MESSAGE

The preamble of Yashpal Committee's Interim Report reads : "The world around us has changed dramatically but our education continues to operate in the same policy frame. There is need for a major paradigm shift in this sector which would not happen with small incremental and unrelated changes here and there." If we have to march forward, achieve progress and stand competition and challenges then education to our children, the future generation, has to be accessible, affordable and qualitative.

It is unfortunate that only about 13% of our children go for higher education. But it is still more unfortunate that millions of children in the country either do not go to school or are out of school at the school-going age. A concerted effort has to be made by one and all to provide quality education to our children.

It is a joy to note that Talent Research Foundation (Regd.) an NGO has taken up this mission of empowering the community by providing opportunities for education of the children, guiding the youth, providing new avenues for their growth and opening doors for new jobs. It is also working for empowering women, addressing their problems, showing them new ways of thinking and action.

COME LET US THINK AND DISCUSS

Assalamu Alaikum

The merciful Allah has showered immense blessings on us.

It is beyond our capacity to weigh up the grace of Allah on us. His greatest grace on us is sending prophet Mohammad (S) to this world to provide us with the Holy Quran that shows the path of truth. The followers of Holy Quran and Prophet Mohammad (S) are the best community in the world.

But what is our condition today? Are we in a position to call ourselves the best community?

As far as India is concerned, we are a backward community - educationally, socially, financially, politically etc. Our condition, as revealed by the Rajendar Sachar committee report with all evidences, is worse than the Dalit brethren in all these fields.

If we start enlisting our problems, it would be a never-ending process. The problems are many and they are complex too. Our representations in the top bureaucracy posts is next to negligible. We hardly find a place in the list of successful entrepreneurs. The number of educational institutes, charity organisations etc are insignificant when compared to our population.

Painfully we have to admit that our people are in prisons, slums and on the streets in large numbers. Neither we have any idea on how to set up schools, colleges, hospitals and other institutes in Muslim - dominated areas nor do we know how to receive basic amenities such as housing, street light, ration cards, voter ID etc. Also, we do not possess basic knowledge about the government welfare schemes & the ways to obtain them. Nor have we made arrangements to inform our people about these schemes. The greatest tragedy is that no serious discussions are going on how to overcome all these miseries haunting the community.

It is easy to blame, criticise or condemn others for all our problems. But, is there any use in blaming others? Can we solve our problems like this? No, Not at all! Come, let us admit bitter fact that we and only we are responsible for our problems. Let us resolve to solve the problems on our own and pledge to strive with unity to empower our community.

v Come, let all of us serve our society, work for our society and empower the community.

v Let us not become accusers or mute spectators. Instead, let us contribute our might to uplift the society.

v Let every one of us ask ourselves a question “What can I do for the society?”

v Let this question echo in all directions.

v Let us give up the animal tendency of living for the self and develop the attitude of working for others.

DIKSUCHI

Some humble suggestions for the empowerment of the community:

Let Muslims be in any place, mosque is the centre point of their social, cultural and religious life. Each and every individual Muslim and his family will be invaribly aligned to one or the other mosque Jamat. Revolutionary changes in the Muslim community can be brought about within shorter period, if these Jamats or the administrative committees made up their minds. We wish to make certain humble suggestions in this direction:

v Religion is the base and inspiration to all our activities. Hence, it should be ensured that each and every member (men and women) should receive the basic knowledge of religion. To achieve this abjective study camps, religious meet, debate and other programmes should be organised on different topics and for the people of different age groups.

v Care should be taken to see that the society is not divided over petty issues and differences over religious matters and all activities leading to disarray must be discouraged.

v Madrasa system should be strengthened to ensure the religious education to all our children and care should be taken to see that the Madrasa education does not come in the way of regular education.

v We should respect our religious scholars, Maulavis and Mudarris who impart religious education and guide us in matters of religion. We should also take care of their financial needs and try to make them self sufficient.

v We should encourage Maulavis and Mudarris to acquire computer education, typing and other skills and learn different languages like and English during the day time or free time and help them expand their base of knowledge in different fields. v We are the part and parcel of the multi religious Indian society. Hence, we should ensure that each and every member of our community acquires minimum knowledge of others religions, cultures and customs. Likewise, we have to inculcate a sense of tolerance and respect for the beliefs and customs of other communities. v We should strive to create an atmosphere where we can be friendly with members of all religions, be part of their joy and sorrow and extend the best possible help when required. Due care should be taken to promote patriotism and minimum knowledge about the country’s history culture and heritage. v The community should not support any thought or activities causing harm to the nation and society. v We should sensitise members of other religious groups about our religion and culture and initiate steps to eliminate misconceptions. v We should discuss with members of other religions to fight together against social evils like alcoholism, drug addiction, gambling, adultery, nudity etc. All guidance in this connection should be made available to the people through mosques and the mosque administrative committees. v Setting up schools, orphanages, primary health centres, library etc under the auspices of Jamat committees where ever possible. v Setting up counselling committees to amicably sort out family disputes.

Documentation : Each and every member of Jamat should possess the following documents and we have to arrange for providing necessary guidance to obtain them.

v Ration Card v Voter’s ID v Income certificate v Bank pass book v Birth / Death certificate

No-one should disregard these crucial documents which play key role in all phases of one's life. The documents are required while admitting children to schools, to receive scholarships, obtain passport, exercise voting rights and obtain various government facilities.

Mosques should provide all information and guidance to obtain documents means v Pass Port v Driving License v PAN Card v Senior Citizen’s ID etc.

Making arrangements for helping the deserving members of the community to avail the following government schemes

v Sandhya Suraksha Scheme- Rs 400 monthly pension v Indira Gandhi National Old Age pension- Rs 400 per month v Widow Pension - Rs 400 v Handicap pension - Rs 400 v Compensation to the victims of accidents v Natural Calamities Compensation Scheme for losses caused from flood, earthquake, landslides etc.

v Yashaswini Health Insurance Scheme v Free kidney and cardiac surgery scheme v Free training programme in driving v Schemes for handicap persons to open petty shops and STD booths v National Rural Employment Guarantee Project (NREGP) v Kuteera Jyothi and Ashraya schemes for the houseless and Bhagya Jyothi electrification scheme for houses having no electricity connections.

The number of Muslim beneficiaries of these schemes is very low. There is an ardent need to create awareness about the schemes and see that it reached the people in need.

Helping Muslim students (Boys and Girls) to obtain benefits under various scholarship schemes :

v Scholarship given by the central government. v Scholarship given by the state government. v Beedi Scholarship for the children of Beedi workers. v Educational loan scheme- Arivu scheme that provides educational loan to the Muslim students at 2% interest rate. v Scholarships given by different organisations like Yenepoya, Beary’s Welfare Association, Jamiyat-ul-Falah etc. v The rich persons and donors can provide scholarship by setting up trusts in their respective areas. v Huge part of the amount under the government schemes gets lapsed every year. We have to see that this amount reaches the eligible students.

Making arrangements to admit our youngsters into students hostels run by the Department of Backward Communities and Minorities. This helps our youngsters receive higher education staying at far away places. The government is running student hostels exclusively for Muslim students in different parts. But Muslim students are not making full use of such facilities. If these hostels could not ensure required intake of students, the government will think that Muslims do not need the facility at all and it will not increase the number of hostels in future. Instead, the officials think about closing down the existing hostels. (For instance, many seats are vacant at the Girls college hostel at Valencia, girl’s residential school at Deralakatte, boy’s residential school in Thokkottu and girl’s hostel in Kinnikambla). Making arrangements to provide correct information about different job opportunities in various government departments to the unemployed youth, distribution of application forms and conducting the training programme to appear for exams and interviews. v Central Government jobs (Railway, Defence, Postal department etc) v State Govenrment jobs (Education, Police, Health, Revenue, Panchayatraj etc) v Jobs in Banking sector (nationalised and private) v Public Sector Units (MRPL, ONGC, NMPT etc) v Job opportunities in the Gulf countries v Central and State civil services like IAS, IPS, IFS, IRS, KAS, KES etc Passing IAS, IPS, IFS examinations ensures top posts in the administrative sector. But our representation in this filed is negligible. Hence, special attention should be given to design schemes to motivate our children to grab opportunities in this field. Training should be imparted to the talented children of our community.

Vocational guidance: v What after SSLC? What to do if someone fails in SSLC? v What after PUC? v What after graduation? v What after post graduation?

These questions arise in the minds of youth and we have to make arrangements to guide our youth in this regard and help them to shape their career. Regular orientation programmes have to be arranged and information centres should be opened in maximum numbers. There are many useful higher education courses in our state and country, which help to get higher posts with attractive salaries. Hence, there is need to provide students guidance about such courses based on his/her interest, attitude and capacity. Arrangements should be made to conduct awareness programmes at the Jamat level.

Organising camps, programmes, discussion and workshops :

v Personality development camp v Career guidance camp v Health camps v Health awareness camps v Blood donation and blood classification camps v Felicitations to achievers v Discussion and training programme on topic related to child health, role of parents. v Workshop and other programmes on empowerment of community v Awareness programme on topics related to reproductive health, pre-pregnancy and post - pregnancy healthcare etc. v Conducting peace meetings to ensure peace and co-existence in the society.

Self - employment information : v Schemes and facilities of State Minority Development Corporation. v Schemes and facilities from banks and other institutions. v Facilities given by the district / taluk industrial centres. v Information about locally available resources.

Muslim women should be provided with alternative employment opportunities as the beedi industry is on the verge of extinction. Failure in this regard might result in our women being forced to adopt unethical means of earning due to poverty. If one Mohammed Yunus can (Nobel laureate) strengthen the economy of an entire Bangladesh, why can’t we strengthen our respective Jamats?

Information about opportunities available under proportional representation v Membership of cooperative organisations/banks. v Information to graduates on voting for legislative council elections from graduate constituencies. v Membership in school/college committees, SDMCs, political parties and representations in the local police station, government hospitals, Lions, Rotary, Jaycees, Gram Panchayat etc.

Guidance and orientation on Back- to - School programme

You can arrange for helping school drop-outs to continue learning by opening Drop out schools at Madrasa or the buildings of voluntary organisations. The local service minded educated youth could teach and train them to appear for SSLC, PUC or Degree examinations. At present more than 50 such schools are operating throughout district. Why don’t you start one in your locality? Just open a school and you will see amazing results.

Infrastructure development at the Jamats

v Constructing houses for the homeless

v Drinking water facility

v Drainage system

v Transport facilities (bus, lorry, car, auto rickshaw)

v Street light

v Opening school, college, government hospital/clinic, library, orphanage etc

v Health and sanitation facilities

v Ambulance for emergency

v Introducing mobile clinic, mobile library and other facilities

v Constructing minor bridges, pathways etc

v Constructing playing grounds, halls, stage etc required to conduct public programmes.

We should not leave all these activities to the government. Instead undertake all these activities by organising ourselves and taking help from the local voluntary organisations and donors.

Making provisions to get the benefits of other facilities:

v Facilities available at government hospitals

v Facilities available for women and children from the department of women and child welfare.

v Bhagyalakshmi scheme where Rs 20,000 will be deposited in the name of the girl child till the age of 18 years.

v Opening bank accounts in the name of students (boys and girls) under the Zero Deposit scheme v Obtaining the RTC of the lands

Besides, we have to promote and magazines which function as the mouthpeace of the minority communities, publishes factual reports unveiling the truth and reflecting the secular values. Arrangements should be made to see that these and magazines are made available in each and every village and the members of minority community read them. Besides, we have to promote these newspapers and magazines by ensuring advertisements from Public.

Conduct survey of all houses in every Jamat to collect details such as, name and address of the family members, their date of birth, educational qualification, employment, income, voter ID number, ration card details, blood group etc and update them every year. These details should contain

v The list of BPL families v The list of children to be incorporated into back-to-school progamme v The list of adult girls due for marriage v The list of talented students v The list of persons serving as the teachers under back-to-school programme v The list of resource persons for different training programmes v The list of serving and retired government officials v The list of rich persons

Based on these details, programmes can be designed to undertake various development activities in the respective Jamats and can make your Jamat a model for others (Insha Allah).

Dear Brothers, It is our constitutional right to receive these documents and avail ensuing benefits and facilities. These are the opportunities provided by the government for our growth. Instead of accusing the government and indulging in blamegame, let us make proper use of the available apportunties. The government will definitely respond if we make correct use of the available facilities and demand for more. We have put together these information and guidance to the best of our capacity and we believe you can add more details about schemes and ideas for empowering our community. We are providing all these information for the upliftment of your Jamats. Our aim is creating of an empowered and enlightened community. Please ensure that the information and suggestions provided by us do not go against the religious values. Shun them if they go against the religious values. If not, do not become lethargic to implement them. If you were not aware of these possibilities you would have answered, “I did not know” when you enter the court of Allah. But you will not be pardoned in the court of Allah since you have already come to know about these possibilities but failed make up your mind and act. Keep this fact in mind please! The time has come to pay back the debts we owe to our society. Open a community service centre to implement the activities mentioned in this book. Appoint a motivator at the centre and assist him by paying honorarium. Instead, of waiting for others to take initiatives, you take the initiative yourself and kickstart activities in your respective Jamats. Let Allah bestow upon us the strength, mindset and fortune to serve the community (Amen).

Instead of blaming the darkness, light a candle. Instead of blaming society, transform it.

Wakf- the abode of irregularities

v The institutions of Wakf has a history of 800 years and came into existence during the rule of Muslim kings for the purpose of religious endowments. v The number of Wakf properties in India is 3,00,000 v There are four lakh acres of land owned by Wakf throughout the country. Infact, Wakf it is the government body which possesses largest land ownership after Railways and Defence. v There are a total of 35 Wakf Boards in the country and majority of them are inactive. v Wakf Board should contain minimum five members' and the member’s strength differ from state to state based on the Muslim population. The ruling party appoints the members in every state. v The Wakf Act of 1954 and 1955 has empowered the state governments to form the Wakf Boards for the respective states.

Wakf Scandal v It is the biggest land scam in the history of Independent India. Wakf is an organisation designed to help the poor Muslims in the name of Allah. It is a national resource that has to be used for the community’s good. But unfortunately, it has not been utilised for the expected noble cause. If Wakf property is utilised in the correct way, we can solve many of our burning problems like acute poverty, unemployment, educational backwardness etc.

Allegations against the Board v Wakf is a national resource to be utilised for the development of Muslim community in and organisations in particular. But unfortunately we hardly see any sense of accountability there. v Corruption is ruling the roost in majority of the Wakf Boards in the country. The property is being sold for industrial and commercial purpose at cheaper rates and the property is let out for negligible rents. v Political considerations dominate the activities of the board which hardly do any good to Muslims. It has been found that in many cases the boards have joined hands with the land mafia. v If enlightened Muslims question the irregularities in the boards and wish to set the house in order their efforts are foiled by raising the bogey of “Islam is in danger”.

Some dubious land dealings in Wakf :

Chennai : In 1974, the Tamil Nadu Wakf Board decided to sell out 1,710 square feet of land to construct Triplicane High Street for a paltry Rs 3 lakh. The board should have taken such a decision with a 2/3 majority. But it did not bother to comply with the provisions of law.

Bangalore : Until recently the Wakf Board had let out five acres of prime land worth Rs 500 crore to Windsor Manor Hotel for a paltry rent of Rs 12,000.

Mumbai : Maharshtra Wakf Board has sold 4,532 square metres of land on Mount Road worth Rs 21 crore to Mukhesh Ambani for a mere Rs 16 lakh. A luxurious 27 storied skyscraper is coming up on that site.

Faridabad : The Wokf board here has been leasing out its five acres of property at a monthly rent of Rs 500 - Rs 1500.

Delhi : A Delhi Minority Commission member is running a private school on the spacious Wakf Board land in Nizamuddin paying a monthly rent of Rs 1,000. This rent is negligible when compared to the land prices in this area. This school charges heavy fees for admission remains off-bounds for the poor. There are many such prestigious schools built on the Wakf properties and none of these schools are meant for the poor.

The step forward :

By proper utilisation of Wakf resources we can easily ensure overall development of the Muslim community. But unfortunately this huge wealth is being misused for personal gains. Failure of the Muslim community to run the institutions reflect our failure to manage Wakf resources. Though Muslims out number Christians in population, they are left far behind in matters of development. Christians are running a number of institutes quite efficiently including schools, colleges and hospitals.

The uneducated Muslim masses believe that Wakf institutes have a religious sanctity and hence they are unquestionable. They are also not aware of the rampant irregularities. Time has come to pull down the cloak of holiness and expose the malpractices of the so called Muslim leaders. There is a need to convert Wakf Institutes as a forum of hope for the Muslim masses. Otherwise, this institution will become bankrupt and all its properties will be grabbed by selfish leaders.

Therefore, let us beware today itself. Let us make an organised effort to secure and develop our property.

Back-to-school Programme

Back-to-school programme is a unique and successful campaign of TRF. This is an educational campaign that has yielded amazing results. It has instilled self-confidence among the school dropouts and brought back smile on their faces. Also, it has added life to their dreams, given definite shape to their imagination and promoted qualities like determination and enthusiasm. It has given a new hope and a new meaning to their life.

To implement this programme in your Jamat you have to follow the following steps :
