Declarations of Interest / Ngā Whakapuaki Aronga Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest they might have. 3. Confirmation of Previous Minutes / Te Whakaāe o te hui o mua That the minutes of the Waihoro/Spreydon-Cashmere Community Board meeting held on Tuesday, 18 August 2020 be confirmed (refer page 5). 4. Public Forum / Te Huinga Whānui A period of up to 30 minutes will be available for people to speak for up to five minutes on any issue that is not the subject of a separate hearings process. 4.1 Walking and Cycling in Spreydon John Lieswyn, resident, will speak about opportunities to improve cycling and walking in Spreydon. 5. Deputations by Appointment / Ngā Huinga Whakaritenga Deputations may be heard on a matter or matters covered by a report on this agenda and approved by the Chairperson. 5.1 Basketball at Fairview Street Park Brian Rattray, resident, will speak regarding his proposal for the Council to install a basketball hoop at the Fairview Street Park (between Fairview and Cashmere View Streets in Somerfield). 6. Confirmation of Previous Minutes / Te Whakaāe o te hui o mua Part C Community Board Resolved SCCB/2020/00042 That the minutes of the Waihoro/Spreydon-Cashmere Community Board meeting held on Tuesday, 4 August 2020 be confirmed. Public Forum / Te Huinga Whānui 18/08/2020 Meeting Previous of Minutes - Part B 4.1 The Friends of Farnley Malcom Long spoke on behalf of the Friends of Farnley regarding the work of the group in improving the amenity values of Farnley Reserve. In addition, Mr Long requested that the Council: Item 3 Item Repair the path and some of the landscaping elements in the reserve Expand the number of Urban Park Rangers Confirm if there are plans for the Scout Den in the reserve to be demolished and, if yes, extend parking and install public toilets in this area. After questions from members, the Chairperson thanked Mr Long for his presentation. Part B That the Waihoro/Spreydon-Cashmere Community Board: 1. Request that staff investigate options to repair the items below in Farnley Reserve as raised by the public forum presentation: Page 6 Waihoro/Spreydon-Cashmere Community Board 01 September 2020 . Rotted steps from the Centaurus Road shops to the sculpture circle . Rotted posts that hold up the chain handrail beside the steps . Rotted retaining wall around the sculpture circle . Rotted seats in the sculpture circle and on the path to the Plunket building . Muddy path through Farnley Reserve. 2. Part B That the Spreydon-Cashmere Community Board: Minutes of Previous Meeting 18/08/2020 Meeting Previous of Minutes 1. Receive the information in the correspondence report dated 18 August 2020. - Keir Leslie/Melanie Coker Carried 8. Briefings Item 3 Item 8.1 Community Parks Update Heidi Wilton, Urban Parks Ranger, provided an update on recent activities in reserves in the Board area such as Purau, Farnley, and Coronation. Ms Wilton works with 40-45 volunteer groups to support and empower them to look after reserves by undertaking such activities as planting and pest plant removal. Ms Wilton noted that there is significant interest among communities to volunteer in reserves and play a part in their local area. After questions from members, the Chairperson thanked Ms Wilton for her presentation. 8.2 Draft Waste Management and Minimisation Plan 2020 Page 7 Waihoro/Spreydon-Cashmere Community Board 01 September 2020 Rowan Latham, Contract and Project Lead, and Tessa Zant, Engagement Advisor, provided a presentation on the Council's Draft Waste Management and Minimisation Plan 2020, which is currently open for public consultation until 31 August 2020. They provided information on Christchurch's resources and current situation. They advised the Board on why the city needs to minimise waste, the national resource recovery taskforce and they provided visuals to represent the city’s total waste to landfill. They informed the Board of some key challenges and the Council's goals and vision for Christchurch as a sustainable city, working towards zero waste and a circular economy.
