Part A: General Information 1. Background, Socio-economic conditions, Disaster Vulnerabilities

1.1 Background

It is known from History that once upon a time Burigoalini Union was submersed by salty sea water. Day by day alluvium gathered at this area from Estuary Rivers of Padma, Meghna & Jamuna connection with Bay of . Then grows many type of grasses. After a few time mangrove trees like Garjan, Goran, Gaoa, Goal pata, Poshur, Bain etc grows there. At the British period peoples of nearest areas started coming here for collect Goal Pata, Fuel woods, Honey, Fish ect. Some time they need to stay here for a long time. Then they felt they need living place here. Fisherman, Farmers, Boatman & other poor peoples established their household here for their livelihood. This is the historical background of Burigoalini Union Burigoalini Union is situated in Shyamnagar of . The union was established in 1950 by the East Pakistan government. It is about 17 Km from Upazila head quarter and 72 km from Satkhira district head quarter. The present UP Chairman Haji Md. Najrul Islam was elected by direct peoples vote and took charge in May 2011. At present the Union is famous for crab fattening. About 42% people of Burigoalini union are engaged in crab fattening. They thought crab fattening is better than shrimp farming. The UP complex is located at Burigoalini. Total area of the union is 43.10 sq. Km. The Malonchi River separated the union from Sundarban.

1.2 Socio-economic condition: Present statistic says 19% people of this area depend on forest, 42% of people depend on crab fattening, 16% people depend on shrimp farming, 23% of people depend on agriculture,day labor and other occupations for their livelihood. 64% per cent (approx.) people are living below poverty line. Main occupations of the population are crab fattening, shrimp farming, agriculture, fishing, day labor, van/auto bike puller and small trades. The main crops is paddy and vegetables grows here. There are lots of forests cultivated by the government and private farmers. Fishing is considered as major livelihood and children are engaged in fishing boats resulted deprivation of their rights which is capital concern of education. Total literacy rate in the union is 45.50%, of which male 51.80% and female 39.44% (Census 2011). There is no government and private Bank in this union but it has 4 medium size village markets. However, there are NGO, Asa, BRAC,Shushilan, Caritas, Grameen Bank, NGF who are involved in micro–credit/financing programme. Shushilan, CNRS are works on good governace. In the winter season the people suffer for lack of work and earning ways then they goes far from here to earn for there livlihhod. There are

1.3 Geography:

Burigoalini union is situated beside the world famous mangrove forest Sundarban at Satkhira district under shyamnagar upzila. This is the southeast part of Satkhira District. The is flowing by the east side of the union, west side there is Isshoripur Union, and is situated at the north side of Burigoalini Union. This union is spaded about 44 square kilomiters long by east to west. There are 20 villages in 9 wards of this union. 1.4 Disaster and Vulnerabilities: Burigoalini Union is one of the most vulnerable Unoin of Shyamnagar Upzilla. The union is situated on the bank of Kholpetua River which separated the union from Sundarban. The total area is coastal belt so Cyclone, heavy rainfall, and tidal wave hits almost every year and affects the people, damages their houses and crops, increase their sufferings which make them poor/ultra-poor. Sidor of 2007 and last Aila in 2009 effected badly on the whole population of this union. After the impact of these natural disasters now a days the people of this area is trying adaptation with climate change and mitigation. In the rainy season paddy, vegetable and other crops usually damaged by water logging. Fish farmer’s loss their fishes due to overflow of water. There are only three Cyclone shelter at the union. The Union Disaster Management Committee (UDMC) has assessed the disaster vulnerabilities and developed disaster preparedness and response plan with the support of LCBCE - UNICEF.

1.5. Hard-to-Reach Areas:

There is hard to reach areas in this union as internal communication. Some Carpeting, solling and earthen road linked with almost all villages. Motor cycle and van are usually used within the union for communication. People do not face much difficulty to have access to social service facilities. 2. Population Profile: 2.1 Population in general According to population Census 2011 The Union has a total population 24913 in 5760 house hold and population density is 1069 per Sq Km. There is a variation on total household and population of the Union as “the holding assessment 2014” which was conducted by union parishad, itself, and enumerated the total population 24588 and the number of households 6111. The Union Parishad claimed that the holding assessment is updated and correct. Around 66.15% population are Muslim, 33.51% are Hindu and 0.34% are from other religion. The details are shown in the Table 1.1 in the Annex I. 2.2 Child Population:

According to the Census 2011, total child population in the union from 0 to 19 years are 9926 which is 39.84% of total population (0-4 is 2,090, 5-9 is 2,781, 10-14 is 2,845 and 15-19 is 2,210. Community data provides more age specific information than census data and the total child population from 0 to 18 years are 8,912, 0-1 year is 230, 1 to 2 years 333, 5 to 6 years 267 and 6 to 10 years 1849. This gives a decreased population number than Census as usual.

Table 1.2 shows the details.

Part B: Situation of Children and Women The following chapters describe the sector wise facilities and situation of children and women in the Union. *administrative data, **community data ***BRIS data as of January 2014 The union has 580 pregnant women and as of December 2014 all of them have visited the health center at least once for checkup. However, only 482 Pregnant Women have completed 4 ANC visits and 98 pregnant women not receive the full package of service. None of the health centers in the union have any facility for deliver so no administrative data is available on this indicator. The table above shows that 64 children do not have full coverage of vaccination out of 363 children (Community data) but administrative data shows all 951 eligible children were fully vaccinated. Data are not available on nutritional status of children in any form. Community do not have much idea on this however, they identify healthy (fatty) and unhealthy (thin) children and think that most of the children are healthy. Health centers do not record the height or weight of the children. The table above shows that 805 children of 1 year do not have birth certificate out of 951 children (Community data). Birth registration within 45 days were not made but overall birth registration status of Burigoalini union is good. As administrative data all 5+ children are enrolled in PPE class but brac NGO covered 52 children through 2 PPE Center which not included in education department data. 52 children of school going age at primary level are not enrolled in the school but 305 out of School children covered by JCF NGO through 12 ABAL center. As Census 2011 a significant number of children are out of secondary education in the union which is 1443 out of 4310. Child marriage is occurred but it is not recorded as the age is recorded above 18 years in the register during marriage. 3. Health and Nutrition

3.1 Situation of Children and Women in the Union

According to the community 299 children have received vaccines out of 363 children of 1 year age. This figure widely varies with the data provided by health sector which is 951. Out of this 951 (all) children have fully vaccinated and 0 children dropped from full vaccination coverage. Community think that every child is vaccinated however, there might be a few left out children which are not counted or recorded.

Table 2.1 shows the Number of Pregnant women with status of IFA intake in Annex II.

Community data says that the Union has 102 pregnant women as of September 2014. During September 95 pregnant women have completed 4 ANC visits and 95 have consumed 100 IFA tablets during last six months (Source: WDC as of September 2014). This data varies with the administrative data i.e. Family Planning Office enlisted 580 pregnant women out of which 482 have completed 4 ANC visits, 511 have received IFA tablets and 507 have consumed 100 IFA during last six months up to September 2014.

Table 2.2 shows the Number of Pregnant women with status of IFA intake in Annex II.

Few institutional delivery takes place in the upazila level. Institutional delivery is very low and it is assumed by the community that 10 to 15 delivery take place in upazila health center. These deliveries mostly occur in case of complicacy or in the case of women from well off families or who are very aware.

3.2 Facilities and services available in the Union: The Union has a Family Welfare Center (FWC), 3 functional Community Clinics (CC), 8 Satellite Clinics and 24 EPI sites. There are health services in the Union provided by NGOs which are mainly community awareness.. Table 3.3 in annex II shows the available facilities in the Union.

3.3 Status of Human Resource:

3.3.1 Department of Health: The Union is served by 1 SACMO, 1 Assistant Health Inspector (AHI). Out of 6 sanctioned posts of Health Assistants, 5 posted and 1 is currently vacant. Though the MO and SACMO is posted in the union but they rarely provide services to the people. Community people informed that both the Health and Family Planning Personal visit the FWC every two to three months and do not come regularly. Shortage of human resources hampers the regular services of pregnant mothers and children.

Table 2.4 in annex II shows the HR status of Health and Family Welfare services in the Union.

3.3.2 Department of Family Planning: The Union is served by 1 Family Welfare Volunteers (FWV), 1 Family Planning Inspector (FPI), 6 Family Welfare Assistants (FWA) and there is no vacant position.

4. Situation of Birth Registration, Disability, Child Marriage and Child Labour

4.1 Birth Registration: A significant number of children of one year old do not have birth certificate. Community data shows that only 146 children have birth certificates out of 951 children. Till September 2014, 10 child birth were registered under 45 days (BRIS data). The Union Parishad is well equipped for providing services for ensuring birth registration of children. It is served by a Secretary, and two UISC Entrepreneurs. This progress happened with the support of the District, Upazila administration, UNICEF and NGOs joint efforts. The UP is providing free services to the children of below two years.

4.2 Children with Disability: There are 38 children with disability in the union. Few of them are attending school and many of them do not have opportunity to attend school as the school does not have physical structure or friendly environment that encourages them to stay. Data are not available neither with the community or the government department on how many children are attending schools and how many do not attend.

4.3 Child Marriage: Though child marriage occurs, no data available on child marriage.

4.4 Children detached from families: Some children are detached from their family. However, the community do not have information on whether these children are all orphan or where they are engaged. The UP is trying to collect the real information and accordingly make a plan for their survival.

4.5 Status of HR: The Union has one Secretary who is responsible for all the activities in the UP including birth registration. According to the UP Act 2009, the UP should have at least another staff who will look after the accounts and other administrative issues. However, the UISC Entrepreneurs are providing support in birth registration. The Union is also served by a government social worker.

4.6 Child Labour: According to the community the Union has 104 children who are engaged with informal labour force. Children are mainly engaged in agricultural works, fishing and non-formal sector like in the tea stall and small hotels and restaurants. And these children are out of schools. Though some of the children are getting conditional cash transfer from the government supported by UNICEF, it is not able to cover all of the children out of school.

5. Education: Pre Primary, Primary and Secondary Education

5.1 Coverage of Education: According the survey conducted by the DPE, the Union has a total of 669 pre-school aged children of which 669 children are enrolled in pre-primary class run by government schools. There are two PPE centre run by brac and they covered 52 children but they are out of education department status. As community data there are 768 PPE aged children and out of which 679 enrolled in GO and NGO run PPE Center. NGOs do not conduct any survey on how many eligible children are in the Union rather they use the departmental data and enrol children within the surrounding of the school. According to the community people, there are many children who do not attend pre-primary class because of lack of early learning centres or school within their reach (within a kilo meter) and for poor road communications.

At primary level there are 2487 children of 6-10 years old and out of them 2429 are enrolled in the primary schools run by Government and NGOs. According to this data, there are 52 children who are not enrolled in the primary schools in the Union. Many children are attending Madrassa for their education both at primary and secondary level and data are not available. Community data of this age group differs with the administrative and according to them the total number of children from 6 to 10 years are 2834 and enrolled in school 2718. The JCF one of the national NGO covered 305 out of school children through 12 ABAL centre.

At secondary level, there are 2297 children are enrolled in different schools (Girls: 1084 & boys: 1213) students are enrolled in four secondary level registered schools and two Madrasa within the union. Community have no data who do not attend in secondary school. If we consider the child population data (Census 2011), the secondary school going children are 4310 or more and the school enrolment is only 2867 which means that a large number of children (1443) are not enrolled or do not attend in or dropped out from secondary education.

Table 5.2 shows the data on facilities in Annex IV.

5.2 Available Facilities: The Union has 12 Government Primary Schools (GPS), 14 NGO schools run by JCF and BRAC out of which 2 are run for PPE education coverage. Out of 18 villages in the Union, there are 6 villages without government schools. However, there are some schools in those villages run by NGO and Madrasa. The Union has only 4 secondary schools and two secondary level madrasa to cover the children of the whole Union. Table 5.1 shows the data on facilities in Annex IV.

5.3 HR status in the Education Sector: There are 12 posts for Head Teachers and 48 posts for Assistant Teacher sanctioned in 12 GPS and presently 2 Assistance Teacher posts are vacant. According to the Government policy standard, the teacher student ratio for PPE is 1:30 and for primary class the ratio is 1:45. The data in table 5.2 shows that there are 2429 children enrolled in 12 GPS and a few schools (2) do not follow this standard and the average class size of these schools is more than 50 PPE children /teacher. Discussion with different school teachers and community, it is found that a few of the schools are overcrowded and more than 60 children are enrolled in each class. This overcrowds hampers the learning process of the children.

6. Water and Sanitation:

6.1 Safe Water Facility: DPHE does not have record on number of tube wells, Rain water harvesting, PSF and pipe line supply water points in the union. According to the Census 2011, 1400 households have covered by tube wells. This figure widely varies with the community data. Community data shows that the Union has 84 tube wells, 65, RWHS and 63 PSF out of these 53 are not functioning. A total of 2311 households do not have access to safe water out of 6111 households. According to the Government Policy, every 5 households should have one safe water points.

Sanitation coverage: Sanitation coverage in the Union is fair. The union has 5,760 (Census 2011) households where 1822 households (32%) have hygienic latrines, 3,620 households have unhygienic latrines and 317 households do not have any latrines. Community data widely varies with this data. Table 5.2 in Annex V shows that 3778 households have hygiene latrines and 2333 households use unhygienic latrines out of 6111 households

Status of HR: The Union is served by 0.50 (one for two union) tube well mechanic who is responsible only for the DPHE provided water points. There is a Sub-Assistant Engineer in upazila.

Services by NGOs:

There are 12 to 15 NGOs including BRAC, JCF, Care-, Rupantar, Shushilon, CARITAS, Uttaran, Agrogoti, World vision etc working in the Union on health, education, child protection, water and sanitation etc. Rupantar and Care-Bangladesh are implementing Nutrition Project and C4D Program with support from UNICEF Health and C4D Section.

7. Functional Status of Union Parishad

The Union Parishad is functioning with the Chairman, 12 members and a Secretary. The UP holds coordination meeting in every months. All the standing committees have been formed and most of the committees are functioning and hold meeting to discuss the relevant issues.

Ward Shova: Ward Shovas were held in all the Wards in March and April 2014 and children issues were discussed in Ward Shovas. Members proposed specific needs of children related to education, child rights, safe water and sanitation to incorporate in the UP plan. Last year 2014 UP expenses Taka 14, 10,000/- to implement children related activities.
