CRS INSIGHT El Salvador's 2019 Elections February 6, 2019 (IN11034) | Related Author Clare Ribando Seelke | Clare Ribando Seelke, Specialist in Latin American Affairs ([email protected], 7-5229) On February 3, 2019, Nayib Bukele, a 37-year-old former mayor of San Salvador and candidate of the Grand Alliance of National Unity (GANA) party, won El Salvador's presidential election. Bukele garnered 53% of the vote, well ahead of Carlos Calleja, a business executive running for a conservative National Republican Alliance (ARENA)-led coalition, with 31.8%, and Hugo Mártinez, a former foreign minister of the leftist Farabundo Marti National Liberation Front (FMLN), with 14.4%. Bukele's first-round victory occurred amid relatively low voter turnout (44.7%) during a peaceful electoral process observed by the Organization of American States and others. Bukele is set to succeed Salvador Sánchez Cerén (FMLN) as president on June 1, 2019, and serve a single, five-year term. Bukele's election ends 10 years of FMLN government. Who Is Nayib Bukele? Nayib Bukele served as mayor of Nuevo Cuscatlán (2012-2015) and San Salvador (2015-2018) for the FMLN. Prior to entering politics, Bukele worked in family businesses started by his late father, a prominent Salvadoran of Palestinian descent who backed the FMLN financially beginning in the early 1990s. Throughout his political career, Bukele has used social media to connect directly with voters, a new phenomenon in Salvadoran politics. As mayor, he revitalized the historic center of San Salvador and engaged at-risk youth in violence-prevention programs. In 2017, the FMLN expelled him for criticizing the party's leadership. -
The 2020 Presidential Election: Provisions of the Constitution and U.S. Code
PREFACE The National Archives and Records Administration (NARA) is proud to acknowledge its role in the Presidential election pro- cess. NARA’s Office of the Federal Register (OFR) acts as the administrator of the Electoral College and carries out the duties of the Archivist. In this role, the OFR is charged with helping the States carry out their election responsibilities, ensuring the completeness and integrity of the Electoral College documents submitted to Congress, and informing the public about the Presidential election process. The Electoral College system was established under Article II and Amendment 12 of the U.S. Constitution. In each State, the voters choose electors to select the President and Vice President of the United States, based on the results of the Novem- ber general election. Before the general election, the Archivist officially notifies each State’s governor and the Mayor of the District of Columbia of their electoral responsibilities. OFR provides instructions and resources to help the States and District of Columbia carry out those responsibilities. As the results of the popular vote are finalized in each state, election officials create Certificates of Ascertainment, which establish the credentials of their electors, that are sent to OFR. In December, the electors hold meetings in their States to vote for President and Vice President. The electors seal Certificates of Vote and send them to the OFR and Congress. In January, Congress sits in joint session to certify the election of the President and Vice President. In the year after the election, electoral documents are held at the OFR for public viewing, and then transferred to the Archives of the United States for permanent retention and access. -

BUKOVINIAN STATESMAN AND DIPLOMAT Oleksandr DOBRZHANSKYI Yurii Fedkovych Chernivtsi National University (Ukraine) E-mail: [email protected] Abstract: The article is dedicated to the study of the political biography of Nikolaj von Wassilko, a well-known Bukovinian leader, one of the most controversial personages among Ukrainian politicians of Austria-Hungary at the end of the 19th – the beginning of the 20th century. It is worth mentioning that many scientists from various countries wrote about N. Wassilko, but separate studies about his life and political activities have not been written yet. Author paid considerable attention to the formation of N. Wassilko's political views, the evolution of his preferences from conservative Rusynism and Moscophilia philosophy to the populistic doctrine. Since the beginning of the 20th century, N. Wassilko became almost the sole leader of Ukrainians in Bukovina. The article presents the analysis of his activities in the Austrian Parliament, the Diet of Bukovina, public organizations, and his initiatives to resolve various regional issues. His activities in the years of World War I were equally rich. In particular, the article shows his diplomatic activities as the ambassador of the ZUNR (West Ukrainian People's Republic) in Vienna, the ambassador of the UPR (Ukrainian People's Republic) in Switzerland and other countries. At the end of the research, the author points out the remarkable path of N. Wassilko in the history of the Ukrainian movement in Bukovina in the early twentieth century, as one of the central figures of the Ukrainian diplomacy during 1918-1924. -

Nagorno Karabakh has never been part of an independent Azerbaijani state. Declassified Central Intelligence Agency reports confirm that Nagorno Karabakh is historically Armenian and maintained even more autonomy than the rest of Armenia through the centuries.1 To force Christian Armenians to be ruled by Muslim Azerbaijan would be to sanction Joseph Stalin's policies and ensure continued instability in the region. During seven decades of Soviet Azerbaijani rule, the Armenian population of Nagorno Karabakh was subjected to discriminatory policies aimed at its removal. Even after these efforts to force Armenians from their land, Nagorno Karabakh's pre-war population in 1988 was over 80% Armenian. In the late 1980's, the United States welcomed Nagorno Karabakh's historic challenge to the Soviet system and its leadership in sparking democratic movements in the Baltics and throughout the Soviet empire. Following a peaceful demand by Karabakh's legislative body to reunite the region with Armenia in 1988, Azerbaijan launched an ethnic cleansing campaign against individuals of Armenian descent with pogroms against civilians in several towns, including Sumgait and Baku. -

I did contribute to Bob Wascou before he passed. The reason for this message is that I'm confused. My family were from Moinesti and Tirgu Ocna, both near each other in Moldova. However, this area was not Bessarabia..... Can you explain what areas of Moldova are covered other than Bessarabia and Chisanou (sp.). Many Thanks, Marilyn Newman Marilyn thank you. I think this is a very important question. I was getting many similar message for many years. Let’s clear this confusion. Let's start with terminology. The term Moldavia and Moldova mean the same region! Moldova is in Romanian language and Moldavia was adopted by Russian and other languages, including English. Charles King in 'The Moldovans. Romania, Russia, and the Politics of Culture', Stanford U., 1999 writes that 'It is a myth that Moldova changed its name from Moldavia. What happened in the 1990s was simply that we in the West became better informed about what locals themselves had always called it.' So let's dive into the history of the region: Moldavia is known as a country or Principality from 14 century until 1812. There were also two other Danube or Romanian Principalities - Walachia and Transilvania. At some point in the history Moldavia joined other Principalities. In 1538 Moldavia surrendered to Ottoman Empire, and remained under Turks for about 300 years. -

We do not profess to be, neither are we, scholars of politics, politicians, advocates, barristers or professionals in economics, commerce and other institutions. The problem with most of the previously mentioned captains of industry and politics is a rather simple one - they forgot about the ordinary man in the street. Thus, it is time for the ordinary people of RSA, to stand up and say NO MORE. For long enough we had been spectators and had to watch how we, the minorities in RSA, became more irrelevant to decisions which directly impacts us, whilst our say in all matters of importance to our survival, culture, language, economic survival and human rights are being ignored. As taxpayers we are being milked to a slow death to keep on feeding the black hole of corruption, nepotism, greed and generally hopeless governance. The intention of this document is not to impress with fancy legal jargon or unpronounceable Latin phrases, but rather to emphasise that a claim to our independence is internationally recognized and it your human right !. Why Independence? Generally, a group of people would want to be independent and masters of their own fate when they see increasing threats to their well-being and existence as a group, both physical, emotional and psychological. -
