Pastor Ervin Armstrong of New Genesis of Kalamazoo offered the following invocation: Dear heavenly Father, this is a day which You have made. We shall rejoice and be glad in it. I pray for Your grace to the rest of our country, this great state, our elected officials, and the citizens. I come before You, God, today to pray for the men and women in our State Senate. Amidst all the voices that clamor for their attention, give them the discipline to listen to Your voice and the boldness to do what is right in Your sight. Your word says that the steps of a good person are ordered by You, Lord. My prayer is that our Senators will look to You for guidance as they will follow the steps You have set for them. Give them wisdom and grace to make good and right decisions. Let them rule knowing they were elected by the people who they are called to serve. Help them to recognize the importance of obedience to Your laws in service to others, love for You, and love for our fellow man. May our Senators serve as men and women of integrity who are obedient to You and will not compromise Your word in a compromising world. I pray that you will bless our legislators, but more importantly, may their lives glorify You and bless the people they serve. May their work bring about change and improvement to the people in this great state of Michigan. I pray for these elected officials. Thank You for their dedication to our citizens and the well-being of our state and its future. As the women and men of this Senate take up the matters of budget, education, transportation, health, and infrastructure, grant them wisdom to carry out their responsibilities. Give them the courage to rise above partisan politics. Provide them integrity to do what is right, that they will be good stewards of the resources they are called to manage. I pray for their families, their spouses, and their children, that all is well at home and that our Senators will be successful in their endeavors and healthy in their bodies. I pray Your kingdom come, and Your will be done. I pray this in Jesus’ name. Amen. House Bill No. 4574, entitled A bill to amend 1949 PA 300, entitled “Michigan vehicle code,” by amending section 675 (MCL 257.675), as amended by 2013 PA 247. The House of Representatives has passed the bill and ordered that it be given immediate effect. The bill was read a first and second time by title and referred to the Committee on Transportation.

Statements

Senator Hertel asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal. The motion prevailed. Senator Hertel’s statement is as follows: Today I rise to honor the Planned Parenthood Day of Advocacy here in Michigan. In the U.S. we are currently experiencing the lowest teen pregnancy rate ever recorded, the lowest unintended pregnancy rate in 30 years, and the lowest abortion rate since Roe v. Wade became law in 1973. Why is that? Because organizations like Planned Parenthood have made accurate sexual health information and affordable reproductive healthcare, including birth control, accessible to millions across our country and thousands here in Michigan. Planned Parenthood is an important partner in creating a healthier Michigan, serving about 65 percent of the low-income Title X patients in our state. Planned Parenthood of Michigan served 60,000 patients last year, offering more than 88,000 cycles of birth control, 67,000 tests for sexually transmitted infections, 23,000 pregnancy tests, as well as cancer screenings and prevention services. Of those 60,000 patients, approximately 30 percent were Medicaid patients—patients who would be cut off of accessing care at Planned Parenthood if Congress is successful in defunding this organization. Many of the patients coming to Planned Parenthood are low-income or live in rural areas and have no other access to health care outside of Planned Parenthood health centers. Planned Parenthood of Michigan reached more than 19,000 teens, young adults, parents, and community members with science-based sex education and outreach programs just last year. So, colleagues, if you want less unintended pregnancies in Michigan, and in turn less abortions in Michigan, Planned Parenthood is not part of the problem, it is part of the solution.
