Le Cas D'ai Weiwei Par Catherine Déry Département D'histoi Université de Montréal Art, Internet et dissidence en Chine : le cas d’Ai Weiwei Par Catherine Déry Département d’histoire Faculté des arts et des sciences Mémoire présenté à la Faculté des arts et des sciences en vue de l’obtention du grade de Maître ès arts (M.A.) en histoire Août, 2018 © Catherine Déry, 2018 Résumé Ce mémoire porte sur la vie d’Ai Weiwei. Souvent représenté comme l’un des dissidents chinois les plus populaires au monde, Ai Weiwei est dépeint par les médias et les gouvernements occidentaux comme un brave opposant au Parti communiste chinois qui ose défendre les valeurs des systèmes démocratiques. De son côté, le régime de Chine va plutôt le présenter comme un élément perturbateur qui a perdu son identité chinoise. Au travers de ces représentations divergentes, on s’est demandé qui est réellement Ai Weiwei? Plus exactement, est-il véritablement un dissident ? Qu’elles valeurs défend-il et pourquoi ? Qu’elles autres aspects de sa personnalité peuvent mériter notre attention afin de mieux saisir le personnage dans sa globalité? Afin de répondre à ces questions, ce mémoire s’est proposé d’orienter l’analyse autour des aspects de l’art, d’Internet et de la dissidence en Chine. Ces trois éléments sont intimement liés au parcours d’Ai Weiwei et ils offrent les outils nécessaires à la compréhension de notre sujet d’étude. Ultimement, nous avançons l’hypothèse qu’Ai Weiwei n’est pas le personnage que les gouvernements et les médias du globe nous décrivent. L’analyse révèle qu’il ne défend pas des valeurs exclusivement occidentales et qu’il n’a pas perdu son identité chinoise. Il fait preuve d’activisme et l’art ainsi qu’Internet jouent un rôle de premier plan dans la transmission de ses opinions. Il devient officiellement un dissident chinois en 2011 lors de son arrestation, mais il a retrouvé depuis une grande partie de sa liberté. Enfin, depuis les dernières années, Ai Weiwei a réorienté son activisme vers des questions qui ne ciblent pas directement le gouvernement chinois pour se pencher plutôt sur des causes humaines qui résonnent à l'échelle internationale. Mots-clés : Ai Weiwei, art, Internet, Web, dissidence, dissident ii Abstract This memoir examines Ai Weiwei’s life. Often portrayed as one of the most popular Chinese dissidents in the world, Ai Weiwei is depicted in Western media and governments as a brave opponent of the Chinese Communist Party who dares to defend the values of democratic systems. For its part, the Chinese regime prefers to present him as a disruptive element that has lost its Chinese identity. Through these different representations, we wonder who Ai Weiwei really is? More exactly, is he really a dissident? What values does he defend and why? What other aspects of his personality deserve our attention to better understand the person he is? In order to answer these questions, this memoir aimed to guide the analysis around the aspects of art, Internet and dissent in China. These three elements are closely linked to Ai Weiwei’s life and they offer the necessary tools to understanding our subject of study. Ultimately, we hypothesize that Ai Weiwei is not the character that governments and media around the world describe to us. The analysis reveals that he does not defend exclusively Western values and that he has not lost his Chinese identity. He shows activism attitude while art and Internet play a leading role in conveying his opinions. He officially became a Chinese dissident in 2011 when he was arrested, but he has since regained much of his freedom. In recent years, Ai Weiwei has redirected his activism towards issues that do not directly target the Chinese government to address human causes at the international level. In 1978, two years after Mao Zedong’s death, a remarkable shift began in China. The new government under Deng Xiaoping, retreating from the violence of the Cultural Revolution, promised reform, and loosened restrictions on political and artistic speech. Deng experimented with free speech by allowing liberal ideas and avant-garde art to be posted along a wall in central Beijing, a space that became known as the Democracy Wall. In this moment of newfound freedom, artists and activists (including Wei Jingsheng and a young Ai Weiwei) dared to voice their ideas, until the government cracked down again, shutting the door on this brief moment of reform known as the Beijing Spring.     Chapter 12 The art of dissent Ai Weiwei, rebel with a cause1 Sandra Ponzanesi The artist as intellectual In December 2018, the prominent Chinese artist Ai Weiwei unveiled a flag to mark 70 years of the Universal Declaration of Human Rights. The light-blue flag has a footprint made up of white dots at its center. The design was inspired by Ai’s time spent visiting Rohingya refugees in Bangladesh, who were forced to flee attacks inMyanmar . While he was in the refugee camp, he noticed that nearly everyone was barefoot. He was inspired to see the bare footprint as a symbol for displaced people but also as a symbol of our common humanity. He took 100 muddy footprints of people, young and old, in various locations, and combined them in his design. Ai hopes his design will act as a visual reminder for people to educate them- selves on the meaning of human rights, to offer hope and to encourage further debate on the importance of human rights. “It’s about human identity,” says Ai in a video released to accompany the launch. “Human rights is not a given property, but rather something we can only gain from our own defense and fight [. .] Not many ideas can relate to this very broad, but also very special, topic.”2 Elsewhere he explains, “As humans, as long as we can stand up or can make a move, we have our footprint.”3 The flag was flown for seven days in June 2019 to mark the 70th anniversary, as part of the human rights grassroots’ awareness campaign called Fly the Flag.4 Ai Weiwei commented: “I am honored to have the opportunity to design a flag for the 70th anniversary for the Universal Declaration of Human Rights.” He added, “as we all come to learn, human rights are the precious result from generation after generation’s understanding of the human struggle.

This event sparked his later actions, which are a direct response to the largest refugee crisis in human history. Since then, his team has shot nearly 1,000 hours of footage in 40 refugee camps across 23 countries. In 2017, Ai Weiwei presented the installation Law of the Journey, a black inflatable boat 60 meters long and 3 meters wide carrying 258 humanoid figures, at the National Gallery in Prague.     INTL 190: International Refugee Law and Policy Spring 2021 Thursdays 3:30 – 6:20 PM PST Remote via Canvas Zoom Instructor: Krista Kshatriya Email: [email protected] Office Hours: Thursdays, 8-9 pm PST (Zoom) or by appointment Overview The coronavirus pandemic has changed our lives in ways we never imagined. Still, people around the world continue to flee their homes because of fear of persecution and in search of safety. International refugee policy determines the fate of more than 30 million displaced people and how the global community treats some of our most vulnerable members. In this course, we research the historical context, legal issues, and current policies impacting refugees around the world. In so doing, students will gain in-depth and interdisciplinary knowledge of: (1) refugee and asylum law, (2) the interaction of domestic and international institutions, and (3) the interplay between federal law, policy, and administration. This course also provides a foundation of legal studies through court case analysis and argument. This course highlights a significant global topic at the intersection of political and historical issues, armed conflict, immigration policy, human rights law, state sovereignty, and national security. Students will explore current international refugee situations and analyze policy questions in the context of binding international obligations regarding protection and national political concerns. To understand the legal framework that has developed in response to forced migration, students will examine legal terms derived from international agreements, statutes, administrative decisions, and interpretations by federal courts. The course will lay out the international origins of refugee law, including the history and development of the United Nations 1951 Refugee Convention, the 1967 Protocol, and the U.S.
