46 SANDBACH TOWN COUNCIL Minutes of the Meeting of the Planning & Consultation Committee held at 7.00pm on Monday, 12 October 2020. The meeting was held remotely via Zoom. PRESENT Councillors R Hovey (Chair) G Merry M Muldoon K Flavell P Eaton S Crane S Broad M Lea Also present was one Member of the Public and one reporter from the Chronicle. 1. APOLOGIES FOR ABSENCE Councillors: G Price Jones (Town Mayor) and D Jack 2. DECLARATIONS OF INTEREST Cllr Flavell noted that applications 20/4052C and 20/3230C are both in her CEC ward, although no discussion or predetermination exists for either. ____________________ The Chair adjourned the Meeting to allow questions from the Member of public in attendance. As there were no questions, the meeting was immediately reconvened. __________________ 3. TO APPROVE THE MINUTES OF THE PLANNING AND CONSULTATION COMMITTEE MEETING HELD ON TUESDAY 01 SEPTEMBER 2020 AND MONDAY 21 SEPTEMBER 2020. Resolved: That both sets of minutes be approved as true records of the meetings. 4. OBSERVATIONS ON PLANNING APPLICATIONS Submitted WE 25.09.20 response to Cheshire East by 21.10.20 20/4136C 84 Townfields, Sandbach, CW11 4PQ Two storey side extension and alterations to dwelling. Resolved: No objection. 47 20/4153C 10 Forge Fields, Sandbach, CW11 3RN Proposed single and double storey side & rear granny annexe extension. Resolved: No objection. Members request that the Planning Officer takes into account the affect of the impact of the first floor extension on the neighbours amenity with regards to blocked light into their garden. Submitted WE 02.10.20 response to Cheshire East by 20.10.20 20/1939C 106 Heath Road, Sandbach, CW11 2LE Proposed two storey front facing extensions and single storey extensions to rear. [Amended Plans] Resolved: No objection 20/4243C Unit 13, Springvale Industrial Estate, Moston Road, Sandbach Removal of existing buildings and construction of 8 light industrial units. Resolved: No objection 20/4052C 180 Middlewich Road, Sandbach, CW11 1JD Creation of new access. Resolved: Members OBJECT to this application due to the creation of a proposed access at an extremely unsafe point on the highway, given the pedestrian crossing nearby. 20/4234C 39 Middlewich Road, Sandbach, CW11 1DH Advertisement consent for one fascia sign and one window graphic. Resolved: No objection. Members support the choice of colour for the painted area. Members would welcome the Conservation Officers thoughts on the colours of the actual signage as it is somewhat garish for a building in the conservation area. Submitted WE 09.10.20 response to Cheshire East by 26.10.20 20/4279C 10A Congleton Road, Sandbach, CW11 1HJ Variation of Condition 3 on 14/1489C – Change of use from first floor offices to a music education establishment. No change to the building. Resolved: Members support his application which supports the availability of music education within Sandbach. 20/4399C 54 Oldfield Road, Sandbach, CW11 3LX Proposed single and double storey rear extension. Resolved: No objection. Members request that the Planning Officer is mindful of whether the application overshadows the neighbours property. The 45 degree angle pointed out on the plan only applies to the 1st floor and not the ground floor. 20/3230C 14 Red Clover Drive, Sandbach, CW11 3TP Change of use of land to the side of 14 Red Cloved Drive into rear garden and hedgerow planting to form boundary. Resolved: No objection. 48 5. AIR QUALITY CORRESPONDANCE Lead: The Meeting Chair Resolved: That the Clerk of the Meeting writes to Cheshire East Council to request an update on the following: 1. Air Quality Management figures since zones have been declared 2. An update on the status of the Air Management Plan 3. An update on the expected public engagement concerning the Air Quality management zones. 6. CONSULTATIONS 6.1 Well Managed Highway Infrastructure Streamlined Consultation – Winter Service. Information attached. The deadline for comments is Friday 20th November. Item on the agenda from the previous meeting of the Committee where Cllr Broad was asked to make notes on the consultation documents. Resolved: That Cllr Flavell attends the Area Highways Group meeting concerning this consultation and feeds back notes to the Committee. 6.2 Hankelow Neighbourhood Plan – Regulation 16 Consultation Information attached. The deadline for comments is Wednesday 11th November. Resolved: That Cllr Merry makes notes on this consultation and circulates to the Committee prior to submission. 6.3 Alderley Edge Neighbourhood Plan – Regulation 16 Consultation Information attached. The deadline for comments is Friday 13th November. Resolved: That Cllr Hovey makes notes on this consultation and circulates to the Committee prior to submission. 7. CORRESPONDENCE 7.1 Cheshire East Council Email received 8th October 1010 regarding CIL Payment. Resolved: That this correspondence be received. 8. DATE/TIME AND PLACE OF NEXT MEETING The next Planning Committee meeting will take place on Monday, 2 November 2020 at 7pm via Zoom. The Room number will be circulated prior to the meeting.
