Introduction Background The purpose of this report is to provide an evidence base for the hot food takeaway policy in the emerging Local Plan. This report summarises the policy context and evidence which has informed the council’s decision to regulate takeaways through the planning system. It forms part of Doncaster Council’s wider strategic approach in promoting a healthy environment and addressing health concerns of the population, particularly with respect to obesity, in the borough. Over recent years, a whole systems approach to obesity and the benefits of healthy eating have attracted attention nationally and have highlighted the role that local authorities have in seeking positive solutions. This is outlined in the Healthy People, Healthy Places briefing Obesity and the Environment: Regulating the Growth of Fast Food Outlets (PHE 2014) where local authorities are urged to utilise the range of legislation and policy at their disposal to create places where people are supported to maintain a healthy weight. The existing planning policy on hot food takeaways is a Unitary Development Plan Policy (SH14). This existing policy focuses on managing environmental impacts such as noise, traffic, odour and refuse and protecting the amenity of nearby residents. It also has regard to the number and location of existing hot food takeaways and the cumulative effect of problems created as such. This and other development plan policies do not consider the health impacts associated with restaurants, drinking establishments and hot food takeaways.

Introduction “Trans fats (or Trans fatty acids) are found in the food chain, with one or more of their double bonds in the ‘Trans’ orientation rather than the common ‘cis’ configuration. This altered double bond configuration has an impact on both the physiochemical and functional properties of the fatty acid, with consequences for their metabolism in vivo.” Source: Scientific Advisory Committee on Nutrition (SACN), 2007: p 1 1 In 1994, the Committee on Medical Aspects of Food Policy (COMA) reviewed available evidence and recommended that average intakes of Trans fats should not exceed 2% of food energy 2. Since 1994 the evidence has been reviewed by SACN 3 in 2007 with a specific focus on Trans fat intake in the UK population and levels of IPTFA in processed foods, this work informed Food Standards Agency 4 guidance. Following this review the recommendation for 2% energy from Trans fats stands. The current recommendations made to the UK government are that for the benefit of public health Trans fat intake should, on average, have a maximum limit of 2% of food energy. WHO in 2003 advised that trans fat be limited to less than 1% of overall energy intake. 5 The results of the 2008 – 09 rolling National Diet and Nutrition Survey (NDNS) 6. found that 0.8% energy is provided by trans fats for all groups of the population and therefore meets the Dietary Reference Value for the UK population.

    Christine Knight Deep-frying the nation: Communicating about Scottish food and nutrition Introduction Since the mid-1990s, the UK media and popular culture have associated the Scottish diet with unhealthy, deep-fried foods, notably the notorious deep-fried Mars bar. The Carron Fish Bar in Stonehaven, near Aberdeen, claims to have invented the deep-fried Mars bar in the 1990s (Dow, 1995). A light-hearted survey of Scottish fish and chip shops by Glasgow public health researchers, published in the Christmas 2004 edition of the Lancet, found that twenty-two per cent of Scottish chip shops currently sold deep-fried Mars bars, and seventeen per cent had done so in the past (Morrison and Petticrew, 2004). The deep-fried Mars bar is now widely available in tourist areas such as Edinburgh’s Royal Mile, although publicity from journalists and travel writers (e.g. Rough Guides, 2015) has no doubt increased demand, and thus availability. Although anecdotal evidence suggests that Mars bars were deep-fried in several countries apart from Scotland before they first appeared in Stonehaven, my focus in this paper is not the origins of the deep-fried Mars bar as an actual food, but rather its origins and use as a cultural symbol and stereotype. The Daily Record first reported the deep-fried Mars bar in 1995 (Dow, 1995), and the story ‘went viral’ in the British media (e.g. Arlidge, 1995; Low, 1995). Since then there has been an on-going trail in the UK press about the deep-fried Mars bar, to the point where it seems virtually inevitable that any media report about the Scottish diet will include a reference to it, sometimes alongside references to other notorious deep-fried Scottish foods, such as deep-fried haggis and deep-fried pizza.

Improving the food environment p37 02 Executive summary This is the evaluation report of a pilot research project undertaken by Shift from June 2016 to April 2017. The project was funded by Hackney Council’s Healthy Ideas Fund with additional resources from Shift. This report sets out the key findings of our research mapping the changing fast food environment of two streets in Hackney: Morning Lane and Well Street. We started this project with three research questions: 1. What does the availability of healthy, affordable fast food on Morning Lane and Well Street look like and how much variation is there between outlets? 2. Does generating and surfacing data about the healthiness of fast food outlets alter residents’ and outlet owners’ perspectives towards the availability of healthier takeaway food in their area? 3. Are there practical interventions to improve the healthiness of takeaways, based on data collected, that would be acceptable to outlets? Early feedback from the research suggested another question should be considered. This question was: 4. What aspects of the fast food outlet’s business model have the potential to impact on outlet healthiness? The research methods included mapping and categorising 21 fast food outlets on Morning Lane and Well Street, nutritional testing of meals purchased from these outlets, qualitative interviews with customers and outlet owners, and a rapid literature review of Our key findings from this research are: interventions used to improve the healthiness of food in the public and private sector catering environments.
