As part of the international trend of feminization of international labour, much of this work remains invisible in national statistics and national labour legislation. It is not certain whether the increasing participation of women in international migration provides them with a decent wage, good working conditions, social security coverage and labour protection. It is therefore important to provide more attention to the labour situation of the growing number of women migrant workers. To identify critical issues of concern to women migrant domestic workers and to determine the extent of their vulnerability, the ILO has been analyzing the situation in several regions. These studies reveal practices and patterns that are the key causes of the vulnerability of women domestic migrant workers and suggest effective alternative strategies. This publication presents an ILO regional review and four country studies from the Arab States: Bahrain, Kuwait, Lebanon and United Arab Emirates.

As the Bush administration surveys it options for year two of the war on terrorism, scant attention is focused on Syria—despite the fact that Dr. Bashar al-Assad's regime has been among the world's most active supporters of terrorism, even after September 11. In fact, Syrian support for terrorism under Bashar al Assad has become far more brazen and direct that it was under the rule of his father, Hafez al Assad. Over the past year, the President and other senior officials have warned Damascus to terminate its proactive sponsorship of international terrorist groups of global reach, extended face-saving opportunities for Syria to do so, and warned that Syria that it must close down terrorist training camps, expel terrorist organizations, and "choose the right side in the war on terror." Failure to hold Syria accountable for its support of international terrorism after repeatedly articulating this message will further dilute America's already diminished credibility in the eyes of men like Bashar al Assad, Yasir Arafat, and Saddam Hussein.

    Syria’s Return to Lebanon: The Challenge of the Lebanese State and the Role of Hizbollah Daniel Sobelman On July 7, 2006, the Beirut newspaper al-Mustaqbal , owned by Saad al-Din al-Hariri, published an article that in retrospect seems almost prophetic. Less than three weeks prior, Gilad Shalit was kidnapped on the border of the Gaza Strip, and Israel, writer Nasir al-Asaad warned, was in a state of frenzy and sending threatening messages to Damascus and Hizbollah, warning them against provocations. “What was passed over on previous occasions will not be passed over now,” al-Asaad cautioned, and added, “It would not be overstating the case to say that Lebanon is directly exposed to danger.” In previous years, the United States had restrained Israel, but this time, there would be no such restraint. He explained: “Needless to say, opening a front in Southern Lebanon, regardless of the reason, will expose Lebanon to the Israeli frenzy, and will also be of no use to the Palestinians themselves.” Al-Asaad summed up by saying that it was in Lebanon’s interest to refrain from supplying military and warlike “contribu- tions” that this time could make Lebanon pay a very heavy price…The coming days, and perhaps the next few hours, present Lebanon and the Lebanese with a great challenge.
