An Updating and Screening Assessment (USA) identifies any significant changes that may have occurred since the last round of Review and Assessment. The USA considers new monitoring data and emissions sources to determine whether there is a requirement for a Detailed Assessment for any of the pollutants applicable to Local Air Quality Management (LAQM). The USA for Brentwood Borough Council concludes that a Detailed Assessment is required for the diffusion tube location 14 (High Street, Brentwood). This location has shown an exceedence of the AQO for nitrogen dioxide (NO2) in 2011 and also in 2010. In addition the diffusion tubes located in AQMAs 1, 3, 5 and 6 have shown no exceedences of the annual mean NO2 AQO for the past four years and therefore Brentwood Borough Council may consider whether these AQMAs could be revoked. The next course of action for Brentwood Borough Council will be to submit a Progress Report by the end of April 2013 for all pollutants and monitoring locations apart from NO2 diffusion tube 14, which will be the subject of a Detailed Assessment. Introduction 1.1 Description of Local Authority Area The Borough of Brentwood is mainly made up of the town of Brentwood itself as well as the larger town areas of Shenfield and Ingatestone. In addition, the nearby urban areas of Pilgrims Hatch, Hutton and Warley are also part of the Borough. Brentwood has a large number of woodlands totalling 3,000 acres, which cover a large proportion of the Borough outside of these urban areas. The main source of air pollution in the Borough is road traffic emissions from the major roads within the Borough, namely the M25, A12, A128, A1023 and A129.
