  • The Role of Labor Markets and Safety Nets
    CHAPTER 3 The Role of Labor Markets and Safety Nets In 2003, more than two-thirds of the poor in the Region (or around 40 million poor people) belonged to families where someone worked. Although economic growth has served the poor well (par- ticularly the working poor), they remain the largest group among the poor. This chapter analyzes the main channels through which growth affected the well-being of the poor during 1998–2003. It shows that alongside higher wages, increased transfers were instru- mental in reducing poverty. But neither higher wages nor increased transfers can be expected to sustain poverty reduction in the Region. The chapter concludes that higher productivity and enhanced employment generation are needed to sustain poverty reduction. To achieve this, policy makers need to push for the continuation of structural reforms to bring market discipline to old enterprises and encourage entry by new firms. How the Poor Can Connect to Growth The poor connect to growth processes in various ways, direct and indirect. This chapter adopts a simple framework (used by “Pro-Poor Growth in the 1990s,” World Bank 2005f) to analyze how economic growth shapes the opportunities available to the poor in the Region. 107 108 Growth, Poverty, and Inequality: Eastern Europe and the Former Soviet Union There are three main channels that affect different groups among the poor. The unemployed poor directly benefit from increased employ- ment resulting from growing demand for their labor. The working poor gain from rising real wages or higher productivity of their self- employment. Growth can also trickle down to the nonworking or eco- nomically inactive poor through increased public and private transfers (figure 3.1).

    THE HUNGER PROJECT 2018 ANNUAL REPORT LETTER FROM THE CEO At the heart of our work is partnership. In partnership, there is equality. There is mutual understanding and a commitment to listening. There is shared investment in outcomes. There is also deep vulnerability as well as indomitable strength. It is in this spirit that we in The Hunger Project refer to the 16 million women, men and children with whom we work in Africa, South Asia and Latin America as our “partners.” Not as “recipients” or “beneficiaries.” Ourpartners. At all levels of our organization, we listen to the voices of community members first. It is they who are living every day in conditions of hunger and poverty and are, therefore, best poised to know what’s actually needed for sustainable change. And it doesn’t stop with us. We ask all of our organizational, civic and government partners to hold to this very same standard of partnership. We have a job to do: it’s the beautiful, hard, messy, glorious work of changing the world. And, in such times, it is vital to remember that we’re not alone. This year, I am thrilled to announce one such bold commitment to partnership. Working closely to build on each other’s strengths, The Hunger Project, Heifer International and Restless Development have launched an initiative together in Zambia. This work is being done within the framework of a scaled strategy to achieve the end of hunger throughout the country. The collaboration is a major win for the end of hunger as we expand our approach into a new country and demonstrate the power of transformative programs in a new era of partnership! Implementation Science (2016) 11:63 DOI 10.1186/s13012-016-0422-6 SYSTEMATIC REVIEW Open Access Using theory of change to design and evaluate public health interventions: a systematic review Erica Breuer1*, Lucy Lee2, Mary De Silva2 and Crick Lund1 Abstract Background: Despite the increasing popularity of the theory of change (ToC) approach, little is known about the extent to which ToC has been used in the design and evaluation of public health interventions. This review aims to determine how ToCs have been developed and used in the development and evaluation of public health interventions globally. Methods: We searched for papers reporting the use of “theory of change” in the development or evaluation of public health interventions in databases of peer-reviewed journal articles such as Scopus, Pubmed, PsychInfo, grey literature databases, Google and websites of development funders. We included papers of any date, language or study design. Both abstracts and full text papers were double screened. Data were extracted and narratively and quantitatively summarised. Results: A total of 62 papers were included in the review. Forty-nine (79 %) described the development of ToC, 18 (29 %) described the use of ToC in the development of the intervention and 49 (79 %) described the use of ToC in the evaluation of the intervention. Although a large number of papers were included in the review, their descriptions of the ToC development and use in intervention design and evaluation lacked detail. Conclusions: The use of the ToC approach is widespread in the public health literature. Clear reporting of the ToC process and outputs is important to strengthen the body of literature on practical application of ToC in order to develop our understanding of the benefits and advantages of using ToC.

    THE WOMEN’S EMPOWERMENT INDEX Context Overcoming gender inequality is critical to achieving the end of hunger. Women often bear the responsibility for meeting the needs of their family; yet they are frequently denied the resources, information and freedom of action to fulfill this responsibility. Studies show that when women are empowered, all of society benefits. Women’s empowerment is an essential component of The Hunger Project’s programs. Challenge To assess impact and review performance in The Hunger Project’s women’s empowerment programming, we sought to identify and adopt a standard, recognized approach. Yet, while women’s empowerment is a mainstay feature for many international organizations’ programs and practices, a standard, collective approach for tracking progress is still missing. This is a significant gap given the importance of gender equity to the achievement of the Sustainable Development Goals (SDGs). ABOUT THE HUNGER PROJECT The Hunger Project has a 39-year track record of partnering with people living in poverty as they work to end their own chronic hunger. The basic objective of development is to create an enabling environment for people to enjoy long, healthy and creative lives. This may appear to be a simple truth. But it is often forgotten in the immediate concern with the accumulation of commodities and financial wealth.” (UNDP, Human Development Report, 1990). When the first Human Development Report was published in 1990, the UNDP firmly set out the concepts of dignity and a decent life as the essential to a broader meaning of human development. Ever since, the organization has been publishing reports on global, regional and national levels addressing the most pressing development challenges. In recent years, UNDP initiated a new product - Human Development Papers – that focus on a selected development issue with the aim to contribute to policy dialogue and policy-making processes. It is my pleasure to introduce the first Human Development Paper for Serbia, focusing on inequality. The Agenda 2030 for Sustainable Development places a special emphasis on eradicating poverty worldwide while reducing inequality and exclusion, promoting peaceful, just and inclusive societies and leaving no one behind. The achievement of Sustainable Development Goals requires new approaches to how we understand and address inter-related challenges of poverty, inequality and exclusion. The paper analyses and sets a national baseline for SDG10 leading indicator 10.1.1 - Growth rates of household expenditure or income per capita among the bottom 40 per cent of the population and the total population and the related target 10.1.
