    IWA SUBMISSION ON THE ENVIRONMENT BILL – APPENDIX A IWA VISION FOR SUSTAINABLE PROPULSION ON THE INLAND WATERWAYS EXECUTIVE OVERVIEW 1. Recognising the UK Government’s strategy to reduce emissions from diesel and petrol engines, IWA formed its Sustainable Propulsion Group in 2019 to identify and monitor developments which will enable boats on the inland waterways to fully contribute to the Government’s stated aim of zero CO2 emissions by 2050. 2. The Group has identified a number potential solutions that it recommends should be progressed in order to ensure that boats used on the inland waterways do not get left behind in technological developments. These are outlined in more detail in this paper. 3. To ensure that the inland waterways continue to be sustainable for future generations, and continue to deliver benefits to society and the economy, IWA has concluded that national, devolved and local government should progress the following initiatives: Investment in infrastructure through the installation of 300 shore power mains connection charging sites across the connected inland waterways network. This would improve air quality by reducing the emissions from stoves for heating and engines run for charging batteries, as well as enabling a move towards more boats with electric propulsion. Working with navigation authorities, investment in a national dredging programme across the inland waterways to make propulsion more efficient. This will also have additional environmental benefits on water quality and increasing capacity for flood waters. Research and investment into the production, use and distribution of biofuels. This will be necessary to reduce the environmental impact of existing diesel engines which, given their longevity, will still be around until well after 2050.

    4 CANALS AS AQUATIC CORRIDORS 4.1 INTRODUCTION The term 'corridor' can be used to describe two different situations. In the first, the corridor is simply a passage along which organisms travel. or along which propagules are dispersed. Thus, one can imagine a butterfly or a bird passing from one wood to another along a hedge, or a seed floating along a stream from one lake to another. The second situation is the corridor as a linear habitat in which organisms live and reproduce. This section of the report considers British canals as linear habitats for submerged and floating vascular plants. A study of the plants which have colonized canals is of interest for two reasons. Canals are of intrinsic importance, as they contain significant populations of many scarce or rare aquatic macrophytes. They are unstable habitats: if neglected they gradually become overgrown by emergent vegetation but if maintained and intensively used by boat traffic they also lose much of their botanical diversity (Murphy & Eaton 1983). The restoration of canals for pleasure boating has been a controversial issue in recent years, and the management of the Basingstoke Canal. in particular, has been a subject of heated debate (see Byfield 1990). Proposals to use canals as part of a national water grid may also need to be evaluated by conservationists, and a knowledge of the dispersal behaviour and colonizing ability of both native and alien species will be essential if the consequences of linking canals are to be predicted. 4.2 REPRODUCTION AND DISPERSAL IN THE AQUATIC ENVIRONMENT In considering aquatic corridors, an important feature of aquatic plants must be borne in mind: the prevalence of vegetative reproduction in many genera.

    AINA CASE STUDY THE WAY FORWARD Crosscut: a European waterways programme Helping to develop and deliver a range of projects on rural canals in Wales and Devon Crosscut was a project funded under the EU Interreg IIIB North West Europe programme, involving 8 partners from Belgium, Netherlands, Ireland and the UK. Three partners were from the UK – British Waterways (leader of the overall project), Torfaen County Borough Council and Devon County Council. The project ran from 2004 to 2008. The project’s aims were to (1) review the implications of the proposed UN Economic Commission for Europe classification system for recreational waterways in Europe and identify gaps in the network; (2) develop and implement practical approaches to restoration and development of recreational inland waterways in North West Europe, with a focus on environmental management, taking account of the implications of the Water Framework Directive. In the UK, Crosscut delivered practical projects to:- . restore the section of the Montgomery Canal between Gronwen and Redwith, together with the creation of an off-line nature reserve; . create a new canal basin at South Sebastopol (between Pontypool and Cwmbran) on the Monmouthshire & Brecon Canal, together with education and community projects; . deliver environmental management works on the Grand Western Canal in Devon. It also supported a series of volunteer exchanges between partners to deliver practical work programmes on participating waterways. The total project budget was €7.5 million, of which €4.3 million was spent in the UK.
