The roadway is currently a 2-lane road with 8 foot paved shoulders west of Woodbury Drive and 2 foot gravel shoulders east of Woodbury Drive. Generally about 150 feet of right-of-way is available. The typical cross section for the preferred alternative consists of 2 lanes in each direction with right and left Nm lanes at major intersect~ons. A raised concrete median will separate east and west bound lanes. The operation will mine 150 acres of land over the next 25 years. The material excavated, sand and gravel, will be crushed and washed and used concrete and asphalt will be recycled to create a finished product. Project title: Zimmerman Water System Improvements Description: The City of Zierman is proposing to construct a new city well, a water tower and a new sanitary sewer and water main that would extend about 1-112 miles west of town. The City estimates that approximately 187 acres of land along the new sewer route will eventually be serviced by the new sewer line. The city's current wastewater treatment facility has a limited amount of treatment capacity available which is not enough to treat the design flows from the new sewer. The City is proposing to use the available capacity to provide sanitary sewer services to the following projects: a new county maintenance shop; a new city maintenance shop; a warehouseltrucking business; and a small multi-family housing development including a Cduplex or &duplex. In order to address this capacity issue the City Council passed resolution m October 1994 which limits connections to the proposed new sewer until the City's Comprehensive Sanitary Sewer Plan is implemented. PETITIONS FILED i The following petition has been filed with the EQB requesting preparation of an EAW. The petition has been assigned by the EQB to the indicated unit of government for a decision on the need of an EAW. * Rice County Landfill Expansion -- MPCA NOTICE OF ENVIRONMENTAL ASSESSMENT AND SECTION 40EVALUATION Project Title: Construction of Arboretum Boulevard from TH 41 to CSAH 17 in City of Chanhassen. Description: The project involves the construction of a two-lane access boulevard approximately 2.5 miles in length on the nofih side of TH 5 in the city of Chanhassen. The project limits are from TH 41 (Hazeltine Blvd.) to CSAH 17 (Powers Bivd.). The City is circulating an Environmental Assessment for this action. As a related aspect of this project, the Minnesota Department of Transportation (MNDOT) proposes to realign a one-mile segment of the TH 5 reconstruction project from approximately 2,000 feet west of Audubon Road to approximately 1,500 feet east of Park Drive in Chanhassen. This realignment will accommodate the future reconstruction of TH 5 to a four-lane highway. MNIDOZ is circulating a Revised Environmental Assessment to describe impacts resulting from this realignment. The impacts associated with these projects, includmg the impacts to the Section 4(f)16(f) property (Lake AM Park), are discussed in the Environmental Assessment document. Public Meeting: A City Council meeting will be held to select the ali-ment for the proposed Arboretum Boulevard, and to approve the city's Environmental Assessment. This meeting is scheduled for January 23, 1995, at 7:30 p.m. at the Chanhassen City Hall, 690 Coulter Drive, Chanhassen, MN. The meeting will provide an opportunity to comment on the design features and impacts of the project. MINNESOTA PUBLIC UTILITIES COMMISSION NOTICE OF PUBLIC HEARINGS AND REPORT AVAILABILITY There will be public hearings at the following locations on the need for a 100 megawatt wind generation facility: JANUARY 12, 1995 JANUARY 19 and 20,1995 2:00 p.m. and 7:00 p.m. 9:30 a.m. LAKE BENTON ST. PAUL Lake Benton High School Gym Public Utilities Commission 101 Garfield Street Small Hearing Room Lake Benton, MN 121 Seventh Place East St. Paul, MN The purpose of these hearings is to determine whether the Public Utilities Commission should issue a Certificate of Need to Northern States Power Company (NSP), the proposer of the wind generation facility. A Certificate of Need is a permit confirming that construction of an energy facility is in the public interest. The wind generation facility would be located in and around Lake Benton, Minnesota, and it would generate electricity for sale to NSP under a long-term contract. This project is in response to a statutory directive enacted by the Minnesota Legislature in 1994. The public is invited to testify and present exhibits at these public hearings. Members of the public are urged to make their presentations in person. If they cannot, they many submit written comments prior to the close of the hearings to / the state-appointed administrative law judge, Allen W. Klein, 100 Washington Square, Suite 1700, Minneapolis, MN il 55401-2138. The purpose of the bearings on January 12 will be to receive testimony from the public. The purpose of the hearings on January 19 and 20 will be to receive testimony from NSP and intervening parties regarding the proposed 100 megawatt wind generation facility. However, comments from the public will be accommodated to the extent possible. NOTICE OF SPECIAL LOCAL NEED REGISTRATION SUBMITTAL FOR DIVIDEND SEED TREATMENT Pursuant to Minnesota Statutes 18B.27 and Parts 1505.0880-1505.0930, the Minnesota Department of Agriculture (MDA) < / is certified to issue Special Local Need (SLN) registrations. The Department of Agriculture has received a Special Local Need application for the following. Applicant: CIBA-Geigy Corporation, P.O. Box 18300, Greensboro, NC 27419-8300. Project Location: Any area of Minnesota where wheat is grown. Project Description: This Special Local Need registration would allow the use of Dividend 0.15 FS and 0.31 FS for use as a seed treatment for disease control in wheat. This notice is being published by the Minnesota Department of Agriculture. The Department is not considering holding public hearings on this proposed Special Local Need registration.
