Competitors are required to be clear from the shore 10 minutes before the start of their event. — Gun and Flag "H" 6. The Class Flag (5 minutes prior to the start) brings competitors into 2.45: 14 ft. Dinghy Prep. Signal — Start Herons the Starter’s hand and subject to the rules. 7. Yachts manoeuvering before the start are required to do so to leeward — Gun and Flag "U" of the starting line and to avoid interference with yachts about to start, or 2.50: 14 ft. Dinghy Start — Gun yachts on course. STARTING LINE Between 2 white buoys moored out from the Starter’s Stand. The position is subject to alteration for different breeze directions. N.B.— All classes must pass outside the Starting Line on second laps while other classes are starting. FINISHING LINE All races will finish between two white buoys in line with the Starter’s Stand. COURSES Course 1: (International Flying Dutchman, International 5-0-5, 12 sq. metre sharpie) — YELLOW. Start: 1 red — 3 red — 7 red — 1 red — 3 red — 7 red — 1 red — 3 red — 7 red — Finish. All marks to starboard. Distance: Approximately 9.4 miles. Course 2: (International Finn, Gwen 12, Vee Jay and 14 ft. Dinghy) — WHITE. Start: 1 red (starboard) — 5 yellow (port) — 2 yellow (port) — 8 yellow (port) — 5 yellow (port) — 2 yellow (port) — 7 red (starboard) — Finish. Distance: Approximately 7.8 miles. Course 3: (Heron and Moth) — BLUE. Start: 1 red — 3 red — 7 red — 1 red — 3 red — 7 red — Finish. All marks to starboard. Distance: Approximately 6.3 miles. REVERSE COURSE On display of Code Flag “R ,” the course will be sailed in complete reverse. HAN DICAPS All classes will start on flying starts; handicaps will be adjusted and results will be announced after completion of the events. CONTROL The decision of the Regatta Committee on all matters concerning the conduct of the racing will be final. RESPONSIBILITY All participants of this Regatta do so at their own risk and responsibility. All owners and skippers are expected to have the craft and gear in seaworthy condition. DECLARATION All skippers who have raced in accordance with the prescribed rules and regulations must sign a Rule Compliance Declaration within 1 H O U R of finishing each race at the Club-house.

    Historical Portsmouth Number List The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the average performance of each boat across a variety of clubs and locations. The numbers in the PN list may not reflect the peak performance of each boat. Historical numbers are listed below and have been collated from the RYA's archive of PN lists. It should be remembered that the Portsmouth Yardstick number list has been through a number of changes and the numbers listed below have had conversion factors applied where needed. It should also be remembered that whilst all efforts are taken for PN's not to drift, relative performance of older boats may be quite different to modern classes. The numbers are given as a starting point to help clubs arrive at a fair number and if these numbers are used then they should be reviewed regularly. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only.

    ‘British Small Craft’: the cultural geographies of mid-twentieth century technology and display James Lyon Fenner BA MA Thesis submitted to the University of Nottingham for the degree of Doctor of Philosophy August 2014 Abstract The British Small Craft display, installed in 1963 as part of the Science Museum’s new Sailing Ships Gallery, comprised of a sequence of twenty showcases containing models of British boats—including fishing boats such as luggers, coracles, and cobles— arranged primarily by geographical region. The brainchild of the Keeper William Thomas O’Dea, the nautical themed gallery was complete with an ocean liner deck and bridge mezzanine central display area. It contained marine engines and navigational equipment in addition to the numerous varieties of international historical ship and boat models. Many of the British Small Craft displays included accessory models and landscape settings, with human figures and painted backdrops. The majority of the models were acquired by the museum during the interwar period, with staff actively pursuing model makers and local experts on information, plans and the miniature recreation of numerous regional boat types. Under the curatorship supervision of Geoffrey Swinford Laird Clowes this culminated in the temporary ‘British Fishing Boats’ Exhibition in the summer of 1936. However the earliest models dated back even further with several originating from the Victorian South Kensington Museum collections, appearing in the International Fisheries Exhibition of 1883. 1 With the closure and removal of the Shipping Gallery in late 2012, the aim of this project is to produce a reflective historical and cultural geographical account of these British Small Craft displays held within the Science Museum.

BIELO Executive Director FAREWELL In past years 1 have used the January "Viewpoint" to present a few New Year's Resolutions. This year when the January ANGLER goes to press 1 will no longer be the Executive Director of the Pennsylvania Fish Com­ mission, thus this will be my last "Viewpoint" column. Looking back briefly I recall that my early days at the Linesville Hatchery convinced me that the work of the Fish Culturist is a combination of hard physical labor, the endurance of extremes of heat and cold and a "Mother's" constant concern over the complex needs of the delicate stock being nurtured. Service as a Waterways Patrolman opened my eyes to pollution and the terrible toll untreated wastes of all kinds were taking of our price­ less water resources. During this period 1 also had a chance to discover that while a few folks deliberately violated the laws established to protect our fisheries resources, most people willingly observed the laws and were genuinely interested in our fish and wildlife. Later as a Fishery Biologist this interest of growing numbers of Pennsylvanians in the sound management of our natural resources became much more evident, although just ten years ago public concern of outdoors affairs was but a fraction of what it is today. Items of prime concern then involved the many actions of man leading to siltation of our streams and to the seemingly endless schemes to channel all waterways, obliterating most na­ tural habitat for fish and other aquatic organisms.

Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online.
