Introduction On or about March 19, 1999, the United States Environmental Protection Agency ("EPA" or the "Agency") issued an Administrative Order for Remedial Action (Docket No. III-99-012-DC) (the "Order") to fourteen (14) respondents (collectively, the "Respondents"), including Ecolaire Incorporated ("Ecolaire"), directing those parties to, inter .alia, implement certain remedial activities at the Welsh Road Superfund Site located in Chester and Lancaster Counties, Pennsylvania (the "Site"). Pursuant to Section XXV of the Order, EPA directed each Respondent to provide notice to EPA's Remedial Project Manager stating whether the Respondents would comply with the terms of the Order. Although the Order required such notice to be provided no later than two (2) days after the effective date of the Order, through mutual agreement among the parties, this deadline was extended to May 17, 1999. The purpose of this letter is to communicate Ecolaire's current intentions with respect to the Order, and, subject to the reservations below, to set forth a description of the "sufficient cause" defenses that are known to Ecolaire at the time of this letter. Journal of Homosexuality, 58:775–792, 2011 Copyright © Taylor & Francis Group, LLC ISSN: 0091-8369 print/1540-3602 online DOI: 10.1080/00918369.2011.581921 Black Women Queering the Mic: Missy Elliott Disturbing the Boundaries of Racialized Sexuality and Gender NIKKI LANE, PhD Candidate Department of Anthropology, American University, Washington, DC, USA Though there were and always have been djs, dancers, graffiti artists, and rappers who were Black women, they are placed on the periphery of hip-hop culture; their voices, along with “gay rap- pers” and “white rappers” devalued and their contribution to the global rise of hip-hop either forgotten or eschewed. This article is an attempt to articulate the existence of Black women who work outside of the paradigms of the “silence, secrecy, and a partially self-chosen invisibility” that Evelynn Hammonds describes. At the center of this article lies an attempt to locate a new configura- tion and expression of desire and sexuality, opening a door, wide open, to gain a different view of Black women, their sexuality, their expression of it, and the complexities that arise when they attempt to express it in hip hop nation language. KEYWORDS Black women, hip-hop, linguistic anthropology, queer, rap INTRODUCTION Cecilia Cutler (2003) writes that “there is a powerful discourse within hip-hop that privileges the black body and the black urban street experi- ence” (p. 212). What is important to understand, however, is that there is a particular gendered Black body that is privileged in hip hop. The body is of the urban Black heterosexual male, and his set of experiences shape not only the discourse, but also the language of hip hop itself. -

FSM President Emanuel Mori has designated and declared that March 31 every year shall be henceforth a national holiday. It means that we in Chuuk State will celebrate this momentous event not only on campus but also throughout the nation. With the support of the Chuuk Visitors Bureau, headed by Joe Suka, a Chuuk State Cultural Day celebration begins today at Anderson Field in Seletiw. Assisting Suka, our Acting Student Services Co- ordinator Memorina Yesiki is organizing Student Body Association participation at Anderson Field. Being planned are at least three SBA participatory activities. • First, there is scheduled a parade from Chuuk Campus to Anderson Field, and our campus is expected to sponsor floats in the parade.
