The Plaza is bound by Ottawa Avenue to the east and Monroe Avenue to the west. Although not directly adjacent, Michigan Avenue sits to the north of the Federal Building with Lyon Street to the south.

Ottawa Avenue is a primary entrance into Downtown Grand Rapids. Currently designed in a one-way configuration, the street is designed with three, eleven-foot travel lanes and accommodates an Average Daily Traffic Count of 8,600 cars. Parallel parking is located along the Plaza, allowing convenient short-term parking, and a turn lane allows cars to enter the various parking garages along the eastern edge C of the street. An entrance into the Government Center parking garage is located along Ottawa, A at the northeast corner of the site. This garage includes 970 spaces. D

While heavily trafficked in the morning hours, Ottawa Avenue is underutilized during much of B the day. In its current one-way configuration, traffic exiting the City does not engage the Plaza. This is considered a missed opportunity, as seeing events and activities while driving by might cause residents to stop and engage with the Plaza. In GR Forward, a recommendation was made to convert this street into a two-way road.

Monroe Avenue is designed in a two-way configuration with two, 10’ travel lanes in each direction with an Average Daily Traffic Count of 11,000 cars. A new Silver Line BRT stop is located along Monroe Avenue, directly west of City Hall. Located approximately 13’ below the finished grade of the Plaza, drivers and passengers along Monroe cannot see into the Plaza. A Government Center Parking Garage entrance is located at the southwest corner of the site.
