The Father of the House in the current (2019) Parliament is Sir Peter Bottomley, who was first elected to the House in a by-election in 1975. Under Standing Order No 1, as long as the Father of the House is not a Minister, he takes the Chair when the House elects a Speaker. He has no other formal duties. There is evidence of the title having been used in the 18th century. However, the origin of the term is not clear and it is likely that different qualifications were used in the past. The Father of the House is not necessarily the oldest Member.

    ABSTRACT Title of dissertation: SLAVE SHIPS, SHAMROCKS, AND SHACKLES: TRANSATLANTIC CONNECTIONS IN BLACK AMERICAN AND NORTHERN IRISH WOMEN’S REVOLUTIONARY AUTO/BIOGRAPHICAL WRITING, 1960S-1990S Amy L. Washburn, Doctor of Philosophy, 2010 Dissertation directed by: Professor Deborah S. Rosenfelt Department of Women’s Studies This dissertation explores revolutionary women’s contributions to the anti-colonial civil rights movements of the United States and Northern Ireland from the late 1960s to the late 1990s. I connect the work of Black American and Northern Irish revolutionary women leaders/writers involved in the Student Non-Violent Coordinating Committee (SNCC), Black Panther Party (BPP), Black Liberation Army (BLA), the Republic for New Afrika (RNA), the Soledad Brothers’ Defense Committee, the Communist Party- USA (Che Lumumba Club), the Jericho Movement, People’s Democracy (PD), the Northern Ireland Civil Rights Association (NICRA), the Irish Republican Socialist Party (IRSP), the National H-Block/ Armagh Committee, the Provisional Irish Republican Army (PIRA), Women Against Imperialism (WAI), and/or Sinn Féin (SF), among others by examining their leadership roles, individual voices, and cultural productions. This project analyses political communiqués/ petitions, news coverage, prison files, personal letters, poetry and short prose, and memoirs of revolutionary Black American and Northern Irish women, all of whom were targeted, arrested, and imprisoned for their political activities. I highlight the personal correspondence, auto/biographical narratives, and poetry of the following key leaders/writers: Angela Y. Davis and Bernadette Devlin McAliskey; Assata Shakur and Margaretta D’Arcy; Ericka Huggins and Roseleen Walsh; Afeni Shakur-Davis, Joan Bird, Safiya Bukhari, and Martina Anderson, Ella O’Dwyer, and Mairéad Farrell.

Cicero/AMO is pleased to share with you our analysis of the key Select Committees, including a look at their Chairs, members, the ‘ones to watch’ and their likely priorities. Select Committees – made up of backbench MPs – are charged with scrutinising Government departments and specific policy areas. They have become an increasingly important part of the parliamentary infrastructure, and never more so than in the last Parliament, where the lack of Government majority and party splits over Brexit allowed Select Committees to provide an authoritative form of Government scrutiny. However, this new Parliament looks very different. The large majority afforded to Boris Johnson in the election and the resulting Labour leadership contest give rise to a number of questions over Select Committee influence. Will the Government take Select Committee recommendations seriously as they form policy, or – without the need to keep every backbencher on side - will they feel at liberty to disregard the input of Committees? Will the Labour Party regroup when a new Leader is in place and provide a more effective Opposition or will a long period of navel-gazing leave space for Select Committees to fill this void? While Select Committees’ ability to effectively keep Government in check remains unclear, they will still be able to influence the media narrative around their chosen areas of inquiry.

    Parliaments and the Pandemic Study of Parliament Group January 2021 Preface The Study of Parliament Group (SPG) was formed in 1964. It arose following the publication of Bernard Crick’s seminal book, 'The Reform of Parliament'. A senior clerk in the House of Commons, Michael Ryle, impressed by the work, but feeling that the author may have benefited from more informed knowledge of the actual operation of parliament, contacted Crick. Both felt that meetings between academics and clerks may be of mutual benefit and, with Sir Edward Fellowes, former Clerk of the House of Commons, they sent a memorandum to various parliamentary officers and academics with an interest in parliament. A meeting was organised in October 1964 at which it was agreed to form a body to promote understanding of the way parliament worked and how it may be more effective. The Study of Parliament Group was born. Since its formation, the Group has held conferences and seminars, formed various working groups and been responsible for publishing books and articles. Submissions have also been made to various parliamentary committees, not least those concerned with procedure and reform. The membership has expanded over the years, encompassing clerks from other legislatures in the United Kingdom as well as some with a scholarly interest in parliament without themselves being academics. To encourage frank exchanges of views, MPs and journalists are excluded from membership, though they are regular speakers at Group events. Publications have included substantial volumes such as 'The House of Commons in the Twentieth Century' (1979), 'The New Select Committees' (revised edn.

    BRIEFING PAPER Number 04416, 17 December 2019 Youngest Members of Compiled by Parliament since 1979 Sarah Priddy Background This note lists the youngest Members of Parliament since 1979 and provides further information on selected youngest MPs. The youngest member of the House of Commons is also known as the ‘Baby of the House’. Unlike the Father of the House (the Member with the longest unbroken service) the title Baby of the House carries no duties or rights. You can find out more about the title, role and history of the Father of the House in the Commons Library briefing paper, Father of the House, which lists Fathers of the House since 1901. Lists of Fathers and Babies of the House, together with lists of the oldest and youngest Members, have been compiled on an external website which provides details of the Father of the House dating back to 1701 and Baby of the House dating back to 1885. Notable youngest MPs William Pitt (Pitt the younger) William Pitt was first elected to Parliament on 8 January 1781 at the age of 21 years and 8 Months1. He was known as Pitt the younger as his Father, also named William, was known as Pitt the elder. Both men were Prime Ministers. It was reported upon the election of Mhairi Black in 2015 that she, along with Pitt were two of the youngest members of the House of Commons since the 1600s2. However, Pitt was not unique in his youth when he was elected in 1781. The History of Parliament 1790-1820 (as mentioned by Lord Norton in his blog The Norton Review) notes that: “There were at least 29, possibly 30, new Members who had not attained their legal majority (21 years) when elected to the House in this period…”3 The History of Parliament goes on to say that many of these Members did not speak in the House until they had reached 21 years old.
