Interior the Following Appropriations Requests Were Submitted by Senator
Interior The following appropriations requests were submitted by Senator Merkley to the Appropriations Committee for consideration as part of the Interior, Environment and Related Agencies appropriations bill for fiscal year 2011. Bend Surface Water Project - $2,000,000 EPA, Bend, OR The Surface Water project has three major components: water treatment, pipeline replacement, and hydroelectric development. Funds will be put toward the estimated overall $71,000,000 cost of the project, which is to construct a water treatment plant, replace an 11 mile water pipeline, and install a small hydroelectric facility, gaining 1.2 MW of green power, further defraying the long term cost of the project. The project is required in order to replace aging infrastructure, and comply with EPA LT2 drinking water regulations governing surface water. Eastside Sewer Interceptor Project: Oak to Antler - $1,375,000 City of Redmond, Redmond, OR The east side of Redmond is poised for significant industrial and commercial growth. The City’s Desert Rise Industrial Park (State Certified, 75 shovel ready acres), Pioneer Business Park (40 acre, incubator lots), Crown Mill redevelopment (70 acre former sawmill), Greenway Business Campus (220 acre ―green-themed‖ re-development) and several other planned development or redevelopment projects exist east of US 97 and the BNSF rail line. Full buildout of the east side industrial development cannot occur without construction of a planned large diameter sewer line which parallels the BNSF rail line and intercepts/collects wastewater effluent from all east side development. The project, known as the Eastside Sewer Interceptor Project, will also have the capacity to serve the potential 900-acre large lot Department of State Land (DSL) project south of the Deschutes County Fairgrounds and Expo Center. -

Powell; Forest Silviculturist Supervisor’s Office; Pendleton, OR Initial Version: OCTOBER 2004 Most Recent Revision: MARCH 2017 INTRODUCTION There are two basic philosophies with respect to plant succession – one is based on popula- tion or community dynamics, and the other is rooted in interactions between individual plants or species (Huston and Smith 1987). A community-based model shares many similarities with a relay floristics pattern of plant succession; an individual-based model has much in common with initial floristics (Powell 2000, pages 26-30, provides a discussion about relay and initial floristics). A community model was favored early in the 20th century, an era when mutualism and in- ter-species dependence were being emphasized in plant ecology. Beginning with the latter half of the 20th century, succession has been viewed primarily as a plant-by-plant or species-by-spe- cies replacement process, and dynamics of plant succession are understandable in those terms. If we assume that succession, a species-by-species replacement process, is controlled by the life history characteristics of plants making up a community, then understanding these charac- teristics will help us grasp how succession might progress. Forest succession, for example, is controlled largely by five traits (life history characteristics) influencing competition among trees: growth rate, size, longevity, rate of seedling establish- ment, and shade tolerance. These traits have an important bearing on a tree species’ capability to compete for site resources collectively referred to as growing space. -
New Wildfire in Trout Creek Mountains Area
Contact: Tara Martinak (541) 573-4400 Release No. OR-BU-12-23 July 25, 2012, 9:00 a.m. NEW WILDFIRE IN TROUT CREEK MOUNTAINS HINES, Ore. – Two random lightning strikes in southeast Oregon late Tuesday afternoon ignited a new wildfire near Red Mountain in the Trout Creek Mountains area. The “Water Tower” fire received quick attention from engine crews soon after its start and reportedly laid down until sporadic winds brought the fire back to life around 11:00 p.m. This morning, crews estimate the fire to be approximately 3-500 acres. At least three area ranches with structures are within the fire vicinity though not immediately threatened. Livestock grazing allotments, inaccessible terrain, private inholdings and Sage Grouse core habitat are also concerns. With high fuel loads of grass and brush from two seasons of productive growth and low winter snow pack, fire spread could be rapid and intense in this area. Longer burn periods and elevated fire intensity extending after sunrise can also be expected. Five Single Engine Air Tankers, three helicopters, numerous engines and dozers will support the suppression operation throughout the day. Heavy air tankers have been ordered for availability if needed. Updated information on the Water Tower fire will be released as conditions change and improve. The High Desert Type 3 Incident Management (Toney) is assigned to the Water Tower fire. The Miller Homestead fire, which started Sunday, July 8, is currently estimated at 95 percent contained. Dry peat soils in the Malheur National Wildlife Refuge continue to burn below the surface, presenting a unique challenge for firefighters. -
