The scale of the response was humbling and posed an editorial dilemma, namely whether the pamphlet should be limited to a small number of indicative perspectives, perhaps favouring more established voices, or whether it should capture the full range of viewpoints. As two of the founding principles and core aims of the GPSG are to act as a forum for the free exchange of ideas and also to give voice to younger and emerging scholars, it was decided that all contributions that met our editorial standards of factual accuracy and timely

Colby ABSTRACT—Originalists have traditionally based the normative case for originalism primarily on principles of popular sovereignty: the Constitution owes its legitimacy as higher law to the fact that it was ratified by the American people through a supermajoritarian process. As such, it must be interpreted according to the original meaning that it had at the time of ratification. To give it another meaning today is to allow judges to enforce a legal rule that was never actually embraced and enacted by the people. Whatever the merits of this argument in general, it faces particular hurdles when applied to the Fourteenth Amendment. The Fourteenth Amendment was a purely partisan measure, drafted and enacted entirely by Republicans in a rump Reconstruction Congress in which the Southern states were denied representation; it would never have made it through Congress had all of the elected Senators and Representatives been permitted to vote. And it was ratified not by the collective assent of the American people, but rather at gunpoint. The Southern states had been placed under military rule, and were forced to ratify the Amendment—which they despised—as a condition of ending military occupation and rejoining the Union. The Amendment can therefore claim no warrant to democratic legitimacy through original popular sovereignty. It was added to the Constitution despite its open failure to obtain the support of the necessary supermajority of the American people.

    Religion and Politics in Europe, the Middle East and North Africa In the early twenty- first century, it is now clear that religion is increasingly influ- ential in the political realm in ways which call into question the principles and practices of secularism. The Iranian revolution of 1978–9 marked the decisive ‘reappearance’ of political religion in global politics, highlighting a major devel- opment which is the subject of this edited volume. Addressing a highly salient and timely topic, this book examines the con- sequences of political interactions involving the state and religious actors in Christian, Muslim and Judaist contexts. Building on research, the basic premise of this text is that religious actors – including Islamist groups, the Roman Cath- olic and the Orthodox churches – pose various challenges for citizenship, demo- cracy and secularisation in Europe, the Middle East and North Africa (MENA). The key questions on which the book focuses are: Why, how, and when do reli- gious actors seek to influence political outcomes in these regions?     SECURITY STUDIES https://doi.org/10.1080/09636412.2018.1508636 Center of Gravity: Domestic Institutions and the Victory of Liberal Strategy in Cold War Europe Benjamin Martill ABSTRACT Cold War strategy in Western Europe almost exclusively fol- lowed the US policy of containment. Conventional explanations for this continuity, however, fail to account for both the stra- tegic rationale and the scale of domestic support behind attempts to disengage from the Cold War. This article seeks to explain why containment won out over disengagement in European strategy. By highlighting the underlying liberal tenets of containment, it argues this victory owed more to the advan- tages afforded the political center by the political institutions of Western Europe than to the logic of containment strategy itself. The occupation of the center-ground by advocates of contain- ment afforded them distinct institutional advantages, including an increased likelihood of representation in government, greater bargaining strength relative to other parties, and limited sources of viable opposition. The dependence of containment strategy on centrist strength is demonstrated through a discus- sion of the politics of strategy in the French Fourth Republic. Introduction Security in Western Europe after 1945 is associated with the strategy of con- tainment. Evolving beyond its relatively conservative origins in Kennan ’s long telegram of 1947, 1 containment identified the nature of the Soviet system itself as an existential threat to the West, the solution to which lay in the strength and credibility of a united, institutionalized Atlantic alliance aimed at the eventual defeat of the Soviet Union. 2 Explanations for the embrace of contain- ment in Western Europe emphasize the importance of international structural drivers pushing governments to adopt the strategy, including the proximity of Soviet troops to Western Europe, rising enmity between the superpowers, and the reliance of the Europeans on the economic and military might of the United States.

Box 1346 Ann Arbor, Ml 48106-1346 Abstract Using Slovakia and Croatia as case studies, this work looks at the formation, maintenance, and eventual defeat of national movements in new states. In doing so, it pays special attention to the development of the Croatian Democratic Community (HDZ) and Movement for a Democratic Slovakia (HZDS) as national movements, examining what the two parties looked like at the time they were established and how they evolved throughout the decade as they responded to new threats and challenges. Because of the policies and rhetoric promoted by the two parties, many analysts have claimed that nationalism was a pivotal element in the establishment and development of the HDZ and HZDS and of Croatia and Slovakia as independent states. Although on the surface nationalism seems to have played a major role, in fact the approach of the ruling parties appeared as much authoritarian as it was nationalist, as everything was subordinated to the state, nation, and ruling parties.

Abstract Research demonstrates that news media can shape mass opinion on specific public policy issues in politically consequential ways. However, systematic and critical empirical analysis of the ideological diversity of such news coverage is rare. Scholars have also illuminated how and why U.S. economic and social welfare policy has shifted rightward in recent decades, but they have failed to consider media’s role in shaping public opinion to democratically legitimate this major reorientation of political economy to favor business and upper-income constituencies. I combine neo-Gramscian theorizations of hegemony, popular common sense and articulation with social scientific research on framing, priming and psychological ambivalence to examine mainstream news coverage of two key policy debates during the neoliberal era: 1) the Economic Recovery Tax Act of 1981, and 2) the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.
