Cllr Caroline Clarke (CC) Date: 10 February 2020 Time: 19:00 to 21:00 Ref Who Guest Speaker Sanjay Patel (SP), Chairman from Salfords Cricket Club Sanjay Patel (SP), Chairman from Salfords Cricket Club presented to Councillors the cricket club’s Project Phoenix proposal which is plans to build a new clubhouse at costs of circa £650k to £700K (Inc. VAT and contingency) by 2022. Slides attached. Various Cricket Club members also spoke about their experience with the club and how it has grown and developed over the last five years and the community impact it has on their children’s and family life. Reigate and Banstead Borough Cllr Richard Biggs, Executive Member for Planning Policy, joined the meeting to listen to the presentation. He stated that all the six Borough Councillors for Salfords and Sidlow were supportive of the project and would help in any way they could. The club was asking the Parish Council for support to provide a long-term facility to improve local community wellbeing. They were requesting to be a major benefactor of the CIL fund. Councillors and members of the public asked questions about design, building sustainability, etc. WC thanked SP for his time and informative presentation. He advised that Councillors would discuss the proposal in due course and the Clerk would keep him updated. SP thanked the Council and residents for listening. 20/012 To receive apologies for Absence. WC welcomed Councillors to meeting and thanked the members of public for attending. CC sent apologies due to last minute circumstances she was unable to attend. 20/013 Declarations of Interest and dispensations There were no declarations of interest 1 of 19 Mins S&SPC Council – February 2020 20/014 Co-option to fill the vacancy on the Council The Candidate was Paul Edwards (PE) WC thanked PE for standing for co-option and outlined the process that would be undertaken by the Council for co-option of a new member and confirmed that all Councillors had the necessary paperwork. WC confirmed that CM had discussed the role of being a Councillor and PE had submitted a brief summary of why he wanted to become a Councillor. WC offered Councillors the opportunity to ask PE questions. There were none. The Chairman asked the Council if they were ready to vote. The Council confirmed they were and the Clerk issued ballot papers for the Councillors to sign to vote if they wanted to co-opt or not to co-opt onto the Council. The Clerk collected the papers and counted the votes and passed the results to the Chairman who advised that Mr Paul Edwards had been successfully co- opted with a unanimous decision. Paul Edwards was formally co-opted to the Council. He was advised that he may remain in the Council meeting but he would not be allowed to vote until the Council meeting on 9 March by which time he will have signed the declaration of office, completed the declaration of Interest Form and read the Code of Conduct. WC congratulated and welcomed Paul to the Parish Council Action ▪ Clerk and PE to liaise to arrange completion of the appropriate forms. He was concerned about flooding, noise and nuisance during the building works and the impact it would have on the local area. JB advised Councillors would be formally agreeing Council’s response under agenda item for planning and the residents’ comments would be taken into consideration. 20/017 To confirm the Minutes of the COUNCIL MEETING held on Monday 13 January 2020 The minutes were approved and recorded as a true and accurate record of the meeting. 20/018 Planning / Licence Applications A To review and agree responses to Planning / Licence Applications received in January/ February 2020 See attached Appendix B – February 2020 Planning List with full commentary. 2 of 19 Mins S&SPC Council – February 2020 JB advised 3 of the 7 Councillors attended the Councillor surgery on Friday 7 February when all planning applications were reviewed. There were 3 planning applications: ▪ 2 Approved with conditions ▪ 1 permitted development 20/019 Meeting Reports The following meetings were attended: - 20/01/20 – Redhill Aerodrome – JB/WC 20/01/20 – SLCC Branch meeting - CM 20/01/20 – Picketts Lane residents – JB/WC/CM 22/01/20 – RACC – WC/ JB 23/01/20 – Plane Wrong AGM – JB 29/01/20 – James Day – WC/JB/JA/ CM 30/01/20 – Plane Justice – WC/JB/MB/CM 03/02/20 – Planning Training – All 06/02/20 – Highways – WC/ JB/ CM 06/02/20 – LGW Expansion plans – JB/ SR 06/02/20 – GTR/Network Rail meeting A REDHILL AERODROME The purpose of the meeting was to discuss the ‘Beechcraft Incident’ on 01/08/19 with Phillip Wright (PW). He said the complexity of the current rules mean it was not possible to amend the circuit to require aircraft to turn for the Salfords Gap but it was possible to advise aircraft to avoid flying over identified areas if they are suitably marked e.g., on the school or new retirement home. PW to advise SSPC on such markings. WC advised this was a beneficial meeting and both JB and WC felt S&SPC were finally building bridges with the Aerodrome. B SLCC BRANCH MEETING An informative meeting for Clerks to share experiences and receive an overview on sustainability. A lot of Parish Councils are declaring a climate emergency but CM advised at this time she believed the realistic approach that S&SPC has taken with actively planting trees could make more of an impact and difference. C PICKETTS LANE RESIDENTS A meeting was held with residents of Picketts Lane who were concerned about the Travellers pitches which were being erected without planning permission. The purpose of the meeting was to advise residents of the current situation and also be able to explain the planning law and process to be able to manage expectations. 3 of 19 Mins S&SPC Council – February 2020 D RACC Personnel at the aerodrome. David Lindsay has left. His role covered the aviation and property aspects of the business. David Burke has been recruited to work full time on the property side, Nick Stagg (NS) will continue to work on the aviation side. Mike Murray is still retained on the possible development of the aerodrome. Planning application updates. NS said the aerodrome have commissioned a report on the safety of changing the taxiway. Consultants were appointed before Christmas and their report is expected in the first quarter of 2020. This will be submitted to Reigate & Banstead council for their consideration. NS said there are no other outstanding matters. Other matters. KRAG asked for the agenda to include an item for ‘Improving relations between the community groups and the aerodrome management, including greater involvement on the RACC by users and operators’ to be discussed. It was agreed this was now happening. Nutfield Parish Council asked for meetings between the aerodrome and Nutfield residents. Philip Wright (PW) said he was looking to arrange this at a time which best suited the residents. JB asked if there had been an increase in westerly movements flying more to the south. PW said the movement statistics show about 60% of October movements and all November and December movements used the taxiway. The grass runways have been water logged due to the amount of rain. Fixed wing movements show a steady increase, helicopter movements have gone down. Philip Wright (PW) gave an update of the ‘Beechcraft Incident’. E PLANE WRONG (PW) AGM A meeting was called to talk about CAA1872 CAA’s Draft Decision on the Post Implementation Review (PIR) for Route 4. There were about 120 people in the hall after nearly 10,000 leaflets being distributed to announce the meeting. There was strong feeling that aircraft should be routed over less densely populated areas and avoid more densely populated areas. Ed Winter (EW), Chairman of PW, did much of the speaking. He said there has been very little publicity about this consultation and there should be no change without proper consultation. If Route 4 is moved as proposed, some aircraft will fly outside the swathe. This will push Route 4 towards Dorking, Reigate and Redhill and there will be a wide area where people will be affected by noise from Routes 3 and 4. He added the 2012 route was in the wrong place so any attempt to revert to it was wrong. The 2015/16 route is where it should have been.
