The Community Index was produced by DataHaven in partnership with Fairfield County’s Community Foundation and many other regional partners, including the Health Improvement Alliance (HIA), a coalition serving towns in the Greater Bridgeport region. This document serves as the Community Health Needs Assessment for the six towns in the HIA area (Bridgeport, Easton, Fairfield, Monroe, Stratford, and Trumbull). The Community Health Needs Assessment documents the process that the HIA used to conduct the regional health assessment and health improvement activities. You may find the full Community Wellbeing Index attached to this section, or posted on the DataHaven, Fairfield County’s Community Foundation, Bridgeport Hospital, St. Vincent’s Medical Center, or any of the town health department websites. Thomas Fitch Governor of the Colony of Connecticut, 1754-1766 Born: 1696, Norwalk, Connecticut College: Graduated from Yale in 1721 Political Party: No declared political party Offices: Norwalk Justice of Peace, 1727-1733, 1736-1737 Deputy, Connecticut General Assembly, 1726-1728, 1729-1731, 1772-1773 Assistant, Connecticut General Assembly, 1734-1736; 1740-1750 Deputy Governor, 1750-1754 Chief Justice, Connecticut Superior Court, 1750-1754 Governor, Colony of Connecticut, 1754-1766 Died: July 18, 1774, Norwalk, Connecticut Governor Thomas Fitch guided the Colony of Connecticut through the turbulent economic and political times before the Revolutionary War but never lived to see the colonies become an independent nation. Born in Norwalk, Connecticut about 16961, Thomas Fitch was the oldest son and the first child of Thomas Fitch and his first wife, Sarah (Boardman) Fitch. He was the fourth- generation "Thomas” in Connecticut, and is sometimes called "Thomas IV” . The Fitches were a wealthy and noble family of Bocking, Essex, England, from which Thomas IV's great-grandfather, Thomas I, emigrated to Connecticut with his mother and two brothers in the 1600's; Thomas I and his brother Joseph were among the founders of Norwalk. After early schooling in Norwalk, Thomas IV went to Yale to study law. He was there during a period when some Yale professors left the Congregational Church (the established church) for the Episcopalian Church, shocking the Congregational-based society of Connecticut. Even Thomas admitted to sympathizing with some Episcopalian teachings. After graduation he went on to obtain a Master's degree. In 1724, Thomas Fitch married Hannah Hall, born January 31, 1702 at New Haven, a daughter of Richard Hall and Hannah Miles. -

JOHN and JANE MATHEW. He was most likely named, as the second son, after his mother’s surname. This seems to be a custom that appears among landed gentry and in several St. John generations. The first son is usually named after the paternal family by either taking the father or grandfather or current tenement-in- chief’s name and the second son takes the mother’s surname as a first name. With his father, Thomas, being a younger son himself, his marriage to the female heir of the Mathew family offered Thomas or one of his sons a greater chance of rising himself to tenant-in-chief of the Mathew estate. -

ByV I a y of Introduction WHILE I w as living in the home of that sturdy Puritan governor, William Leete, — my native town of Guil ford, — the idea suggested itself to me that inasmuch as a collection of the biographies of the chief executives of Connecticut had never been made, the work would afford an interesting and agreeable undertaking. This was in the year 1895. 1 began the task, but before it had far progressed it offered what seemed to me insurmountable obstacles, so that for a time the collection of data concerning the early rulers of the state was entirely abandoned. A few years later the work was again resumed and carried to completion. The manuscript was requested by a magazine editor for publication and appeared serially in " The Connecticut Magazine." East Norwalk Historical Walks
EAST NORWALK HISTORICAL WALKS Whenever you are in East Norwalk or the Calf Pasture Beach area you are surrounded by locations important in Norwalk history. For thousands of years the native American Indians lived here. They built their dwellings along the shoreline. Since their dwellings were surrounded by a stockade for defense against warlike tribes, early Europeans called the Indians' living area a Fort. They lived on the bounties of the sea, the local environment which teamed with wildlife and also planted corn. In 1614, Adriaen Block, a navigator from the Netherlands, whose ship the Restless was sailing along the Connecticut Coast trading with the Indians, recorded his visit to what he called "The Archipelago". His written record was the first mention of what we know as the Norwalk Islands. The Pequot Wars (1637-1638) brought Colonial Soldiers close to this area and the final battle of the war was fought in what is called the Sasqua swamp, an area now part of Fairfield, CT at the Southport line. Two of the leaders of these soldiers, Roger Ludlow and Daniel Partrick were impressed by the potential of the area and independently purchased land from the Indians in 1640/1641. Ludlow bought the land between the Saugatuck River and the middle of the Norwalk River (approximately 15,777 acres) and Partrick bought the land from the middle of the Norwalk River east to the Five-Mile River. Neither one, so far as we know, ever lived on the land that they purchased. A monument to Roger Ludlow is within the traffic circle at the junction of Calf Pasture Beach Road and Gregory Boulevard. -

INTRODUCTION The central section of Norwalk is an urbanized area in roughly the geographic center of the city, north of South Norwalk and the Connecticut Turnpike. This portion of Norwalk was the Borough of Norwalk from 1836 until incorporation as the first City of Norwalk in 1893. In 1913 the separate cities of Norwalk, South Norwalk, as well as the unincorporated portions of the Town of Norwalk consolidated to form the City of Norwalk that exists to this day. Central Norwalk is now the First Taxing District of the City of Norwalk. The newly created Charter authorized the District to use the water of any stream, lake or pond within the limits of the Towns of Norwalk, Weston, New Canaan, Wilton and Ridgefield to hold, convey and distribute water by means of any necessary reservoirs, pipes, aqueducts, pumps and other suitable works, to take and hold any lands, property or privileges, and to exercise any powers that may be necessary in order that a satisfactory supply of water may be obtained, stored and distributed. -

The Town of Darien has been creating and implementing such plans for over 40 years. The Town Plan is just that - a plan/a vision/a roadmap. The Town Plan offers various projects and directions, many of which can be implemented on a variety of levels and scopes. The Plan has specifically been developed without a cost/benefit analysis and without a priority list of projects. The development of the costs, affordability, priorities, and other issues are left to the involved private sector parties and the appropriate town boards at the time that the projects are recommended for implementation. The fundamental goal has been, and continues to be, the preservation and enhancement of an attractive suburban living environment, but within those broad parameters are numerous factors which must be addressed to best assure achieving that goal. This Plan is the Town's most recent attempt to guide private and public participants toward this goal. -

THE DILEMMA OF THE AMERICAN LAWYER IN THE POST-REVOLUTIONARY ERA Anton-Hermann Chroust* On the eve of the Revolution the legal profession in the American colonies,' in the main, had achieved both distinction and recognition. It had come to enjoy the respect as well as the confidence of the people at large. This is borne out, for instance, by the fact that twenty-five of the fifty-six signers of the Declaration of Independence, and thirty-one of the fifty-five members of the Constitutional Convention were lawyers. Of the thirty-one lawyers who attended the Constitutional Convention, no less than five had studied law in England.2 The American Revolution itself, directly and indirectly, affected the legal profession in a variety of ways. First, the profession itself lost a considerable number of its most prominent members; secondly, a bitter antipathy against the lawyer as a class soon made itself felt throughout the country; thirdly, a strong dislike of everything English, including the English common law became wide- spread; and fourthly, the lack of a distinct body of American law as well as the absence of American law reports and law books for a while made the administra- tion of justice extremely difficult and haphazard.
