While Australian governments have successfully built pragmatic ties with Asian leaders, a popular dimension to our engagement with Asia has in many respects been missing. This didn’t matter greatly in the past, but today public opinion is increasingly a factor in foreign policy. Governments must influence individuals as well as elites to address global problems such as terrorism and disease and ‘branding’ has become critical to a state’s ability to attract trade, investment and international political support. But a new opportunity to deepen people-to-people links with Asia has arrived in the form of Australia’s recent admission into the Asian Football Confederation. For the first time, Australia will have a significant sporting relationship with Asia. The question is, how can Australia best use this opportunity to enhance its regional image and engagement? What should be done? Here are five ideas for how government, business and the broader community might leverage Australia’s new sporting relationship with Asia: • Football Federation Australia (FFA) should work with business and government to establish a ‘Football Asia Council’ to coordinate commercial, cultural, and public diplomacy programs with Australian participation in Asian football competitions. • FFA, business and government should launch a coordinated effort through this Council to develop football-based tourism and travel. • Austrade should establish a ‘Football Business Club Australia’ to facilitate commercial networking opportunities during matches between Australian and LOWY INSTITUTE FOR Asian teams. FFA should also consider initiating a tri-nations series with Japan INTERNATIONAL POLICY and South Korea, providing an opportunity for greater commercial, cultural, and 31 Bligh Street political engagement with these key countries.

THESIS PROJECT SYDNEY OLYMPIC PARK OLYMPIC LEGACY OR BURDEN BY BEN JAMES 2007 AN UNDERGRADUATE THESIS SUBMITTED AS A PARTIAL REQUIREMENT FOR THE BACHELOR OF PLANNING DEGREE, UNIVERSITY OF NEW SOUTH WALES 2007 ABSTRACT ‘The best Olympic Games ever’ are the words that Olympic organising committees around the world want to hear after they have hosted the Olympic Games. This title can only be held by one host city, and the current holder is Sydney. However, like many host cities in the past, infrastructure built for the Games has not had much of a post-games life. Due to this lack of post-games use, the main Olympic site at Homebush is perceived as a burden on Sydney rather than the unambiguous positive legacy envisaged. Sydney Olympic Park has even been described as a ‘white elephant’. This thesis will look at how the site as a whole has functioned since the Games, with particular reference to underutilisation of the two main stadiums. The potential of the 2002 master plan to inject new uses and vitality into the site is considered. The thesis provides a series of best practice guidelines that could be used by future hosts of similar mega-events to ensure that Games-related infrastructure does not become a burden on the host city. The industries under scrutiny were sport, public sector and tourism, and the sampled host destinations were Cardiff, Exeter, Brighton and Gloucester. The objectives of this thesis were threefold: (1) to respond to the lack of knowledge around the collaborative roles of sport, public sector and tourism organisations in sport event planning, (2) to pioneer representational capital, a concept that looks to examine the input of those pinpointed planners in the identification and valuation of intangible opportunities generated by hosting RWC 2015 fixtures, (3) to probe planning discourse for examples of leveraging representational capital. Expert opinions were captured from executive-level RWC 2015 planners, and supported by secondary data analysis.

ABSTRACT This thesis explores the influence of foreign players on the transformation of Japanese rugby over the last three decades. Foreign players first had an impact in company league teams and, more latterly, have also played with distinction in the Japanese national team. Using historical materials and interview data with players, coaches and administrators, I show how the game of rugby in Japan has developed, and consider aspects of the relationship between migrant players and the Japanese game. I follow the actors through the shift from the amateur to the professional period, and describe the impact on Japanese rugby of foreign players and coaches. In the first chapter, I describe the establishment and historical development path of rugby in Japan. The game has incorporated aspects of Japanese styles of organisation, playing techniques and philosophies. Until the 1980s, high school and university rugby was the most popular form of the game, but after then, rapidly-developing company rugby became the predominant domestic form of the game. The company game's latest iteration, launched in 2003, is the Top League, and in it, labour relations have become more professional. Chapter Two describes the influence of foreign players in company teams, looking in particular at migration trends, eligibility rules and labour relations.
