I am sincerely grateful to the efforts of everyone who has helped contribute to the making of this Plan which is so important for the future of Powys. Importantly, the Plan sets out a clear and strong strategy for meeting the future needs of the county’s communities over the next decade. By focussing development on our market towns and largest villages, it provides the direction and certainty to support investment and enable economic opportunities to be seized, to grow and support viable service centres and for housing development to accommodate our growing and changing household needs. At the same time the Plan provides the protection for our outstanding and important natural, built and cultural environments that make Powys such an attractive and special place in which to live, work, visit and enjoy. S T R A Y S Volume One: !'IARRIAGES Introduction This volume of 'stray' marriages is published with the hope that it will prove of some value as an additional source for the familv historian. For economic reasons, the 9rooms' names only are listed. Often people married many miles from their own parishes and sometimes also away from the parish of the spouse. Tracking down such a 'stray marriage' can involve fruitless and dishearteninq searches and may halt progress for many years. - Included here are 'strays', who were married in another parish within the county of Powys, or in another county. There are also a few non-Powys 'strays' from adjoining counties, particularly some which may be connected with Powys families. For those researchers puzzled and confused by the thought of dealing with patronymics, when looking for their Welsh ancestors, a few are to be found here and are ' indicated by an asterisk. A simple study of these few examples may help in a search for others, although it must be said, that this is not so easy when the father's name is not given. I would like to thank all those members who have helped in anyway with the compilation of this booklet. A second collection is already in progress; please· send any contributions to me. DECLARATIONS OF INTEREST County Councillor Myfanwy Alexander declared a personal and prejudicial interest in the report on the Llanfyllin Catchment Business Case. County Councillor Rachel Powell declared a personal and prejudicial interest in the report on the Ysgol Calon Cymru Strategic Outline Case. County Councillor Aled Davies declared a personal but non prejudicial interest in the report on the Llanfyllin Catchment Business Case as his interest related only to the proposal to provide a new campus at Ysgol Llanfyllin rather than wider proposals for the catchment. County Councillor David Price declared a personal but non pecuniary interest in the report on the Ysgol Calon Cymru Strategic Outline Case. 4. REVISED 21ST C SCHOOLS BAND B STRATEGIC OUTLINE PROGRAMME (SOP) Cabinet was asked to approve a revised Strategic Outline Programme (SOP) to Welsh Government’s 21st Century Schools Programme requesting an increase in the funding envelope from £113 million to £263 million, to support the Council’s Strategy for Transforming Education in Powys 2020-30. In introducing the report, the Portfolio Holder for Education and Property impressed upon colleagues the significance of the decisions the Cabinet was being asked to make. -

Price £2.50 Number 1 October 2003 A warm welcome to the Forum’s first Newsletter and a big thank you to all of the contributers who have produced articles for this issue. Thanks also to Lin Norton for producing the cover heading. As Editor, producing this Newsletter has been very much a steep learning curve, particularly getting to grips with ‘new technology’ so if there are any glitches in what you actually receive please bear with me. We had intended producing this Newsletter in two formats, electronic and hard copy, in order to keep the costs down and speed up distribution. However, due to the size of the finished copy it is probably too large to send to most of you as an e-mail attachment so, for the time being, we are producing it in hard copy format. Hopefully, in due course, we will be able overcome this problem so that those of you able to receive electronic communications can receive it in glorious technicolor. This first issue covers a wide range of topics from planning issues to individual building stones as well as Forum business, short notes and the first field meeting report. Jonathan Adams’ article on Cardiff’s Millennium Centre is a fore-taster for the field trip on 29th November the details of which, along with those of all of the Forum’s other meetings until the end of 2004 are to be found elsewhere in the Newsletter. We can now plan for the future with increased confidence for a future of stable education for all our students, from 11-18. Another busy term is almost over and Christmas is rapidly approaching. Once again this has been a very busy time and it never ceases to amaze me how many activities we are able to fit in. There is a very lively and positive atmosphere around school and students are achieving amazing things, many of which are included in this magazine. Good There have been lots of developments to improve the school environment over the summer, and of course our new uniform has been introduced with students looking incredibly smart. The new uniform has proved a greater success than Behaviour even I would have predicted. I have received many compliments from members of the local community regarding the smart appearance of our students both Award verbally and in writing. Students also seem to be enjoying the new uniform. My particular thanks to all parents for being patient in waiting for deliveries due to the A Good Behaviour Award is given large volume of new uniform purchase. -

We hope this will give you an insight into life within the parish of Gwastedyn and answer any questions you may have. The aim of all our churches is to serve God, the people of God and all who live and work in this beautiful part of Wales. We aim to bring God and His Son Jesus Christ closer into the everyday lives of people throughout our community, young and old alike through our regular worship, and community events. The Area Gwastedyn is a large rural Parish comprising 7 churches and a church site, centered around the Market Town of Rhayader in Powys, Mid-Wales. Rhayader, meaning “waterfall on the Wye” is a small market town situated in beautiful mid Wales, and is a perfect base for exploring the surrounding countryside. The Parish vicarage is located in the Town. Rhayader is a bustling historic market town. The first town on the river Wye, with an attractive stone bridge and impressive clock tower in the centre. It is a vital centre for the local farming community, and thriving tourism industry. The town lies in the heart of Wales, intersected by important routes to England to the East, and to North and South Wales. It has 2 car parks, and is within 12 miles of the railway station at Llandrindod Wells, with a regular bus service to the surrounding area, and farther afield. Internet access is constantly improving, and high speed broadband is available. -

FINAL PROPOSALS Community No. M29 - LLANGYNIEW Introduction 1. The present community of Llangyniew largely comprises hill country that falls to the river Banw or Einion in its south and the river Efyrnwy in its north. The small village of Pontrobert, lying to the north-east of the community, has experienced a fair amount of housing development in recent years; it has a good range of community services and facilities, and just over quarter of the population now lives in that village. The remainder of the population lives in scattered farms and dwellings and in the rural settlements of Llangyniew and Heniarth. The rapid development of the largely new settlement of Pontrobert has meant that this community is perhaps no longer the homogeneous community that it once was. Its south-eastern part is traversed by the B4389 and the A495 and A458(T), which provide easy links with Llanfair Caereinion, Meifod and Welshpool, and the residents of that area would look to those settlements for their services before they would look to Pontrobert. 2. The community has a population of 539, an electorate of 453 (2005) and a council of 7 members. The precept required for 2005 is £3,158.61, representing a Council Tax Band D equivalent of £12.19. 3. In the 1986 Review, the continued viability of the then community of Llangyniew was questioned, and there were proposals to either dismember Llangyniew or to merge it with Meifod or Llanfihangel to form a two-ward community. Those proposals fell in the face of strong opposition from Meifod and Llangyniew community councils, supported by petitions of local inhabitants. -
