Police Officer Isabel Nazario Memorial Highway. 22 (a) Findings.--The General Assembly finds and declares as 23 follows: 1 (1) Isabel Santiago Nazario was born in Lynwood, New 2 Jersey, moved to Philadelphia in 1983 and graduated from 3 Olney High School in 1986. 4 (2) Officer Nazario joined the Philadelphia Police 5 Academy on January 8, 1990. 6 (3) Officer Nazario served as a member of the 7 Philadelphia Police Department for 18 years and was assigned 8 to the Narcotics Strike Force and detailed to the 16th Police 9 District in West Philadelphia. 10 (4) Officer Nazario, a Strike Force South C squad 11 officer, was tragically killed in the line of duty on 12 September 5, 2008, at 40 years of age when her patrol car was 13 struck by a stolen SUV on 39th and Wallace Streets in 14 Philadelphia. 15 (b) Designation.--The section of Pennsylvania Route 73, also 16 known as Cottman Avenue, between U.S. Route 13 and U.S. Route 1 17 in the City of Philadelphia, Philadelphia County, is designated 18 the Police Officer Isabel Nazario Memorial Highway. 19 (c) Signs.--The Department of Transportation shall erect and 20 maintain appropriate signs displaying the name of the highway to 21 traffic in both directions on the highway. 22 SECTION 2. LEONARD JOSEPH TAGLIEBER MEMORIAL HIGHWAY. <-- 23 (A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS 24 FOLLOWS: 25 (1) LANCE CORPORAL LEONARD JOSEPH TAGLIEBER WAS BORN 26 APRIL 11, 1946, AND LIVED IN EAST GREENVILLE, MONTGOMERY 27 COUNTY. 28 (2) LANCE CORPORAL TAGLIEBER ENLISTED IN THE UNITED 29 STATES MARINE CORPS ON NOVEMBER 15, 1965. 30 (3) IN VIETNAM, LANCE CORPORAL TAGLIEBER SERVED WITH 20180HB2067PN3680 - 2 - 1 SUPPLY COMPANY, 3D SERVICE BATTALION, FLSG-ALPHA, FORCE 2 LOGISTICAL COMMAND, III MAF. 3 (4) ON JUNE 23, 1967, LANCE CORPORAL TAGLIEBER, WHILE 4 UNLOADING AMMUNITION AT A DUMP SITE IN QUANG TRI PROVINCE, 5 VIETNAM, WAS SEVERELY INJURED AS A RESULT OF AN EXPLOSION AND 6 SUBSEQUENT FIRE AT THE FACILITY. 7 (5) ON JULY 5, 1967, TWO WEEKS FOLLOWING THE EXPLOSION, 8 LANCE CORPORAL TAGLIEBER SUCCUMBED TO HIS INJURIES AT A 9 MILITARY HOSPITAL IN JAPAN. 10 (B) DESIGNATION.--THE SECTION OF PENNSYLVANIA ROUTE 29 IN 11 MONTGOMERY COUNTY FROM PENNSYLVANIA ROUTE 663 TO TOLLGATE ROAD 12 IS DESIGNATED THE LEONARD JOSEPH TAGLIEBER MEMORIAL HIGHWAY. 13 (C) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND 14 MAINTAIN APPROPRIATE SIGNS DISPLAYING THE NAME OF THE HIGHWAY TO 15 TRAFFIC IN BOTH DIRECTIONS ON THE HIGHWAY. 16 SECTION 3. TROOPER KENTON IWANIEC MEMORIAL HIGHWAY. 17 (A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS 18 FOLLOWS: 19 (1) TROOPER KENTON IWANIEC WAS BORN ON DECEMBER 18, 20 1983, IN GREENSBURG, WESTMORELAND COUNTY, SON OF KEN AND DEB 21 IWANIEC. 22 (2) TROOPER IWANIEC GRADUATED FROM SAINT VINCENT COLLEGE 23 ON MAY 11, 2007, AND ENLISTED IN THE PENNSYLVANIA STATE 24 POLICE ON JUNE 11, 2007. 25 (3) ON MARCH 27, 2008, TROOPER IWANIEC FINISHED HIS 26 SHIFT AT THE AVONDALE BARRACKS IN CHESTER COUNTY AND BEGAN 27 HIS DRIVE HOME. 28 (4) AT APPROXIMATELY 10:15 P.M., JUST TWO MILES AWAY 29 FROM THE AVONDALE BARRACKS, A VEHICLE DRIVEN BY AN IMPAIRED 30 DRIVER CROSSED THE CENTERLINE OF PENNSYLVANIA ROUTE 41 AND 20180HB2067PN3680 - 3 - 1 HIT TROOPER IWANIEC'S VEHICLE HEAD-ON. 2 (5) TROOPER IWANIEC WAS FLOWN TO CHRISTIANA HOSPITAL IN 3 DELAWARE WHERE HE PASSED AWAY TWO HOURS LATER FROM INJURIES 4 SUSTAINED IN THE COLLISION. 5 (6) THE FAMILY OF TROOPER IWANIEC CONTINUES TO RAISE 6 AWARENESS ABOUT THE SERIOUSNESS OF IMPAIRED DRIVING THROUGH 7 THE FORMATION OF THE TROOPER KENTON IWANIEC MEMORIAL 8 FOUNDATION. 9 (7) THE TROOPER KENTON IWANIEC MEMORIAL FOUNDATION 10 ENCOURAGES COMMUNITIES TO HAVE A POSITIVE INFLUENCE IN THE 11 REDUCTION OF IMPAIRED DRIVING. 12 (8) THE MISSION OF THE TROOPER KENTON IWANIEC MEMORIAL 13 FOUNDATION IS TO HONOR THE MEMORY OF ALL VICTIMS OF MOTORISTS 14 DRIVING UNDER THE INFLUENCE (DUI) AND RAISE FUNDS THROUGH 15 EVENTS TO PURCHASE PRELIMINARY BREATH-TESTING DEVICES FOR THE 16 PENNSYLVANIA STATE POLICE AND OTHER LAW ENFORCEMENT AGENCIES 17 THROUGHOUT THIS COMMONWEALTH. 18 (B) DESIGNATION.-- A PORTION OF PENNSYLVANIA ROUTE 41 (GAP 19 NEWPORT PIKE) BETWEEN PENNSYLVANIA ROUTE 926 (STREET ROAD) AND 20 U.S. ROUTE 1 LOCATED IN LONDON GROVE TOWNSHIP AND LONDONDERRY 21 TOWNSHIP, CHESTER COUNTY, IS DESIGNATED THE TROOPER KENTON 22 IWANIEC MEMORIAL HIGHWAY. 23 (C) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND 24 MAINTAIN APPROPRIATE SIGNS DISPLAYING THE NAME OF THE HIGHWAY TO 25 TRAFFIC IN BOTH DIRECTIONS ON THE HIGHWAY. 26 SECTION 4. ARGALL, CHAIRMAN Monday, June 18, 2018 Senate Bill 819 (Aument) would amend the Agricultural Area Security Law to ensure agritourism activities, as defined in the legislation, are treated as part of agriculture authorized on farms protected under the farm land preservation program. The agritourism activity would have to be incidental to a farm’s agricultural use and could not render a portion of the restricted land incapable of being immediately converted to agricultural use. The activity would also have to be deemed to be an agritourism activity by the county land preservation board. Passed: 48-0.
