, integrated EAS & IPAWS communications protocol capable of facilitating the rapid dissemination of emergency information to the public. B.
