HMChiefInspectorofPrisonsforScotland(HMCIPS)assessthetreatmentandcareof prisonersacrosstheScottishPrisonServiceestateagainstapre‑definedsetofstandards. TheseStandardsaresetoutinthedocument‘StandardsforInspectingandMonitoring PrisonsinScotland’,publishedinMay2018whichcanbefoundat https://www.prisonsinspectoratescotland.gov.uk/standards TheStandardsreflecttheindependenceoftheinspectionofprisonsinScotlandandare designedtoprovideinformationtoprisoners,prisonstaffandthewidercommunityon themainareasthatareexaminedduringthecourseofaninspection.Theyalsoprovide assurancetoMinistersandthepublicthatinspectionsareconductedinlinewitha frameworkthatisconsistentandthatassessmentsaremadeagainstappropriatecriteria. WhilethebasisfortheseStandardsisrootedinInternationalHumanRightstreaties, conventionsandinPrisonRules,theyaretheStandardsofHMIPS.Thisreportandthe separate‘EvidenceReport’aresetouttoreflecttheperformanceagainstthesestandards andqualityindicators. HMIPSassimilatesinformationresultinginevidence‑basedfindingsutilisinganumberof differenttechniques.Theseinclude: ■■ obtaininginformationanddocumentsfromtheScottishPrisonService(SPS)andthe prisoninspected; ■■ shadowingandobservingSPSandotherspecialiststaffastheyperformtheirdutieswithin theprison; ■■ interviewingprisonersandstaffonaone‑to‑onebasis; ■■ conductingfocusgroupswithprisonersandstaff; ■■ observingtherangeofservicesdeliveredwithintheprisonatthepointofdelivery; ■■ inspectingawiderangeoffacilitiesimpactingonbothprisonersandstaff; ■■ attendingandobservingrelevantmeetingsimpactingonboththemanagementofthe prisonandthefutureoftheprisonerssuchasCaseConferences;and ■■ reviewingpolicies,proceduresandperformancereportsproducedbothlocallyandbySPS headquartersspecialists. HMIPSissupportedinourworkbyinspectorsfromHealthcareImprovementScotland(HIS), EducationScotland,ScottishHumanRightsCommission,theCareInspectorate,andguest inspectorsfromtheSPS. Summary Report Full Inspection 04 on HMP Addiewell 6-17 August 2018 KEY FACTS Location HMPAddiewellissituatedinthevillageofAddiewell,nearWestCalderinWestLothian. Role HMPAddiewellisoperatedbyaprivatecompany,SodexoJusticeServicesandcontracted totheScottishPrisonService.ItservesthecourtsinLanarkshireandWestLothian,holding prisonersremandedincustodyaswellasconvictedadultmaleprisoners. HMPAddiewellwasdesignedasa‘learning’prison,whereoffendersareabletoimprove theiremployabilityprospects,addresstheiroffendingbehaviourandthecircumstances whichledtotheirimprisonment. Brief history Theprisonopenedin2008. Accommodation HMPAddiewellhastwolargepurpose‑builthouseblocks,withinwhichthereare12separate wingscontainingsingleanddoublecells,aswellasaccessiblecellsforprisonerswithmobility issues.Thewingsareutilisedtoseparateremand,convicted,newadmission,long‑termand protectionprisoners.Theprisonalsohasaseparationandreintegrationunit. Design capacity Theestablishmentcan,ifrequired,holdupto796prisoners.However,thecurrentcontracted operationalcapacityis700. Date of last inspection 29June–10July2015 Healthcare provider RoyalEdinburghAssociatedServices Learning provider SodexoJusticeServices Summary Report Full Inspection on HMP Addiewell 6-17 August 2018 05 OVERVIEW BY HM CHIEF INSPECTOR OF PRISONS FOR SCOTLAND (HMCIPS) ThiswasmyfirstinspectionfollowingmyappointmentasHMCIPSinJuly2018. HMPAddiewellisaprivately‑operatedprison,situatedinWestLothian,whichholds700 adultmen.ItopenedinDecember2008,andisrunbySodexoJusticeServicesona25‑year contractwiththeSPS.Theprisonhousesbothconvictedanduntriedadultmales. Thelegislationgoverningtheprivateoperationofprisonsembedsathree‑wayaccountability andpublicassuranceframework.TheScottishGovernment’srole,throughtheSPS,isto purchaseservicestomanagethecontractandtomonitorthecontractor’sperformance. Thecontractor’sroleistoprovidethecontractedservicesandtomeetcontractedKey PerformanceIndicators.Myroleistoprovideindependentoversightandreporttothe ScottishMinisters.ThepublicshouldalsodrawconfidencefromHMIPSscrutiny. Asarelativelynewprison,HMPAddiewelliswelldesignedandbuilt,andallowsforplentyof naturallightthroughouttheestablishment.Thelivingaccommodationwasmaintainedtoa highstandard,withintegraltoiletsandshowersineachcell. Leadership Theroleofseniormanagerswithintheestablishmentistosetthedirectionandprovide leadership.Staffopenlyacknowledgedthatcommunicationsfrom,andtheirrelationship with,managementhadimprovedsincethearrivalofthecurrentDirector.Therewasaclear strategyinplacefortheprison’sfuture,withaclearcommunicationplanforallstaff.It wasevidentthattheDirectorandhisteamhadendeavouredtoensurethatstaffwerekept informedandengaged. Thequalityofstaffandprisonerrelationshipsisoneofthecontributoryfactorsin determiningawholesystemapproachtoprisons.Notonlyforcontrolandsecuritybutalso toassistprisonerstoturntheirlivesaround.Itwaspleasingtonotethatoverall,prisoners andstaffreportedthattheyfeltsafe,andinspectorssawevidenceofpositiveandrespectful relationshipsbetweenstaffandprisoners. However,staffinglevelsandexperiencehavebeenidentifiedthroughoutthisreportas aconcern.ThisissuewasbroughttoinspectorsnoticebytheDirector,whosharedhis concernsabouthisabilitytorecruittothelevelsofstaffingrequiredwithintheprison. Inspectorsnotedthepressurethisbroughttostaffdeploymentarrangementsandtheimpact ontheregime,particularlyinrelationtoescortingprisonerstoappointments. Inspectorswelcomedanumberofverypositiveinitiativesincludingtheimpressive partnershipswithPoliceScotlandintacklingtheimpactofNovelPsychoactiveSubstances (NPS),andworkingwithlocalauthoritypartnersinfundingafull‑timehousingofficerpost. Inspectorsalsoappreciatedthenumberofobservedgoodpractices.Manyofwhichhad alreadybeenidentifiedbyIndependentPrisonMonitors,andweresubsequentlyconfirmedby inspectorsobservationsduringtheinspection.Theseincluded: ■■ givingprisonersavoicebyinvolvingtheminthedevelopmentandprocessofprisoner induction,chaplaincy,educationandtheDiversityandInclusionStrategy; ■■ thefocusonthefamily;throughliberationstakingplaceinthewelcomingenvironmentof thevisitsareawherefamiliescouldwaitincomfort,totheintroductionofamovienight andfamilyprogramme,theBaristacafeinthefamilyvisitsareasandfamilyinvolvementin casemanagement; Summary Report Full Inspection 06 on HMP Addiewell 6-17 August 2018 ■■ acomprehensiveandinteractiveprisonerinductionprocess; ■■ innovativepracticesinhealthcare;inparticulartheattentiondeficithyperactivitydisorder (ADHD)initiative; ■■ anengagingbusinesscoursefocusedonself‑employment;and ■■ strategiestoreduceself‑harm. Disappointingly,someprisonerswereexcludedfromaccessingthesegoodinitiatives,and eitherhadnotreceivedtheexcellentinductionorweregiventheinformationmuchlater
