More than 100 business and community leaders provided extensive input into the development of this plan, which is intended to serve as a roadmap for businesses in the Puna district and across the Island of Hawai‘i to continue the process of recovering from the 2018 Kīlauea Eruption. As with all significant disasters, recovery will take years; yet recovery is anticipated to lead to improved business climate and emerging opportunities. Much of the information gathering, data analysis, and development of this plan occurred from 2019 into early 2020. The rollout of the Economic Recovery Plan was delayed several months by the onset of an event that caused even greater economic disruption – the Coronavirus Pandemic of 2020 (COVID-19). The severity of the economic impacts and long-term changes to the island’s business community is a story currently unfolding, with no projected timeline or certainty as to future outcomes. Given this heightened uncertainty, rather than proceed with a comprehensive rewrite of the Economic Recovery Plan, the reader is encouraged to seek to understand the business community’s strengths, weaknesses, threats and opportunities; the associated analysis of industries and markets; and the strategic recommendations. Prior to COVID-19, these events were the worst series of economic disasters to strike the island in recent history. In response, the County of Hawai‘i, with the assistance of the U.S. Economic Development Administration, commissioned this Economic Recovery Plan. The impacts of these two events affected tourism and visitor services, disturbed supply chains, damaged infrastructure, directly impacted real estate, and shocked consumers island-wide. Credit: Nathan Kam Before the Kīlauea eruption, the island’s economy was on an upward trajectory dating back to 2015. In the first four months of 2018, businesses had been ramping up for what was forecast to be a record-breaking year of tourism and population growth. As a result of the eruption and hurricane, more than 2,950 jobs were lost from the island’s workforce over 12 months, while the state lost 4,100 jobs over the same period. Numerous small businesses closed or downsized. This Economic Recovery Plan is designed to serve as a structured, implementable road map for the Island of Hawai‘i’s business recovery, business development, job creation, and both private and public investment. It identifies goals, objectives, strategies, and recommendations, and near- and long-term implementation actions. It also provides funding strategies to help restore and enhance what was lost in the economy due to the 2018 disasters. This document is intended to assist the island in building economic resiliency for the future. v Executive Summary The five major goals, identified by the island’s business community during recovery outreach and engagement, are: Goal #1 – Respect and embrace the island’s natural and cultural resources Goal #2 – Address the directly impacted area’s economic recovery Goal #3 – Address recovery from island-wide impacts Goal #4 – Promote future resilience and sustainability Goal #5 – Develop the island’s business and entrepreneurial support system Based on input, this plan was organized to further break down these goals into objectives. While there was broad consensus about the over-arching goals, there were significant differences among business stakeholders about which objectives to prioritize and how to allocate resources to achieve success. In response, the plan offers different alternatives to pursue followed by strategic recommendations. Introduction The County of Hawaii Mass Transit Agency (MTA) currently operates on a flagstop basis. With increased usage and traffic, MTA is moving into a designated bus stop program. SSFM International, Inc. (SSFM) was contracted to identify locations for bus stops islandwide and to determine if locations warrant an official bus stop listed in the Hawaii County Code. Official bus stops will need to be Americans with Disabilities Act (ADA) compliant. This Inventory and Initial Screening Report constitutes the deliverable for Task One of the work program for this study. Based on field work conducted and meetings held with bus drivers, SSFM developed a complete inventory of bus stops islandwide. The inventory, consisting of approximately 575 stops, was then divided into priority and non-priority stops for the remainder of the work tasks in this study. Priority stops, totaling approximately 100 stops, were recommended based on surrounding land use, frequency, and local knowledge. The list of priority stops is shown in (Appendix 1). These stops handle the bulk of the ridership and are in close vicinity to schools, resorts, medical facilities, and urban centers.

    For Immediate Release: August 24, 2018 HTA Release (18-48) Hurricane Lane Downgraded to Category 2; Flash Flood Watch Continues for all of Hawai‘i HONOLULU – Hurricane Lane has been downgraded to a Category 2 status, with the threat of extremely heavy rainfall and flash flooding continuing to be the biggest threat to people and property statewide. As of 11:00 a.m. HST, the center of Hurricane Lane was located approximately 155 miles south of Honolulu, with the massive storm moving slowly north at 5 miles per hour, with maximum sustained winds of 105 miles per hour. The hurricane continues to be weakened and slowed by the combined effects of strong wind shear and trade winds moving in a southerly direction. Widespread rainfall of 10 to 15 inches is forecasted statewide, with some isolated areas potentially receiving up to 30 inches of rainfall, as Hurricane Lane continues its slow pass along the south shores of the Hawaiian Islands. The island of Hawai‘i has already been inundated with rainfall and reports of flash flooding in several areas, particularly on the island’s east side. Tropical storm force winds and heavy rainfall are forecasted to reach Maui, Lāna‘i and Moloka‘i this afternoon, O‘ahu by late tonight, and Kaua‘i on Saturday. “Throughout this weekend, staying safe needs to be everyone’s top priority,” said George D. Burns1 Extreme disturbances such as hurricanes can cause reductions in coral cover and three-dimensional (3D) structural complexity of coral reefs. We examined changes in structural complexity utilizing 3D reconstruction of a coral-reef site before and after Hurricane Walaka passed through Lalo of the Northwestern Hawaiian Islands. This event resulted in complete destruction of the coral-reef habitat, with dramatic changes in benthic cover from pre-hurricane tabulate coral to post-hurricane rubble. Rugosity and mean slope decreased after the hurricane, while structural complexity, captured by vector ruggedness measure (VRM), showed resolution-specifc responses. This metric captured the structural complexity of rubble at a high raster resolution of 1 cm and that of tabulate coral at lower resolutions, resulting in decreases in mean VRM values at 2- and 4-cm resolutions but an increase at 1-cm resolution. Variability in profle and planform curvature was reduced after the hurricane due to a disappearance of extreme curvature values created by the tabulate coral after the hurricane. This study highlights the varying responses of habitat complexity metrics to the complete destruction of a coral reef and provides us with insights into how choices of habitat complexity metrics can afect quantitative assessments of 3D habitat structure. Extreme natural disturbance events, such as hurricanes and cyclones, are projected to increase in frequency and severity in the future1.Te waves generated by hurricanes are larger and more powerful than those experienced under normal conditions and are the primary cause of hurricane-related damage to coral reefs 2–5.

Lane was a long-lived tropical cyclone that moved across the eastern and central Pacific as a major hurricane for six days, becoming only the fifth category 5 hurricane (on the Saffir-Simpson Hurricane Wind Scale) on record in the central Pacific basin. Hurricane Lane 2 Hurricane Lane 15-28 AUGUST 2018 SYNOPTIC HISTORY Lane was spawned by a tropical wave that emerged from the coast of Africa on 31 July. The wave moved steadily westward across the Atlantic with little or no convection for the next several days, and eventually reached the eastern Pacific on 8 August. Once over the Pacific, the associated convection gradually increased, and the system first showed signs of organized convection on 11 August. Thereafter, the convection became intermittent for the next few days, which slowed development. Despite the lack of persistent convection, a low pressure area formed in association with the disturbance on 13 August about 765 n mi south-southwest of the southern tip of the Baja California Peninsula. Convective banding gradually increased over the western semicircle of the low as the system moved generally westward, and this led to the formation of a tropical depression by 0000 UTC 15 August about 935 n mi southwest of the southern tip of the Baja California peninsula.
