NATIONAL
NEWS IN BRIEF

President notes challenges of relocating regional centre to Turkestan

The Nur Otan Party has organised free English language elective courses for 9th-11th grade students in 84 rural districts and centres as part of the English for Jastar (Youth) project. The project was developed to support the programme introducing trilingualism across the country. Students can improve their English as well as enhance their communication skills. The pilot project, to be conducted September-November, includes native English speakers and local specialists among its instructors. A total of 141 volunteers have expressed their willingness to contribute, 75 of whom are Kazakh university students.

Kazakh Tourism plans to implement quest games on sacred places around Kazakhstan as a way to develop domestic tourism. The expedition will be based on Pokemon Go, Deputy Chairperson of the company Kairat Saduakasov told inform.kz. “First, we will create an electronic version of all sacred places. Players can gain points on a quest. For example, one can get points for a trip to Ulytau or other sacred place. As the quest travel expands, the number of points will increase. The conventional name for the points is Altyn (gold). Altyns can be exchanged for various discounts, such as exchanged for business class instead of economy class on the airline or free luggage delivery. In addition to points, each player will have a personal status. At the beginning, players will be ‘ulan,’ then

advance to ‘sultan’ and finally

to ‘khan.’ Such players will be given special discounts,” he said.

Almaty youngsters can learn robotics for free at the children’s technopark recently opened in the city’s Palace of Schoolchildren, reported inform.kz. “We installed microblocks, unique equipment with which we will prepare children for international competitions. The technopark will work for free with 20 children in each group. If there is greater interest, we will invite more teachers,” said Aigul Bolatbekova, deputy director of the Centre for New Technologies in Education in Almaty. ASTANA – Kazakh Minister of Education and Science Yerlan Sagadiyev, Minister of Labour and Social Protection Madina Abylkassymova, Ministry of Healthcare Yelzhan Birtanov and First Vice Minister of Agriculture Arman Yevniyev reported on progress in digital literacy training among the country’s population during a Sept. 11 government meeting. The ministries are responsible for training professionals and the country’s population in using information technologies in daily life and work, which is the central aspect of the Digital Kazakhstan programme that seeks to reach 83 percent digital literacy level by 2022. Digital literacy encompasses a wide range of skills and Kazakh ministries specify several levels of digital literacy, where the basic level refers to one’s skill in using computer and mobile gadgets and getting information from the internet. The second level denotes the ability to use e-government services and make payments, while the third level allows a person to engage in e-commerce – buy, sell and promote goods online. The fourth level entails use of digital solutions, mobile applications and synchronising several gadgets and the advanced level means a person is capable of programming on his or her own.

A total of 46,282 doctors and 125,729 nurses attended digital literacy courses,” said the minister, emphasising the ministry’s goal to train all healthcare workers until the end of 2018. The ministry also conducts work to reach out to the other side of health sector, patients. Birtanov said to date 5,093,257 people, accounting for 28.2 percent of the total contractual population, received training. Digital literacy training facilities, 471 to date, are also installed in healthcare organisations, where specialists demonstrate patients how to install mobile apps and use health services with the apps. Abylkassymova believes electronic labour exchange, the country’s recent initiative launched in January, is one of the important channels to enhance digital literacy of the population. She said training at employment centres and electronic labour exchanges have reached out to 535,695 people. Agriculture sector workers, noted Yevniyev, had four tracks in their digital literacy training that included electronic public ser-

Natural areas: The Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site comprises wetlands and meadow vegetation (the modern delta), ancient river terraces that now harbour Saxaul and Tamarx shrub vegetation, and the southern coast line of the western part of Lake Balkhash. Most ecosystem services can be attributed to the wetlands and meadow vegetation. Therefore, this study focusses on the modern delta with its wetlands and meadows. During this study, a land cover map was created through classification of Rapid Eye Satellite images from the year 2014. The land cover classes relevant for this study were: water bodies in the delta, dense reed (total vegetation more than 70%), and open reed and shrub vegetation (vegetation cover of reed 20- 70% and vegetation cover of shrubs and trees more than 70%). The land cover class dense reed was further split into submerged dense reed and non-submerged dense reed by applying a threshold to the short wave infrared channel of a Landsat satellite image from 4 April 2015.

It emphasizes the fact that physical culture and sports had a complicated history. In the pre-war period, sports were considered to serve a narrow utilitarian purpose of establishing healthy society via doing exerci- ses and training bold fighters for the bright new dawn of communism. Later, sports were perceived as one of the key components of social and political life – an effective means to increase labor productivity and bring up a stron- ger next generation. Analyzing the government actions on establishing sports infrastructure, the authors conclude that physical culture and sports in the USSR and Soviet Kazakhstan transformed into an independent area of cultural development. The conclusion states that high achievements in conventional sports were to prove the benefits of living in a socialist country to its citizens and the rest of the world. In turn, such a circumstance led to the disregard of sports peculiarities of Kazakhstan and the gradual fallback of national sports. A second preparatory mission therefore had to be organized and took place in October 2000. It resulted in a new structure for the report, which was adapted to the many changes in the country that had occurred in the meantime. The review team for the project was constituted following these decisions and included national experts from Finland, France, Denmark, Germany, Romania, Slovakia, Slovenia, Spain and Uzbekistan, together with the ECE secretariat, UNEP and the Bilthoven Division of the WHO European Centre for Environment and Health. The costs of the participation of experts from countries in transition, as well as the travel expenses of the ECE secretariat, were covered by extrabudgetary funds that had been made available from Finland, Germany and Italy.

Its formation is; explains the archaic cultural codes and their place and importance in Kazakh culture in the historical process. In the context of the transformation of the Kazakhs in 1991; explains the loss of traditional cultural elements and the developments in the modernization process with the process of adapting to today's modern sports and carrying the 'küres' to the international dimension. In addition to these, it is questioned what kind of pros and cons of the Kazakhstan state to the traditional 'global' modernization expectations. Although the study is within the scope of qualitative research method, descriptive research designs have also been used and it is limited to traditional Kazakh wrestling. The traditional wrestling "küres" of Kazakhs and every social organization where it is consumed is based on traditional resources, which are the economic life unique to it and the geographical environment that feeds this life. Since Kazakhs have long been associated with the Silk Road, it is certain that they have entered this traditional wrestling from other cultures as well.
