Orthodox Presbyterian Assembly Makes Declaration on the Confession of 1967 Orthodox Presbyterian Assembly Makes Declaration on the Confession of 1967 he approval of the proposal to revise the confes­ T sional position of the United Presbyterian Church in the United States of America by two-thirds of the presbyteries of that church brings near to completion a long process of departure from the position of a catholic, evangelical, and reformed church. The Or­ thodox Presbyterian Church was brought into exist­ ence when believers who sought to resist this depar­ ture a generation ago were thwarted in their efforts at reform and were forced to withdraw from the church. The Thirty-fourth General Assembly of the Orthodox Presbyterian Church, meeting at Long Beach, California, on April 28, 1967, regards it as its solemn responsibility, therefore, to make the follow­ ing declaration concerning the proposed constitu­ tional revision of the United Presbyterian Church: 1. The proposed constitutional revision - includ­ ing the Confession of 1967, which is designed to give expression to the faith of the church today, and the revised forms of subscription - effectively removes the Bible from its position as the only infallible rule of faith and life, and thereby repudiates the authority of the Lord Jesus Christ, King and Head of the church. The Confession of 1967 disallows written re­ velation; it refuses to speak of the Bible as inspired l., by the Holy Spirit and therefore the Word of God; it speaks of the Bible as the "word of God" only in the context of its reception and interpretation by the church. 2. Battle The final third century of Presbyterianism in America has witnessed the collapse of the mainline Presbyterian churches into liberalism and decline, the emergence of a number of smaller, conservative denominations and agencies, and a renewed interest in Reformed theology throughout the evangelical world. The history of Presbyterianism in the twentieth century is very complex, with certain themes running through the entire century along with new and radical developments. Looking back over the last hundred years from a biblical perspective, one can see three major periods, characterized by different stages of development or decline. The entire period begins with the Presbyterian Church being overwhelmingly conservative, and united theologically, and ends with the same church being largely liberal and fragmented, with several conservative defections. I have chosen two dates during the century as marking these watershed changes in the Presbyterian Church: (1) the issuing of the 1934 mandate requiring J. Gresham Machen and others to support the church’s official Board of Foreign Missions, and (2) the adoption of the Confession of 1967.     THE NICENE CREED [TEXT] The Nicene Creed In the first three centuries, the church found itself in a hostile environment. On the one hand, it grappled with the challenge of relating the language of the gospel, developed in a Hebraic and Jewish-Christian context, to a Graeco-Roman world. On the other hand, it was threatened not only by persecution, but also by ideas that were in conflict with the biblical witness. In A.D. 312, Constantine won control of the Roman Empire in the battle of Milvian Bridge. Attributing his victory to the intervention of Jesus Christ, he elevated Christianity to favored status in the empire. “One God, one Lord, one faith, one church, one empire, one emperor” became his motto. The new emperor soon discovered that “one faith and one church” were fractured by theological disputes, especially conflicting understandings of the nature of Christ, long a point of controversy. Arius, a priest of the church in Alexandria, asserted that the divine Christ, the Word through whom all things have their existence, was created by God before the beginning of time. Therefore, the divinity of Christ was similar to the divinity of God, but not of the same essence. Arius was opposed by the bishop, Alexander, together with his associate and successor Athanasius. They affirmed that the divinity of Christ, the Son, is of the same substance as the divinity of God, the Father. To hold otherwise, they said, was to open the possibility of polytheism, and to imply that knowledge of God in Christ was not final knowledge of God.

Now past that milestone, perhaps we have reached a vantage point where we can turn dispassion• ately to survey that curious but historic route. Seen from its concept of responsible man, we here argue, that route has been a prolonged detour away from the insights of the Reformers. The Westminster Confession remains, of course, the prime con• fessional document of Presbyterians outside the United Church, for instance in the Scots and British parent churches, or with southern cousins in the Presbyterian Church, U.S. Even in the United Church, the Westminster Confession remains in the show• room of creeds. But we have recently seen a breach in the federal scheme so long embraced in Presbyterian confessional statements, a breach that marks the scheme where it yet re• mains officially as a theological anachronism no longer re• garded seriously but to be suffered as historical background. With the hold of federal theology officially broken, we can challenge afresh the assumption that the Calvinism of the Westminster Confession is true to the Reformer himself.

The Special Committee on a Brief Contemporary Statement of Faith began preparing the Confession of 1967 in 1958 as a response to the Presbytery of Amarillo's 1957 overture to the General Assembly of the Presbyterian Church in the United States of America for an updated version of the Westminster Shorter Catechism in contemporary language. After considering the rewrite of the Catechism, the General Assembly instead decided to draft a new, contemporary statement of faith to be included in the constitution of the church after its 1958 union with the United Presbyterian Church of North America.     THE CONFESSION OF 1967 [TEXT] The Confession of 1967 In approving the Confession of 1967, the United Presbyterian Church in the United States of America adopted its first new confession of faith in three centuries. The turbu- lent decade of the 1960s challenged churches everywhere to restate their faith. While the Second Vatican Council was reformulating Roman Catholic thought and practice, Pres- byterians were developing the Confession of 1967. The 168th General Assembly (1956) of the United Presbyterian Church in the United States of America (UPCUSA) received an overture asking that the Westmin- ster Shorter Catechism be revised. The 170th General Assembly (1958) proposed in- stead that the church draw up a “brief contemporary statement of faith.” A committee labored at the task seven years. The 177th General Assembly (1965) (UPCUSA) vigorously discussed the commit- tee’s proposal and sent an amended draft to the church for study. Sessions, congrega- tions, and presbyteries suggested changes and additions. In response, a newly appointed Committee of Fifteen made revisions. The 178th General Assembly (1966) (UPCUSA) debated this draft, accepted it, and forwarded it to the presbyteries for final ratification. After extensive debate, more than 90 percent of the presbyteries voted approval. Final adoption came at the 179th General Assembly (1967) (UPCUSA). Modestly titled, the Confession of 1967 is built around a single passage of Scrip- ture: “In Christ God was reconciling the world to himself . .” (2 Cor. 5:19, NRSV). The first section, “God’s Work of Reconciliation,” is divided into three parts: the grace of the Lord Jesus Christ, the love of God, and the communion of the Holy Spirit.
