    Contact: Tara Martinak (541) 573-4400 Release No. OR-BU-12-23 July 25, 2012, 9:00 a.m. NEW WILDFIRE IN TROUT CREEK MOUNTAINS HINES, Ore. – Two random lightning strikes in southeast Oregon late Tuesday afternoon ignited a new wildfire near Red Mountain in the Trout Creek Mountains area. The “Water Tower” fire received quick attention from engine crews soon after its start and reportedly laid down until sporadic winds brought the fire back to life around 11:00 p.m. This morning, crews estimate the fire to be approximately 3-500 acres. At least three area ranches with structures are within the fire vicinity though not immediately threatened. Livestock grazing allotments, inaccessible terrain, private inholdings and Sage Grouse core habitat are also concerns. With high fuel loads of grass and brush from two seasons of productive growth and low winter snow pack, fire spread could be rapid and intense in this area. Longer burn periods and elevated fire intensity extending after sunrise can also be expected. Five Single Engine Air Tankers, three helicopters, numerous engines and dozers will support the suppression operation throughout the day. Heavy air tankers have been ordered for availability if needed. Updated information on the Water Tower fire will be released as conditions change and improve. The High Desert Type 3 Incident Management (Toney) is assigned to the Water Tower fire. The Miller Homestead fire, which started Sunday, July 8, is currently estimated at 95 percent contained. Dry peat soils in the Malheur National Wildlife Refuge continue to burn below the surface, presenting a unique challenge for firefighters.

A representativeness assessment of National Forest System (N FS) Research Natural Areas in ldaho summarizes information on the status of the natural area network and priorities for identification of new Research Natural Areas. Natural distribution and abundance of plant associations is compared to the representation of plant associations within natural areas. Natural distribution and abundance is estimated using modeled potential natural vegetation, published classification and inventory data, and Heritage plant community element occur- rence data. Minimum criteria are applied to select only viable, high quality plant association occurrences. In assigning natural area selection priorities, decision rules are applied to encompass consideration of the adequacy and viability of representation. Selected for analysis were 1,024 plant association occurrences within 21 4 natural areas (including 115 NFS Research Natural Areas). Of the 1,566 combinations of association within ecological sections, 28 percent require additional data for further analysis; 8, 40, and 12 percent, respectively, are ranked from high to low conservation priority; 13 percent are fully represented. Patterns in natural area needs vary between ecological section. The result provides an operational prioritization of Research Natural Area needs at landscape and subregional scales.

Longitudinal patterns of beaver ponds, habitat, temperature, and Lahontan cutthroat trout age group distribution were identified throughout Willow Creek. Three distinct stream segments were classified based on geomorphological characteristics. Four beaver-pond and four free-flowing sample sections were randomly located in each of the three stream segments. Beavers substantially altered the physical habitat of Willow Creek increasing the depth and width of available habitat. In contrast, there was no measurable effect on water temperature. The total number of Lahontan cutthroat trout per meter was significantly higher in beaver ponds than free-flowing sections. Although density (fish! m2) showed no statistically significant (P < 0.05) increase, values in beaver pondswere two-fold those of free-flowing sections. Age- 1 and young-of-the-year trout were absent or in very low numbers in lower Willow Creek because of elevated temperatures, but high numbers of age-2 and 3 (adults) Lahontan cutthroat trout were found in beaver ponds where water temperatures reached lethal levels (>24°C). Apparently survival is greater in beaver ponds than free-flowing sections as temperatures approach lethal limits. Frenkel Plant communities in a 3.5 km2area along the summit ridge of Steens Mountain, Harney County in southeastern Oregon are identified. The character of winter snow deposi- tion and spring melt in this subalpine zone is a major fac- tor in producing the vegetation pattern.Past domestic grazing, topography, wind pattern, climate, soil depth and soil moisture availability are related to the present vege- tation mosaic. Computer-assisted vegetation ordination of 278 tran- sect-located sample units using SIMORD and tabular plant association analysis of 346 areally-located releves using PHYTO were applied complementarily. Aided by the interpre- tation of true-color aerial photography (1:5000), this analysis revealed and mapped 12 plant communities and one additional combination community named after dominant species. After comparison of four selected similarity indexes commonly used in vegetation ordination analysis, Sorensen's modified similarity index was chosen as best for interpretation of stand groupings in the study data. Box 8 Hines, OR 97738 541/573.6582 2 INTRODUCTION Mountain Quail were once considered common in southeast Oregon’s Harney County (Jackle et al. 2002). Finley (1915) commented that Mountain Quail were found in considerable numbers in Harney County, and Fawcett (1914) reported observations of large Mountain Quail coveys on the Alvord Ranch southeast of Steens Mountain (in Jackle et al. 2002). As the century progressed however, Mountain Quail declined to near extirpation in many areas of the western Great Basin, likely as a result of habitat loss due to overgrazing, fire suppression and water impoundment projects (Brennan 1991, 1994 in Gutierrez and Delehanty 1999). The Mountain Quail of Harney County were without exception. From 1980-2003 there were only 5 documented sightings of Mountain Quail in Harney County with only 1 sighting during that timeframe south of the Steens Mountain fault block (see Appendix, pg. A). In 2004 the Oregon Department of Fish and Wildlife, the U.S. Forest Service and the Game Bird Program at OSU began releasing Mountain Quail in Harney County as part of a broader Mountain Quail translocation and research program for eastern Oregon. The project goal is to actively restore populations of Mountain Quail to historic ranges in eastern Oregon where populations have declined or been extirpated. Between 2004 and 2007 the program translocated 409 Mountain Quail from healthy populations in southwest Oregon to Malheur National Forest and Steens Mountain in Harney County.

    High Desert Region Deer and Elk DEER Mid-Columbia District (Hood, White River, Maupin, West Biggs) The West Biggs Unit has good numbers of deer and a strong component of mature bucks. Much of the unit is private. The Deschutes and John Day canyons are great public places to find weary bucks, especially later in the season. The Maupin Unit has great buck ratios and should provide good opportunities at older bucks for those hunters with access to private lands. There is some limited public access within the Deschutes canyon. Having a good map to ensure you know where you are is essentiall. Buck numbers in the White River are on the rebound, and good recruitment over the past couple years should continue to increase hunter success. For the best chance at harvesting a mature buck, hunters should expect to get away from roads and focus on higher elevation habitats. Hunters headed for the Hood unit should pay close attention to fire restrictions. Last year, most of the private timber companies in the valley closed their lands due to extreme fire conditions, and this summer may be even worse if fall rains are delayed. Finding open areas with good browse is key to hunter success. Deer activity is typically highest during first and last light. DEER MIGRATION STUDY: ODFW is conducting a buck deer study in the southern portion of the White River Unit to improve its knowledge of local deer herds. ODFW would appreciate if hunters could report any sightings of these deer.     Dear Interested Public: NOTICE OF FIELD MANAGER’S FINAL DECISION HOLLOWAY FIRE NORTH BACKGROUND During the summer of 2012, several lightning caused fires burned within the Jordan Resource Area, Vale District, Bureau of Land Management (BLM). The Holloway Fire was one such fire. It ignited on August 5, 2012 and was contained on August 25, 2012. The fire burned 460,811 acres in three BLM Districts (Winnemucca, Burns, and Vale)(See Maps 1 & 2). It burned 164,870 acres of land administered by the BLM and 5,489 acres of private land, or a total of 170,359 acres within the Vale District. The portion of the Holloway Fire that burned in the Vale District BLM is referred to as the Holloway Fire North. It burned in the extreme southwest corner of the Vale District on the Trout Creek and Oregon Canyon Mountains. The burn is located approximately 20 miles west of McDermitt, Nevada. An Emergency Stabilization and Rehabilitation (ES&R) plan was completed for the entire burn. However, this decision will affect only those lands within the Vale District and also serves as the revised ES&R Plan. The burned area has 76 miles of streams (Map 7) which are occupied by Lahontan Cutthroat trout, a Federally-listed threatened species. The area is currently occupied by Greater Sage-Grouse and is key habitat. Contained within the burned area perimeter are 164,288 acres of Preliminary Priority Habitat (PPH) and 6,090 acres of Preliminary General Habitat (PGH).1 Most of these acres were burned in the fire. Other Areas of Special Concerns are the Dry Creek Bench which is a 1,616-acre Area of Critical Environmental Concern/Research Natural Area (ACEC/RNA) located on the northern edge of the Oregon Canyon Mountains.
