Cleveland State's transportation fee is a "pass-through" fee to the Regional Transit Authority in Cuyahoga County for the student's U-Pass. Cleveland State does not generate any revenue from this fee and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. By way of a student referendum in April 2015 CSU's Upass fee was increased from $25.00 per semester to $30.00 per semester. Cleveland State tuiton band changed in FY2016. In FY2015, tution band was 12-17 credit hours. In FY2016 band is 12-18 credit hours. 2. Off-campus students are billed an additional $54 per semester for the technology fee. For the 0-11 credit hours: General/Other Fees is $97 per credit hour and a flat $60 (facilities fee). 3. Effective Fall 2015, was approved to begin a Tuition Guarantee program for new students. Full-time fees are $5,114; $660; and $4482, respectively. Cost per credit hour is $486; $61; and $442 respectively. 4. Shawnee State has a reciprocity agreement with Kentucky such that it considers residents of Mason, Lewis, Boyd, Greenup, Carter, Elliot, Lawrence, Fleming & Rowan counties in Kentucky as qualifying for Ohio resident tuition.

5. Akron offers a reduction to the out-of-state surcharge for academically qualified students. Effective Fall 2008, the redesigned a non-mandatory parking fee into a transportation fee that is charged to all full-time students. Since the transportation fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee. The transportation fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 6. Youngstown State has a separate out-of-state “Affordable Tuition Advantage” surcharge of $120 for students from its regional service area, which includes select counties in Pennsylvania, New York and West Virginia. 1. Effective Fall 2015, Kent State has a separate rate for 11 credit hours equal to approximately 10.8 credit hours. The lower division instructional fee for 11 credit hours is $ 2,594 per semester and the upper division fee is $3,070 per semester. The general fee for lower and upper divison is the same at $192 per semester for 11 credit hours. Kent State has a separate out-of-state rate for students attending regional campuses and residing in select counties in western Pennsylvania and northern West Virginia. The specific counties are Allegheny, Beaver, Butler, Crawford, Erie, Lawrence and Mercer in Pennsylvania and Brooke, Hancock and Ohio in West Virginia.
