Sanjay Patel (SP), Chairman from Salfords Cricket Club presented to Councillors the cricket club’s Project Phoenix proposal which is plans to build a new clubhouse at costs of circa £650k to £700K (Inc. VAT and contingency) by 2022. Slides attached.

Various Cricket Club members also spoke about their experience with the club and how it has grown and developed over the last five years and the community impact it has on their children’s and family life.

Reigate and Banstead Borough Cllr Richard Biggs, Executive Member for Planning Policy, joined the meeting to listen to the presentation. He stated that all the six Borough Councillors for Salfords and Sidlow were supportive of the project and would help in any way they could.

The club was asking the Parish Council for support to provide a long-term facility to improve local community wellbeing. They were requesting to be a major benefactor of the CIL fund.

Councillors and members of the public asked questions about design, building sustainability, etc.

WC thanked SP for his time and informative presentation. He advised that Councillors would discuss the proposal in due course and the Clerk would keep him updated. SP thanked the Council and residents for listening.

20/014 Co-option to fill the vacancy on the Council The Candidate was Paul Edwards (PE)

WC thanked PE for standing for co-option and outlined the process that would be undertaken by the Council for co-option of a new member and confirmed that all Councillors had the necessary paperwork.

WC confirmed that CM had discussed the role of being a Councillor and PE had submitted a brief summary of why he wanted to become a Councillor. WC offered Councillors the opportunity to ask PE questions. There were none.

The Chairman asked the Council if they were ready to vote. The Council confirmed they were and the Clerk issued ballot papers for the Councillors to sign to vote if they wanted to co-opt or not to co-opt onto the Council. The Clerk collected the papers and counted the votes and passed the results to the Chairman who advised that Mr Paul Edwards had been successfully co- opted with a unanimous decision.

Paul Edwards was formally co-opted to the Council. He was advised that he may remain in the Council meeting but he would not be allowed to vote until the Council meeting on 9 March by which time he will have signed the declaration of office, completed the declaration of Interest Form and read the Code of Conduct.

WC congratulated and welcomed Paul to the Parish Council

20/016 Public Question Period (limited to no more than 15 minutes) A resident raised concerns about planning application 20/00162/F. He was concerned about flooding, noise and nuisance during the building works and the impact it would have on the local area. JB advised Councillors would be formally agreeing Council’s response under agenda item for planning and the residents’ comments would be taken into consideration.

20/017 To confirm the Minutes of the COUNCIL MEETING held on Monday 13 January 2020 The minutes were approved and recorded as a true and accurate record of the meeting.

JB advised 3 of the 7 Councillors attended the Councillor surgery on Friday 7 February when all planning applications were reviewed.

20/019 Meeting Reports

A REDHILL AERODROME The purpose of the meeting was to discuss the ‘Beechcraft Incident’ on 01/08/19 with Phillip Wright (PW). He said the complexity of the current rules mean it was not possible to amend the circuit to require aircraft to turn for the Salfords Gap but it was possible to advise aircraft to avoid flying over identified areas if they are suitably marked e.g., on the school or new retirement home. PW to advise SSPC on such markings. WC advised this was a beneficial meeting and both JB and WC felt S&SPC were finally building bridges with the Aerodrome.

B SLCC BRANCH MEETING An informative meeting for Clerks to share experiences and receive an overview on sustainability. A lot of Parish Councils are declaring a climate emergency but CM advised at this time she believed the realistic approach that S&SPC has taken with actively planting trees could make more of an impact and difference.

C PICKETTS LANE RESIDENTS A meeting was held with residents of Picketts Lane who were concerned about the Travellers pitches which were being erected without planning permission. The purpose of the meeting was to advise residents of the current situation and also be able to explain the planning law and process to be able to manage expectations.

D RACC Personnel at the aerodrome. David Lindsay has left. His role covered the aviation and property aspects of the business. David Burke has been recruited to work full time on the property side, Nick Stagg (NS) will continue to work on the aviation side. Mike Murray is still retained on the possible development of the aerodrome.

Planning application updates. NS said the aerodrome have commissioned a report on the safety of changing the taxiway. Consultants were appointed before Christmas and their report is expected in the first quarter of 2020. This will be submitted to Reigate & Banstead council for their consideration. NS said there are no other outstanding matters.

Other matters. KRAG asked for the agenda to include an item for ‘Improving relations between the community groups and the aerodrome management, including greater involvement on the RACC by users and operators’ to be discussed. It was agreed this was now happening.

Nutfield Parish Council asked for meetings between the aerodrome and Nutfield residents. Philip Wright (PW) said he was looking to arrange this at a time which best suited the residents.

JB asked if there had been an increase in westerly movements flying more to the south. PW said the movement statistics show about 60% of October movements and all November and December movements used the taxiway. The grass runways have been water logged due to the amount of rain. Fixed wing movements show a steady increase, helicopter movements have gone down.

Philip Wright (PW) gave an update of the ‘Beechcraft Incident’.

E PLANE WRONG (PW) AGM A meeting was called to talk about CAA1872 CAA’s Draft Decision on the Post Implementation Review (PIR) for Route 4. There were about 120 people in the hall after nearly 10,000 leaflets being distributed to announce the meeting.

There was strong feeling that aircraft should be routed over less densely populated areas and avoid more densely populated areas. Ed Winter (EW), Chairman of PW, did much of the speaking. He said there has been very little publicity about this consultation and there should be no change without proper consultation. If Route 4 is moved as proposed, some aircraft will fly outside the swathe. This will push Route 4 towards Dorking, Reigate and Redhill and there will be a wide area where people will be affected by noise from Routes 3 and 4. He added the 2012 route was in the wrong place so any attempt to revert to it was wrong. The 2015/16 route is where it should have been. The 2017 PIR made this permanent.

Plane Justice (PJ) were criticised for taking their Judicial Review (JR). EW said S&SPC gave PJ £10,000. Someone asked if PW and PJ would collaborate. EW said they have met but at the last public meeting PJ declined to meet PW.

PW say they may seek a JR if the route is as proposed in the PIR. If the

route is moved PW argue this will be a new route and will require a full ACP. The PIR document says it is not new as it is similar to the route. The DfT expects the route to follow the NPR [line]. This proposed Route 4, being 1000m north of the NPR, is therefore contrary to DfT guidance. If CAA confirm it and PW do take legal action the costs could be over £100,000.

F JAMES DAY James Day (JD) attended the meeting with Phil Aust (PA) and advised Day Group are in the process of finalising lease terms with Network Rail for the land they will need for the development of the site. Once this is finalised JD can then agree what development is needed on their site for the agreed contract with their business partners. Unfortunately, the final plans are unknown for the site until then. However, James Day provided some updated planning maps to illustrate current plans and proposed developments. These were the same as what was seen in the October 2018 meeting with S&SPC.

The Environmental Agency permit submitted in 2019 had different traffic and rail movement volumes to the original planning application to enable Day Group to accommodate various plans they may like to achieve on their site. Until the EA have approved their permit no activity can take place on the site. These applications can take years to be approved.

JD was unable to provide timescales of development and operations but as soon as they had confirmed plans, they would advise S&SPC and would like to come and talk to Council with their plans prior to submission to planning (hopefully not a full planning application but an amendment).

Area between the Operational Area and the woodland to the north − JD advised the land between the operations area and area of woodland was again part owned by Day Group and Network Rail and they were still in negotiation about its potential future use. It is still proposed that there may be small scale distribution units but this would be market dependent at the time.

Other matters - PA advised a preliminary ecological assessment had been carried out of the wooded area. A discussion about straightening the path was discussed but it was recognised this was not easy to achieve. JD reiterated the importance of the woodland and ancient pond and it was hoped to tidy up this area while keeping biodiversity. − PA said he had been advised that the extension to the train station carpark had been carried out without the authority of Network Rail. As such this was not open to the public. − Access to land will be via Salbrook Road for all Day Group activity. There will be times that JD expects Network Rail would use their Salbrook Road for access. However, Network Rail will still need access via Southern Avenue as this is the only access to part of their site.

G PLANE JUSTICE Chris Quinlan (CQ) provided an update on R4 and the current CAA PIR decision and CAA request for feedback. He advised that PJs’ lawyers would be responding to this on behalf of PJ and this would be sent to the CAAs’ lawyers.

PJ and S&SPC had requested residents affected by the 2016 Route 4 to

feedback to the CAA by welcoming their draft determination that the current Route 4 had failed to replicate the route flown when using conventional SID i.e., as in 2012, and the reversion of the route which would then follow as a matter of course as a direct consequence.

Meanwhile, Plane Wrong held their public meeting on 23/01/20 and have expressed they may take out a Judicial Review (JR) against the CAA if they confirm the proposed reversion of Route 4 to the legacy route on the grounds of lack of consultation. PW expects costs are expected to be circa £100k. CQ said the CAA were not required to consult on reversion. If a JR were to be taken out by Plane Wrong then PJ should be involved as an interested party. This would incur costs and more funding would be required. To date S&SPC have made a financial contribution of £10k with a further £7.5k pledged if required.

CQ thanked S&SPC for all their support, including the financial assistance, stating they were unable to make the progress they had without it. It was agreed the next step was to wait for the final CAA decision, and on the assumption it confirmed the draft decision, whether Plane Wrong would submit a JR (3m to do this).

H PLANNING TRAINING All Councillors except ML attended this session. It was beneficial and WC added that CM would arrange for PE to have appropriate training as required.

I HIGHWAYS Pot holes Highways assess pot holes and defects in the road against SCC criteria, (40mm pothole and 30mm footway repair). SCC has up to 28 days to fix one. There are different categories and more info available on the website. Pot holes are guaranteed for one year. If a pot hole is repaired in the rain it will not last.

Cross Oak Lane − Numerous pot holes - these have been reported and are scheduled to be repaired − Undulating road – Unfortunately this is not categorised as bad enough to repair − Signs/ posts by corner of Orchard Drive – SCC to look at posts and remove what is no longer needed or arrange for new signs to be installed.

New House Lane/ Axes Lane − Extensive puddle at the junction of New House Lane and Axes Lane. Drains are being inspected/ cleared out in February 20 − New House Lane – water leak - Water Authority is responsible for sorting the leak. SCC to review and contact Authority. CM advised they have been notified but no action taken. Utilities company should make good and cover costs for any road and verge damage. Unfortunately, there are several roads in Surrey that have this and no action is taken. − Broken fence around culvert at the junction of New House Lane and Axes Lane - this will be sorted but not in this financial year as there is no budget left. − Badly raised manhole cover on New House Lane near the junction of Axes Lane - SCC to investigate

− New House Lane verges badly repaired - Arranging for height and weight restrictions on a road can take up to 5 years as it has to be approved by various committees and be subject to a TRO. WC and CM agree it made sense to still pursue this even with the longevity. Request for white lines to be painted on road so drivers know where the edge of the road is

Masons Bridge Road − Road edge subsiding north and south of Masons Bridge - There have been repairs on this road previously. SCC will look into this.

Lodge Lane − Undulating road – very dangerous – previously reported but advised not bad enough to repair. Unfortunately, this is still the case. It does not meet the criteria for repair. SCC will arrange for signs to be installed to advise uneven road. They could be there for a long time.

Honeycrock Lane − Poor road surface between Masons Bridge road and Perrywood Business Park - MD commented on this and it was noted. It will be added to list of roads and prioritised accordingly. − Corroded signs removed but need to be replaced - SCC will look on Streetview to see what was there and arrange for replacement.

Mead Avenue/ West Mead Drive − People/ residents crossing over kerbs/ grass verges to park on their drives. Grass verges being churned up. Can anything be done to prevent it? JN/ MD will write to the various householders where this is happening. Lorries are unable to take the bend before the Social Club so have to go on the verge. The only way to stop this is to prevent parking on the right- hand side so lorries can make the turn or to build up the verge so it does not get damaged.

A23 − Broken bollards on A23 Salfords to Horley - These are the responsibility of Skanska so CM to report them on line and they will be fixed.

− Junction of A23/ Honeycrock Lane – Damaged bollard removed but not

replaced – SCC will look into this.

− Raised utilities cover over 20mm on pavement by Millstream Farm–

been reported but not repaired. This is the responsibility of the utility

company but SCC will look into this.

A217

− Several Pot holes – poor road surface in areas - This will form part of Project Horizon for full re-surfacing. Any immediate areas that need repairs will be fixed according to policy. − Improvements to the pavement are not part of the project Horizon. It is noted the pavement is in a poor state. JN arranged for hedge cutting and it was agreed this made an improvement for width.

General − Drains – when the schedule for drains is confirmed for Salfords/ Sidlow

can we be informed of dates? No – SCC get advised of a time period but not exact dates. The blocked drains will be cleaned out as part of the February schedule. The blocked drains by Honeycrock Lane bridge will be jetted out mid- February. This has been added to the schedule for priority. − Dirty road signs – what is policy for cleaning - Let SCC know which ones need cleaned and they will arrange it. − Lengthsman Scheme – Process for working with R&BBC for Salfords and Sidlow area - Continue as now with S&SPC reporting issues and if they can get sorted SCC will do their best. − Budgets and County Cllr Kay Hammond’s budget for 2019/20 and 2020/21. It has not been confirmed whether County Councillors will want to pool resources so they can have a community gang to carry out repairs. In 2019/20 Cllr Knight did not pool his resources as he spent his funding on specific projects. It may be similar for 2020/21 for central Redhill Councillors as they have little vegetation. − There is also the option for joint funding with CIL if there is something that is not a priority for SCC and most unlikely to get done due to budget restraints and priorities. − Trees - A new policy will be coming out on tree planting on highways/ verges. It includes for a payment (to have Highways review an area whether it is suitable for planting with all the utility services, sight lines, etc. CM asked SCC if they knew of any land in Salfords or Sidlow by Highways that would be suitable for trees or hedging to let her know.

This was a beneficial meeting but due to budget cuts the local team are limited to what they can deliver but will work with S&SPC to get the best outcomes.

J LGW EXPANSION PLANS JB attended a round table presentation about the Gatwick Master Plan. This was to explain the DCO (Development Consent Order) process with an overview rather than details of the plan. This was the first of five sessions GAL are holding, the last one is on March 5. In addition to Salfords & Sidlow there were people from Horley, Outwood, Burstow, and Godstone.

GAL will be consulting in early Spring on the pre-application. GAL explained the DCO process has 6 stages Pre-application, Acceptance, Pre- examination, Examination, Report and Decision. There are opportunities to comment at various stages and if S&SPC comment the Parish Council could apply to be included in the Examination which is usually a round table discussion rather than adversarial. The Decision is made by the Secretary of State.

The overview of the plan is to bring the northern runway into routine use for take-offs only by any but the largest aircraft. This would reduce the use of the main runway. The centreline of the northern runway will have to be moved 12m north and the northern taxiway will be moved further north. Aircraft would fly the same routes whichever runway they use. There will be 20 million more passengers and 20,000 more jobs, 8,000 at the airport. The area GAL propose to develop is only on and near the airport - not most of the roads.

K GOVIA THAMSELINK RAILWAY (GTR)/ NETWORK RAIL MEETING Gatwick Station Re-build Govia Thameslink Railway (GTR) confirmed that local services i.e., serving

Earlswood & Salfords, north of the airport, will not be adversely affected in the new GTR timetable from May 2020. This is being introduced to acknowledge the reduced track capacity at Gatwick Station.

This station work coincides with the extra Reading to Gatwick semi-fast service. These two trains per hour from May 2020 usually stand at Gatwick for some minutes before returning to Reading. This service plus the Bedford - Gatwick service, that also waits at Gatwick for some time, will both put pressure on the reduced platform capacity at Gatwick

SR said it was interesting to note the reference to the ordnance buried on site at the end of WWII.

Reigate Station 3rd Platform Network Rail have announced the start of their public consultation on the provision of the 3rd platform at Reigate Station.

What does this mean for Salfords rail users? GTR have privately suggested that once Thameslink trains start from Reigate to Bridge possibly using the current Bedford Gatwick service then the present Reigate - London Victoria service could then run to Gatwick or Three Bridges. This has Accessibility benefits for our local stations. Currently ThamesLink trains are driver only so there is not a second staff person on board to help passengers such as wheelchair users/ buggies.

Councillors agreed to respond to this consultation with the thought that these changes in services will bring local benefits.

MB asked if Redhill station would be affected and SR advised it should make no difference.

20/020 Financial Matters – Parish Council and Village Hall A List of cheques/DD for S&SPC and the Village Hall for December 2019 were noted and approved

S&SPC - 2 DD, 1 TV and 6 online payments were issued for a total amount of £5,769.14

Village Hall - 3 DD payment and 5 online payments were issued for a total amount of £1,079.86

B Statements of Income and Expenditure for S&SPC (£68,645.16) and the Village Hall (£14,989.80) for January 2020 were noted and approved.

C Councillors noted bank reconciliation for January 2020 was signed off

D Councillors considered the request from the Pathfinder Scout Group in Salfords for costs for two new water heaters in the scout hall at a cost of £285. Councillors agreed to make the grant contribution.

20/021 Appointment of Representatives on Local Organisations and bodies Councillors agreed for ML to be representative on: - - Reigate & Banstead Standards Committee with CC as Deputy - Surrey Association of Local Councils as deputy to JB and SR who have voting rights.

Action ▪ CM to advise R&BBC that ML will be S&SPC representative on Standards Committee CM

20/022 Parish Assembly/ Community Day/ VE Day Annual Parish Assembly. The Annual Parish Assembly must be held between 1 March and 1 June. Council agreed the 2020 Annual Parish Assembly will follow the April Council meeting on Monday 6 April 2020.

Community Day Salfords Social Club has asked whether the Parish Council be interested in combining the club Fun Day with the Social Club on Sunday 30th August.’

This year S&SPC will have held: - ▪ Village Hall Celebration Day - 25/01/20 ▪ Litter Pick Event - 21/03/20 ▪ VE Day celebration – 08/05/20 ▪ Tree planting event - November 2020. Date TBC

WC advised he could see no reason why there could not be a joint event. However, CM would not be available for the day.

Councillors agreed to find out what the Social Club planned and wanted from the Parish Council. CC, JA and CM were arranging a meeting and would ascertain the detail.

VE Day Celebration - Street Party 8/5/20 Honeycrock Lane R&BBC have refused for S&SPC to allow to close Honeycrock Lane even though initially agreed last year for the street party. This is because they do not have the resources to create the diversion. CM has explored using an external company to organise the diversion but costs are in excess of £500. She has asked Borough Cllr Allcard if he can assist with this. If he can’t it means the street party on Honeycrock Lane cannot be achieved. She is exploring other options to hold the event in Salfords Village Hall.

20/023 Tree Planting MB has privately been ordering and planting trees for his land and has been learning a lot of lessons along the way. Several species of trees can no longer be imported due to disease so there is a waiting time to receive the trees.

Several community groups and some residents have asked for trees.

CM still needs to work with SCC and R&BBC to see about planting on Highways (SCC policy is not yet available) and common land.

We have ordered 5 trees from Barcham, the Tree Specialist for delivery September/ October time:

1 x Hawthorn for Christ the King Church—The original choices by the Church were not available

2 x Oaks (Quercus Petraea) - One for Salfords and one for Sidlow

2 x Acer Campestre Elegant (known as Field Maple) - this was the other tree Malcolm James recommended for S&SPC (Suitable for streets)

Total cost = circa £650 to £700

The trees will need compost/ stakes and protection and also costs for planting which will all be arranged.

CM has ordered free trees (saplings) from the Woodland Trust which will be available in November.

S&SPC has responded to the tree consultation.

Councillors had reviewed the Redhill Aerodrome Conservation document which covered the whole plan area of the aerodrome. Councillors agreed they found it informative however they wanted to encourage the greater willingness of the new management to engage with the community so at this time would not formally support it.

WC confirmed he would attend the Horley Annual Parish Assembly and would welcome other Councillors to join him

JB had reviewed the Future Mole Valley: draft Local Plan consultation and it was agreed there was no need to make comment.

The court date for Horse Hill has been set for 13/2/20. Sarah Finch had advised a Cumbrian campaign group has been granted permission for judicial review of their County Council’s approval of a coal mine and some of the grounds they argued are very similar to ours, including failure to consider the Government's net zero target and indirect greenhouse gas

emissions from use of the coal. MB provided an update on UKOG share prices. MB also added that this was another area that the Parish Council was tackling environmental change.

The Council noted the other correspondence and agreed no action was necessary.

A23/ A217 Link road The Link Road is programmed and is substantially complete, but there’s no connection through to Meath Green Lane yet, as that junction is the subject of a Planning Application that’s still to be determined.

The A23 traffic signals should be in around mid-May and the A23 resurfaced soon after.

The Developers are still securing Planning for the individual sites on the A23 side, to be served via the Eastern Access Road. It is therefore unlikely that the Eastern Access Road will be open to the public for a while, as construction traffic for the new developments should be via A23 Bonehurst Road.

CM raised the issue with SCC that often the rising bollards are down by Westvale Park for the bus route. She has asked SCC to speak with the Traffic Systems Team to find out: - How are the Traffic System team monitoring them? What information do they get and what happens when a report is made? Why are they breaking down? Are they not fit for purpose?

CM has reiterated these measures were brought in to prevent rat running on Meath Green Lane and that S&SPC is concerned that if this is not monitored and resolved there is a likely possibility that access is allowed which is something the Inspector had upheld.

In the meantime, SCC has recently installed additional posts to try and stop drivers from driving down the footway to bypass the bollards!!

Village Hall Repairs There have been repairs to the water heater in the rear kitchen, radiator in main ladies’ toilet and replacement toilet seat undertaken.

Roof There was a leak in main ladies’ toilet under heavy rain conditions. The gulleys were blocked with moss. A roofer has sent estimates but due to costs this will need to go out to tender. The Clerk had contacted another roofer who identified various problems with the roof on both sides of the village hall. MB knew of a roofer and would send CM details to obtain the third estimate.

Councillors agreed to the work progressing once all tenders were received and reviewed and WC/JB had confirmed the detail.

The Village hall day was a success. We had about 40 to 50 people attend and Council were able to co-opt a new Councillor following the event. Costs for the day were £138.70 Advertising - £110 Refreshments - £28.70

SR arranged for excellent articles advertising and summarising the event in the Surrey Mirror. WC thanked SR for this.

Christ the King Lease

The Heads of Terms for the new lease have been agreed between S&SPC and the PCC. This needs to be approved by the Diocese and once that has been done a new lease will be drawn up. CM will be arranging for a solicitor with Parish Council background to review the lease when drawn up.

S&SPC has agreed to pay legal fees of up to £4,000 plus VAT with CtK. The estimate for S&SPC to have a legal review is approximately £1,500 to £2000 plus VAT. The budget for the renewal was £6,000.

Train Station Parking

GTR are planning to introduce car parking charges at Earlswood & Salfords train stations at the end of March 2020, bringing them in line with other stations on the network. The charges will support the management and maintenance of the car parks and will help towards additional investment in parking on the network. They’ll also have increased patrolling by attendants who will check the car park infrastructure, and that cars are parked safely and appropriately. The tariff of £9.10 per day would apply on Monday- Friday from 0400 to 1700, with evening and weekends continuing to be free.

GTR plan to leaflet cars and have posters up in the run up to the change so that users are aware. They will closely monitor the changes during the first few weeks and months to assist and support users and local stakeholders in adapting to this.

Councillors noted this and stated the situation would have to be monitored as there was concern what impact this would have on commuters parking on local roads impacting resident parking.
