WHEREAS, OSCAR RAY BOLIN, JR., on the 5th day of December, 1986, murdered Teri Lynn Matthews; and

WHEREAS, OSCAR RAY BOLIN, JR., on the 12th day of October, 1992, in the Circuit Court of Pasco County, was found guilty of in the first degree, and on the 30th day of October, 1992, was sentenced to death; and WHEREAS, on the 9th day of February, 1995, the Supreme Court of Florida reversed the conviction and death sentence of OSCAR RAY BOLIN, JR., and remanded for a new trial; and

WHEREAS, OSCAR RAY BOLIN, JR., on the 21st day ofAugust, 1996, in the Circuit Court of Pasco County, was again found guilty of murder in the first degree, and on the 9th day of October, 1996, was resentenced to death; and WHEREAS, on the 10th day of June, 1999, the Supreme Court of Florida reversed the conviction and death sentence of OSCAR RAY BOLIN, JR., and remanded for a new trial; and

WHEREAS, OSCAR RAY BOLIN, JR., on the 24th day of October, 2001, in the Circuit Court of Pasco County, was again found guilty of murder in the first degree, and on the 28th day of December, 2001, was resentenced to death; and WHEREAS, on the 5th day of February, 2004, the Supreme Court of Florida affirmed the sentence of death of OSCAR RAY BOLIN, JR.; and

WHEREAS, on the 1st day of July, 2010, the Supreme Court of Florida affirmed the trial court's order denying OSCAR RAY BOLIN, JR.'s Motion for Postconviction Relief; and

WHEREAS, on the 1st day of July, 2013, the District Court for the Middle District of Florida denied OSCAR RAY BOLIN, JR.'s federal Petition for Writ of

Habeas Corpus, and on the 23rd day of September, 2013, the United States Court of Appeals for the Eleventh Circuit denied review; and WHEREAS, executive clemency for OSCAR RAY BOLIN, JR., as authorized by Article IV, Section 8(a), ofthe Florida Constitution, was considered pursuant to the Rules of Executive Clemency, and it has been determined that executive clemency is not appropriate; and

WHEREAS, attached hereto is a certified copy of the record of the conviction and sentence pursuant to section 922.052, Florida Statutes.

NOW, THEREFORE, I, RICK SCOTT, as Govemor of the State of Florida and pursuant to the authority and responsibility vested in me by the Constitution and Laws of Florida, do hereby issue this warrant, directing the Warden of the Florida State Prison to cause the sentence of death to be executed upon OSCAR RAY BOLIN, JR., in áccord with the provisions ofthe Laws of the State of Florida.
