Governor Stitt aggressively worked with the Legislature to push forward a new direction for Oklahoma. It was hard not to get caught up in the new Governor’s enthusiasm for his job. Unlike years past, the Governor was a frequent visitor to the fourth floor of the Capitol, and it was a welcome change to see all parties working together. Although, the budget process was held up at times as agreements were made, the Legislative and Executive branches did find common ground. From a municipal standpoint the session was a success, even without the passage of public safety districts. That measure is still alive with a strong assurance from Speaker McCall, a former mayor, that the bill will be successful next session. As you will see in this report, OML tracked hundreds of bills with a municipal impact. The Sine Die is OML’s annual report featuring a legislative wrap-up of the bills that were enacted, defeated and vetoed. You will be able to access the full bill content in this report by clicking on the bill number. Sometimes the most challenging task is working to defeat bad legislation, but with your quick action alerting your legislators, OML was successful in doing just that on several pieces of legislation which are also included in this report. One of the most popular features of the Sine Die report continues to be the section that provides a breakdown by municipal department and the bills that may impact that department. In an organization the size of the Oklahoma Municipal League, there will often be different views of issues by our members. One of the roles of the Legislative Committee is to direct the League in making decisions on issues and the course of action to take. This brings great weight and importance to this committee. All legislative committee recommendations are forwarded to the OML Board. As the policymakers of the League, the OML board will consider for approval the recommendations from the Legislative Committee. Thanks to our Chair Joan Riley and Vice Chair Jane Abraham as well as every member of the OML Legislative Committee; your tireless efforts and contributions this past session are valuable and much appreciated. We will continue our efforts to communicate effectively with legislators, mayors, city managers, councilmembers, clerk-treasurers, and all other municipal officials to ensure continued success. It is important to stay in contact with your local legislators during the interim and continue to communicate the municipal message. Together we provide a strong voice for Oklahoma municipalities. The number one ingredient for success at the legislature and state agencies is a united collective municipal voice. Lincoln Boulevard Oklahoma City, OK 73105 Dear Governor Stitt, Over the last six years, it has been my sincere honor to serve and represent the constituents of Senate District 22. I have done my best to be a voice for voters in Piedmont, Yukon, NW Oklahoma City and Edmond, and they believed in me enough to elect me twice to this senate seat. I’m pleased to have been a part of so many positive changes during my tenure. In 2016, voters passed State Question 792, supporting alcohol modernization which opened the door for new businesses and opportunities across Oklahoma, resulting in nearly 5,000 new jobs. With the passage of State Question 788 and the successful enactment of HB 1269, of which I was the Senate author, Oklahoma is working to reduce our mass incarceration rates and the related fiscal and social costs that go with it. I’d be remiss if I did not mention supporting the largest increase in public education funding in the history of our state in 2018 totaling almost half a billion dollars, and the subsequent passage of an additional $120M in 2019 which you championed. But more important than these, are the families who have been impacted by legislation I carried. Two bills in particular, one which standardized investigations following the sudden, unexplained death of infants in Oklahoma, and the second which delayed the release of autopsy reports to the media so next of kin would be given time to process the information contained in the reports, are some of my proudest moments of service.
