The proposed pitch within Dunbeth Park is a “reserved matters” submission following the associated granting of outline permission (ref:C/O3/00433/0UT) for the “Formation of Floodlit, Multi-purpose, Synthetic Pitch for Dual use with the Community” on the 18‘h June 2003. The current application site is made up of the existing school and grounds of St. Patrick’s R.C. Secondary and an area of grassed land within Dunbeth Park which, taken together measures 4.2 hectares. The site is located within a predominantly residential part of Coatbridge, adjacent to Coatbridge College and St. Patrick’s Primary school and directly to the east of the Dunbeth & Blairhill Conservation Area. The new build school will rise to 3 storeys in height with the main school entrance being located adjacent to the proposed visitor parking/parent drop off area which is to be sited at the eastern part of the site (accessed off Park Street). Bus/Service drop offldelivery will access the site from Muiryhall Street. The proposed educational facilities will be supplemented by the provision of a floodlit multi- purpose synthetic pitch within Dunbeth Park. A total of 575 letters of objection against the proposal have been received, the contents of which will be detailed in the accompanying report. The proposed redevelopment of the St. Patricks secondary school site as a new non denominational secondary school is part of the Education Departments 2010 PPP Project and will have significant educational benefits to the local community. Taken that the application site currently accommodates a secondary school (St. Patricks) and it complies with local plan policy then I consider the proposal to construct a new school building on site to be acceptable. The design and layout of the building and associated parking etc. is sympathetic to the location and contours of the site. While the concerns of the objectors are noted with regard to the impact of the proposed synthetic pitch on Dunbeth Park the principle of that form of development has already been accepted by the Council through the previous granting of outline planning permission C/03/00433/OUT and I consider that such a facility can be accommodated without adversely affecting the character of that Park. It is therefore recommended that planning permission be granted subject to the attached conditions. Recommendation: Grant Subject to the Following Conditions:- 1. That the development hereby permitted shall be started within five years of the date of this permission Reason: To accord with the provisions of the Town and Country Planning (Scotland) Act 1997. 2. That before the development hereby permitted starts, full details of all external materials to be used for the external walls and roof, shall be submitted to, and approved in writing by the Planning Authority. Reason: To enable the Planning Authority to consider these aspects 3. That no trees within the application site shall be lopped, topped or felled and no shrubs or hedges, shall be removed from the application site, without the approval in writing of the Planning Authority. Reason: In the interests of visual amenity. 4. That before the development hereby permitted starts, tree protection measures in accordance with British Standard BS 5837 shall be erected along the drip line of the trees, as shown on the approved plans, and shall not be removed without the approval in writing of the Planning Authority. Reason: To protect the existing tree cover. 5. That the proposed floodlit multi-purpose pitch shall be for community use in addition to school use and shall not be used after 9pm; or such other times as may be agreed in writing by the Planning Authority. Reason: In the interests of local recreation and residential amenity. 6. That before the development starts, full details of the location and design of the drainage scheme to be installed shall be submitted to the Planning Authority for written approval, and these shall include full details of the location and design of the surface water drainage scheme, and for the avoidance of doubt the scheme shall comply with the Scottish Environment Protection Agency‘s principals of Sustainable Urban Drainage Systems (SUDS). Reason: To safeguard the amenity of the area and to ensure that the proposed drainage system complies with the latest guidance on SUDS. 7. That before the development starts, the applicant shall provide written confirmation to the Planning Authority that all the requirements of Scottish Water, as specified in their letter dated 13‘h July 2004, have been fully met in respect of providing the necessary site drainage infrastructure to serve the development. Reason: To ensure the provision of satisfactory site drainage arrangements 8. That before the development hereby permitted starts, a Flood Risk Assessment Report, (prepared by a chartered civil engineer or equivalent) shall be submitted to and approved in writing the Planning Authority. For the avoidance of doubt, the report should demonstrate that the development proposals will not increase flood risk; will not result in the proposed buildings and access routes to those buildings becoming susceptible to flooding: and will not adversely impact on the sensitivity of the overall drainage system to flooding for a range of storm events including a 1 in 75 year and 1 in 200 year storm event. Reason: To enable the Planning Authority to fully consider this aspect of the development. 9. That before the development hereby permitted is brought into use, all the pedestrian accesses, footways, parking and manoeuvring areas, including bus bays, drop off and servicing areas shown on the approved plans, shall be levelled, properly drained, surfaced in a material which the Planning Authority has approved in writing before the start of surfacing work and clearly marked out, and shall, thereafter, be maintained for the approved purpose. Reason: To ensure the provision of satisfactory vehicular and pedestrian access facilities. 10. That before the development hereby permitted is brought into use, visibility splays of 4.5 metres x 60 metres shall be provided on both sides of the vehicular accesses onto Park Street within which nothing over 1.05 metres above road level should be placed or allowed to grow, as far as is in control of the applicant. Footway construction at vehicle exists should be designed, detailed and constructed to the satisfaction of the Planning Authority. Reason: To ensure satisfactory vehicular and pedestrian access facilities within the site. 11. That before the development hereby permitted is brought into use, ‘I School Keep Clear” road markings and pedestrian guardrails shall be provided at all pupil accesslegress points, details of which should be submitted to, and approved by the Planning Authority before the works start. Reason: To enable the Planning Authority to consider these aspects. 12. The before the development hereby permitted starts details of a scheme to include provision for nesting swifts within the site shall be submitted to and approved in writing by the Planning Authority. Reason: To enable the Planning Authority to consider these aspects in the interests of nature conservation and the enhancement of local biodiversity. 13. That before the development hereby permitted is brought in to use, the scheme approved under the terms of Condition 12 above shall be in place. Reason: In the interests of nature conservation and the enhancement of local biodiversity 14. That before the development hereby permitted starts, a scheme of landscaping, including boundary treatment, shall be submitted to, and approved in writing by the Planning Authority, including any modifications as may be required, and it shall include:- (a) details of any earth moulding and hard landscaping, grass seeding and turfing; (b) a scheme of tree and shrub planting, incorporating details of the location, number, variety and size of trees and shrubs to be planted; (c) an indication of all existing trees and hedgerows, plus details of those to be retained, and measures for their protection in the course of development (d) details of the phasing of these works.
