There were severa l cracks which had to be fixed before the winter months . , Hurricane Doria 'caused some ·nood damage ·at the ' Lincoln and Radcliffe Schools. At · the Linco}i1 Sch .col ~ leak in the ·roof caused some water damage to tw·o ceilingi;; ,~n ~h.~ _thi _rci . floor. There was also some water damage fro~ water coming up through the floor in the trainable · classroom · area ·. .. One floor was da~ag~d pr~tty bad ly; and it will necessary to replace both the floor and the tile . The second classroom seems to be all right . The damage at the Radcliffe School was a washout along the fence on . the uppe r playground area , I met with two representatives of the U. ·s. Department of Health, Educ _a t ion, and .:Welfare thi .s past week and after completing many forms there will be reimbursement for flood damage after all work is completed and bills subm.itted .

"The- new boiler has been received and is now being insta ll ed at Yantacaw School. The contractor has stated that the work would be completed prior to the beginning of cold weather.

The libra·ry wa·s ope·ned yesterday for the firt time. ·· Included 'in·the renovation of the Hbrary is·a new ceiiing, new lightiD:g, additional shelving, the ins'tallation of carrolls for individual' study purpos·es·, and additional seating. - ~' ,- ~ • .:. {~· 1_:· "The art room was renovated by taking the former art room ~nd the classroom adjacent to it and combining it into one large classroom. New cabinets made by our maintenance crew we:re installed as well as four new sink cabinets. The maintenance crew also finished installing three practice • . . I areas in the new music room. This work will be completed this week. • , I There are several small items such as cork boards for the guidance area, and b1ackboards for several of the classrooms. These will be installed shortly.

nMuch·has been said about President Nixon's freeze on wages. For the record·I would like to bring to the attention of the Board that I have instructed the payroll department to follow the guide lines set by Dr. Marburger, Commissioner of Education. In effect, this means that all ten month employees will be paid according to the ·1970-1971 salary guide until Noveinber 13, at which time the freeze is supposed to be lift:e.d.. I forwarded you each ·a copy of Dr. Marburger 1 s guide lines. If you have any questions I_would be glad to attempt to answ-er them for you. "

FINANCIAL REPORT:

Mr. Zabriskie presented the financial report as of June 30, 1971, showing total funds available of $6,697, 507. 40, contractual orders to date of $6,440,696.67, leaving a ba_iance of funds available·of $256, 810. 73. .

Mr. Zabriskie presented: the financial report as of August 31, 1971, showing total funds available of $6, 608, 436. 23, cbrttrActu~l orders to date of $1, 358, 298. 15, leaving a balance of funds available of $5, 250, 138. 08.

SUPERINTENDENT'S REPORT:

Dr. Fleischer presented and read the following report: • ... I "The schools opened September 9 and oU:r to_tal enrollment as of ·september 13, 1971 was 5852 as comp~red to 5979 6:n September 3-0, 1970. This repr·esents about three per cent less than the enrotlment projection made last October; The most significant difference between actual enrollment and tne projected enrollment was at the kindergarten level. We projected 384 pupils and 344 were enrolled as of September 13.

.. "-An analysis will be made of the changes that ha v ~ taken p~ace in our enrollment and a new enrollmen t projection will be made in October. It appears that there will have to be several a lter ations in the variables used in our pre0,ous projection.

"We received a memorandum dated September 23, 1971 from Dr . . M ar]?~rger, · Commissioner of Educatio n_, .that sur:µmartzed the guidelines rE:!c1:tiv:e _to the wage~price freeze. . The _instructipns that _.we r.e given to our payroll _department on August 31, 1971 are consistent with these instructions. We advised the staff at the genera l ori _entation meeting in September 8 and in the Superintendent's Letter dated September 14 that:

•y.re have not received any definitive word as to the wage freeze. Th _e rulings of the C::ost of _Living Council have been couched in general terms, subject to almost endless and differing interpretations.

'In view of this confusion, instructions have been · given to th e pay• roll department to prepare t he September 15 payroll in the follow- iI?,g manr1:er:

During t hose d_ays we kept in touch with the leadership cf. the Nutley T eachers Association. They were 11nders tanding :?-nd_c9operative in the dil e~ma we found ourselves and w~ appreciate their cooperative approach to the problems that developed.

Mr. Lenih?-n requested that Dr. Fleischer explain just what the Middle States Evaluation means.
