The Ministry of Finance and Economic Planning today hosted a Decision Science Symposium with members of the Abdul Business in Rwanda Latif Jameel Poverty Action Lab (J-PAL) from the Massachusetts Institute of Technology (MIT). Study in Rwanda

The symposium focused on how to maximize the effectiveness of policies and programs in Rwanda by drawing on lessons from hundreds of randomized trials already conducted in many developing countries, including Rwanda.

The symposium, dubbed “from evidence to policy”, attracted a host of Rwandan policy makers from the Ministries of Finance and Economic Planning, Education, Agriculture, Infrastructure and Health.

Speaking at the symposium, the Minister of Cabinet affairs Protais Musoni said Rwanda was now at a stage of economic development where evidence is critical for policy formulation to accelerate the gains made in poverty reduction and growth.

“As policy makers, we are impatient for the evidence of our work and the answers," Minister Protais Musoni said.

Discussing the importance of evidence based policy on health, Dr. Anita Asiimwe, the Minister of State for Health, noted that apart from using policies to improve lives, the ministry ensures that they fit into the local setting and the needs of Rwandans. Her statement was echoed by Dr. Vincent Biruta, the Minister of Education who pointed out that his ministry was already giving out directives to schools to implement policies based on evidence.

As for agriculture, Minister Agnes Kalibata noted that it was through evidence based policy that the green revolution paved way to land consolidation. “It’s through these processes that we are able to know what did not work and what worked better,” Minister Kalibata said.

In her presentation, Dr. Rachel Glennerster the executive director of J-PAL said that evidence gathered through numerous research projects has proved to be an effective tool in policy formulation and implementation.

"J-PAL runs randomized evaluations to test poverty reduction strategies & trains others to do this work as well," Dr. Glennerster said.

The Minister of Finance and Economic Planning, Ambassador Claver Gatete pointed out that randomized evaluations were important in providing evidence on the impact of policies on improving livelihoods. were important in providing evidence on the impact of policies on improving livelihoods.

“We are committed to evidence based policy making and the need to institutionalize and localize this process,” He said.
