INTRODUCTION 1.1 Key Transport Consultants Ltd (KTC) is retained by Longleat Enterprises Limited to provide transport advice in respect of proposed development on land on the Longleat Estate, to the South East of Tascroft Court and North of Cannimore Track, near Warminster in Wiltshire. This Transport Assessment (TA) has been prepared to accompany an outline planning application for a new hotel resort to include a water park, business conference facility and an immersive animal experience. All matters are reserved for detailed approval except vehicular access. 1.2 KTC has worked on a number of projects for Longleat Enterprises for a number of years and has a good understanding of the Longleat operation and transport effects. 1.3 This TA continues in Section 2 with a description of the existing site and local highway network including cycle and pedestrian facilities, and public transport services. The development proposals are described in Section 3. The transport policy context is considered in Section 4. 1.4 Section 5 sets out an appraisal of the accessibility of the site by means of travel other than the private car. The traffic impact of the proposed operation of the development is assessed in Section 6 and the results of a sensitivity test considering full operation of each land use are set out in Section 7. SITE AND LOCAL TRANSPORT NETWORK Site Location and Vehicle Access 2.1 The site currently comprises fields located on land to the south and south-east of Tascroft Court, near Warminster. The site lies to the north of a bridleway known as Cannimore Track, to the west of the Warminster Bypass section of the A36 Trunk Road (A36(T)) and to the south of the A362 county highway. The Pine Lawns Cemetery is adjacent to and north of the site and is reached via a public highway named Tascroft. The site is bounded by the A36(T) to the east, farmland to the south and north, and woodland within the Longleat Estate to the west. 2.2 The site is shown in a sub-regional context on a location plan, Figure 1, and the local highway network is shown on Figure 2. 2.3 The current western edge of the town of Warminster is approximately 150m north east of the eastern side of the site, beyond the Warminster Bypass. The entrance to Center Parcs Longleat is on Horningsham Road beyond the A362 Picket Post Roundabout, approximately 900m west of the site’s western edge, whilst the entrance to Longleat Safari Park is a further 700m to the west. 2.4 The A36(T) links between Bath, Salisbury and Southampton, passing to the west and south of Warminster. The A36(T) is dualled in parts and is subject to the national speed limit. The A36(T) meets the A362 at the Cley Hill Roundabout. From this roundabout Victoria Road leads north- east towards Warminster. The A36(T) northbound, A362 and Victoria Road arms to the roundabout all have single lane approaches, flaring to two lanes at the junction. On the A36(T) southbound approach there are two lanes from some 400m north of the roundabout. 2.5 The A362 is a single carriageway road that leads south-west from the Cley Hill Roundabout. It is subject to the national speed limit. Approximately 1km to the south-west, at the Picket Post Roundabout, the A362 continues west towards Frome, Longcombe Drive serves as one of several accesses to the Longleat Estate and Horningsham Road leads away to the south-west, providing the main route to the Center Parcs entrance, the Longleat main entrance at The Red Way, and to Horningsham village. 2.6 At the Picket Post Roundabout both the A362 approaches and Horningsham Road are single lanes flaring to two lanes at the junction. The Longleat access is an entrance only to the site and thus does not permit entrance to the roundabout. 2 F:\DATA\Jobs\0745 Tascroft Farm, Longleat\Transport Assessment\Transport Assessment V3.0.docx 2.7 It is proposed that the site will be reached from the A362 via the south end of a public highway named Folly Lane. Folly Lane originally linked the western outskirts of Warminster to the A362 but was severed by the construction of the Warminster Bypass. Consequently, cul-de-sac sections of Folly Lane now exist both to the west and east of the bypass. To avoid confusion with the section of Folly Lane lying to the east of the bypass, the section of Folly Lane that provides access to the site is referenced in this document as Folly Lane (A362). The portion of Folly Lane to the east of the bypass is referenced simply as Folly Lane. 2.8 Folly Lane (A362) meets the A362 at a simple priority junction. Having been reconstructed as part of the Warminster Bypass works, Folly Lane (A362) is a 7.3m wide single carriageway designed to modern standards and has with a footway on its south-west side, typically of approximate width 1.0m. 2.9 A public highway named Tascroft leads away to the west from the southern end of Folly Lane (A362) to provide access to Pine Lawns Cemetery and Tascroft Court. Tascroft has a single- track width carriageway with a line of mature trees on its south side behind which there is a narrow, paved footway. Pedestrian and Cycle Facilities 2.10 There is a footway adjacent to Folly Lane (A362) which links to the existing westbound bus stop on the A362. 2.11 Public Rights of Way (PROW) cross the wider Tascroft site. The first (reference WARM1) runs from the western boundary with the A362 across fields to the north of the Tascroft Court buildings to connect to the public highway, Tascroft. A second PROW (reference WARM66) runs along the western side of the Pine Lawns Cemetery and continues south across Tascroft fields linking with a third (reference CORY 48) that continues down through woodland to the southern boundary of the application site. WARM 91 runs on a broadly east-west alignment connecting the south end of Folly Lane (A362) along the south side of the Warminster Bypass to meet a bridleway known as Cannimore Track. All the above named PROW are classified as footpaths and an extract from the Wiltshire Council website showing the PROW in the vicinity of the proposed site is included in Appendix A. 2.12 A PROW known as Cannimore Track is classified as a bridleway (reference CORY 49). It runs from a country lane skirting the north-east side of Center Parcs to the west and passes along the south-eastern boundary of the application site. Alongside Cannimore Farm the bridleway has a hard surface and this continues eastwards through an underpass beneath the A36(T). 3 F:\DATA\Jobs\0745 Tascroft Farm, Longleat\Transport Assessment\Transport Assessment V3.0.docx 2.13 Two bridleways continue to the east of the bypass. WARM 65 is known as Cannimore Road and continues to the north-east to connect to a public highway, South Street. WARM 63 leads away first to the north-west before turning to the north-east to join Folly Lane at an entrance with a field gate. Throughout its length WARM63 is a paved route of vehicle width. All the bridleways noted above are identified as unsurfaced cycleway/path in the Warminster cycle map. Both WARM 63 and WARM 65 link to the residential areas to the west of Warminster and on to the centre of Warminster via on-road cycle routes. The Wiltshire Council cycle map for Warminster is also included in Appendix A. 2.14 National Cycle Network (NCN) Route 24 passes through Center Parcs and the Longleat Estate and can be accessed to the south of the proposed site. NCN Route 24 links between Frome and Warminster continuing to Salisbury and then towards Southampton. Public Transport Bus 2.15 Bus stops are located on the A362 in both directions near to the junction with Folly Lane (A362). The bus stops are located in bus laybys with a bus flag located at the south-westbound stop but there is no flag on the Warminster-bound side. 2.16 Bus service 53 operates between Frome and Warminster with services running approximately hourly.
