PURPOSE OF REPORT 1.1 To seek approval for a Global Schools Exchange and Partnership between East Ayrshire Council schools and Gampola, Kandy District, Central Province, Sri Lanka. 2. BACKGROUND 2.1 The Scottish Government aims to ensure that all young people have opportunities to 'develop a knowledge and understanding of the world and Scotland's place in it'. This aim is integral to the philosophy of a Curriculum for Excellence. 2.2 The British Council approached East Ayrshire, as one of six Scottish Local Authorities Education Departments whose schools were underrepresented in existing southern hemisphere school partnerships funding programmes. The British Council provides advice and guidance, accredited professional development opportunities and grants to schools in the UK and in Africa, Asia, the Caribbean and Latin America that use school partnerships to develop a global dimension in the curriculum. 2.3 Global School Partnerships aim to motivate young people develop commitment to a fairer, more sustainable world. Partnerships are built around a core set of values, reflecting a common belief that if they are to be effective in raising awareness of global development issues, school partnerships must be based on mutuality, equality, learning and sustainability. 2.4 Effective and sustainable Partnerships need to be a two way relationship; where both schools share ideas and expertise. Establishing good, honest working relationships between partners should be one of the priorities for a partnership in the early years.

(email : [email protected]) Abstract: Dress has always been a distinctive mark of a historical period. The aim of this article is to present a comprehensive study of dance costumes in use during the Kotte period. Two ivory caskets at present in the Munich Treasury reveal an interesting representation of period dance costume. This attire was inspired by South Indian culture. Two Ivory caskets of the Kotte period at present in the Residenz Munich, Schatzkammer, Germany(Amin & Melanie 1999) (casket no 1- Inventory no 1241, 18x 30x 16cm and casket no 2, Inventory No 1242, 15x 25x14cm) provides an interesting representation of period attire inspired both by Portuguese and South Indian culture. These two caskets are said to have been produced under the Front side patronage of King Buwanekabahu VIIi (1521-1551AD) the eldest son of Vijayabahu VI (1513- 1521 AD) who sent a delegation to Lisbon carrying an image of prince Dharmapala(1551-1597 AD) with the intention of having it crowned to ensure the succession of Dharmapala to the Kotte throne.

BACKGROUND 2.1 The Cabinet approved a paper on of 17 November 2010 – ‘Global Schools Exchange and Partnership With Sri Lanka’ regarding a Global Schools Partnership between East Ayrshire Council schools and Gampola schools. 2.2 Elected Members will recall that the British Council approached East Ayrshire, as one of six Scottish Local Authorities Education Departments whose schools were under-represented in existing southern hemisphere school partnerships funding programmes. 2.3 East Ayrshire and Gampola were awarded the maximum Local Authority grant of £6,300, to create international relationships to broker and support 10 school partnerships with a focus on global education. This was funded by Ukaid from the Department for International Development and managed by a consortium of the British Council, Cambridge Education Foundation, ‘UK One World Linking Association’, and Voluntary Services Organisation. No Council financial contribution was required. 3. DEVELOPMENTS 3.1 Three Sri Lankan delegates (Mr Chandraratne Sendanayake, Mr Shyamtha Dehigalage and Mrs Hemanthika Gunardarwane) visited East Ayrshire between 22 January and 29 January. Such efforts however would be impeded by military rebellions (ie. mutinies and desertions) by native military personnel in Portuguese service, where a rebellion that occurred in 1630 severely weakened the Estado's position in the island from which it could not recover. The specific event, the death of a Portuguese general at the hands of his own Christianized native troop, left a deep imprint on Portuguese memory. Decades later, the chronicler Fernão de Queiroz claimed the event, which paved the way for the European's eventual removal from the island by 1658, bore testament to the unbridgeable cultural and religious schism between the Portuguese and the native Sinhala people, an established viewpoint in current historiography. This study focuses attention on the documentation in Portuguese, English, Spanish, and ii Sinhalese written during the more active moments of the conquest period (1580-1640) in order to test such well-established views.
