The roll was called by the Secretary of the Senate, who announced that a quorum was present. We shall rejoice and be glad in it. I pray for Your grace to the rest of our country, this great state, our elected officials, and the citizens. I come before You, God, today to pray for the men and women in our State Senate. Amidst all the voices that clamor for their attention, give them the discipline to listen to Your voice and the boldness to do what is right in Your sight. Your word says that the steps of a good person are ordered by You, Lord. My prayer is that our Senators will look to You for guidance as they will follow the steps You have set for them. Give them wisdom and grace to make good and right decisions. Let them rule knowing they were elected by the people who they are called to serve. Help them to recognize the importance of obedience to Your laws in service to others, love for You, and love for our fellow man. May our Senators serve as men and women of integrity who are obedient to You and will not compromise Your word in a compromising world. I pray that you will bless our legislators, but more importantly, may their lives glorify You and bless the people they serve. May their work bring about change and improvement to the people in this great state of Michigan. I pray for these elected officials. Thank You for their dedication to our citizens and the well-being of our state and its future. As the women and men of this Senate take up the matters of budget, education, transportation, health, and infrastructure, grant them wisdom to carry out their responsibilities. Give them the courage to rise above partisan politics. Provide them integrity to do what is right, that they will be good stewards of the resources they are called to manage. I pray for their families, their spouses, and their children, that all is well at home and that our Senators will be successful in their endeavors and healthy in their bodies. I pray Your kingdom come, and Your will be done. I pray this in Jesus’ name. Amen. The President pro tempore, Senator Schuitmaker, led the members of the Senate in recital of the Pledge of Allegiance. Motions and Communications Senator Ananich entered the Senate Chamber. Senator Kowall moved that Senator Pavlov be temporarily excused from today’s session. The motion prevailed. Senator Hood moved that Senator Young be temporarily excused from today’s session. The motion prevailed. Senator Pavlov entered the Senate Chamber. Senator Kowall moved that rule 3.902 be suspended to allow the guests of Senator Hertel admittance to the Senate floor. The motion prevailed, a majority of the members serving voting therefor. The following communication was received: Office of Senator Steven M. The motion prevailed, the time being 10:06 a.m. 11:18 a.m. The Senate was called to order by the President pro tempore, Senator Schuitmaker. During the recess, Senator Young entered the Senate Chamber. By unanimous consent the Senate proceeded to the order of General Orders Senator Kowall moved that the Senate resolve itself into the Committee of the Whole for consideration of the General Orders calendar. The motion prevailed, and the President pro tempore, Senator Schuitmaker, designated Senator Young as Chairperson. After some time spent therein, the Committee arose; and the President pro tempore, Senator Schuitmaker, having resumed the Chair, the Committee reported back to the Senate, favorably and without amendment, the following bills: House Bill No. 4311, entitled A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 2822 (MCL 333.2822), as amended by 2002 PA 691. House Bill No. 4305, entitled A bill to amend 2008 PA 551, entitled “Uniform securities act (2002),” by amending sections 202a and 451 (MCL 451.2202a and 451.2451), section 202a as added by 2013 PA 264 and section 451 as added by 2014 PA 355. The bills were placed on the order of Third Reading of Bills. The Committee of the Whole reported back to the Senate, favorably and with a substitute therefor, the following bill: House Bill No. 4285, entitled A bill to amend 1893 PA 206, entitled “The general property tax act,” by amending sections 47 and 89a (MCL 211.47 and 211.89a), section 47 as amended by 1994 PA 253 and section 89a as amended by 2008 PA 512. Substitute (S-2). The Senate agreed to the substitute recommended by the Committee of the Whole, and the bill as substituted was placed on the order of Third Reading of Bills. The Committee of the Whole reported back to the Senate, favorably and with a substitute therefor, the following bill: Senate Bill No.
