Security experts even refer to it as 'the only insurgency in the world which ended with a stroke of pen'. Mizoram witnessed two decades of insurgency which had broken out in 1960s and ended on June 30, 1986 when Pu Laldenga signed a Memorandum of Settlement with the representatives of Government of India and Government of Mizoram. Deepak Dewan writes about the 'Confidential' agreement signed by Late Pu Laldenga with Congress leader Arjun Singh. Incidentally this agreement led to the signing of the Mizo Accord.     ADDRESS BY THE PRESIDENT OF INDIA, SHRI RAM NATH KOVIND AT A SPECIAL SESSION OF MIZORAM LEGISLATIVE ASSEMBLY Aizawl, November 30, 2017 1. This is my first visit to Mizoram after being elected President of India. I am truly happy to be here and thank the Speaker, the Deputy Speaker, the Chief Minister and all the other members of the Mizoram Legislative Assembly for inviting me to address this House. 2. Mizoram is special in India. It stands out for a very mature and dignified political culture. This Assembly is the true embodiment of Mizoram’s political culture as well as of the will and aspirations of the people of the state. We are aware of the three Ds of the legislature. This is a place to debate, dissent and finally decide. Yet there are other principles to follow too. Ideally, the functioning of the legislature should be marked by dignity and decorum. And the political system should not allow differences to become disputes. 3. While these principles are cherished in all democracies, they are not always followed. Sometimes, there are unfortunate disruptions. Here, I must commend and congratulate the Assembly of Mizoram. In its 45-year history, it has established a reputation for smooth conduct of business. The behaviour and participation of its members – of all of you, I should say – has conformed to the highest standards. This Assembly is a role model for our democracy and for how a legislative House should function. 4. The sense of honour and dignity that one sees in public life in Mizoram is heart-warming.

    Chapter 6 Mizoram Lal Pudaite 1. Physical Features Location: Mizoram lies in the north east end of India, much of its southern part sandwiched between Bangladesh and Myanmar. It is situated between 21.56 to 24.31 degrees north latitude and 92.16 to 93.26 degrees east longitude, extending over a land area of 21,087 square kilometers. The Tropic of Cancer passes by the capital city, Aizawl. The length of the state from north to south is 277 km. At the broadest from east to west, it is 121 km. Its major length in the west borders the Chittagong Hill Tracts of Bangladesh, spanning 318 km. In the east and the south, its border with the Chin Hills and Northern Arakans of Myanmar extends to about 404 km. On the Indian side, Mizoram is bounded by the states of Assam, Manipur and Tripura. The length of its borders with these states extends over 123 km, 95 km. and 66 km, respectively. Districts–8; Sub-Divisions–15; Development Blocks–22; Villages–817; Towns–22; City–1. There are no City or Town Councils. These are administered by Local administration Department (LAD) of the State Government. Autonomous District Councils – 3, namely, the Chakma, Lai and Mara District Councils in the southern region. Geography Natural Resources: The mountain ranges in Mizoram run from north to south and largely taper from the middle of the state towards the north, the west and the south. The ranges in the west are steep and precipitous while e those in the east are somewhat gentler.
