Sir, This is with reference to your letter No. ECL/ENV/EC/16/95 dated 02.02.2016 requesting this Ministry for amendment in EC dated 21.07.2015, and subsequent letters/emails dated 05.02.2016, 24.02.2016, 11.03.2016, 18.03.2016, 11.05.2016, 17.06.2016 and 23.06.2016 on the subject matter. 2. The Ministry of Environment, Forest & Climate Change has considered the application. It is 21st noted that the proposal is for amendment in the EC granted on July, 2015 to Cluster 11 (comprising of 11 mixed mines) with the present combined production capacity of 10.90 MTPA (peak) of MIs Eastern Coalfields Limited in ML area of 4218 ha located in Raniganj Coalfields, District Burdwan (West Bengal) due to reassessment of production capacities of individual mines in the Cluster. The Ministry of Environment, Forest and Climate Change hereby conveys amendment in the EC dated 21st July, 2015 to Cluster 11 (comprising of 11 mixed mines) with the combined production capacity revised to 8.20 MTPA of MIs Eastern Coalfields Limited in ML area of 4218 •ha located in Raniganj Coalfields, District Burdwan (West Bengal) under the provisions of the Environment Impact Assessment Notification, 2006 and subsequent amendments/circulths thereto subject to the compliance of the additional condition as below: (i) The soil contamination through oil spillage/likage should either be bio-remediated using specific technology available in the market, or sent to s!ecured lahd fill facility authorized by the SPCB. 3.2 With the restructuring so proposed, the combined production capacity of the Cluster would be reduced from 10.90 MTPA to 8.20 MTPA with the mine lease area remaining the same, and other details as under:- Existing Proposed ML S. Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme.
