1. National Highway Authority (NHA) invites sealed bids from eligible bidders who can prove their eligibility and qualification as mentioned in the Bidding Documents to execute the following Routine Maintenance Works. The estimated cost and other briefs are as under:

2. Bidding will be carried out by adopting “Single Stage Two Envelops” procedure. Bidders are required to be registered with Pakistan Engineering Council with a valid registration Certificate in Category C-5 or above for the year 2019 (Attested Copy of PEC receipt for renewal of constructor licence for 2019 is also admissible) having specialization Code CE-01 & CE-10.

3. Bidders can download bidding documents from NHA website. The bidders are advised to visit the site before submission of bids. Bids shall be received in NHA Regional Office Conference Room, Lahore on 08th October, 2019 until 1100 hours. Bidders’ representatives would be required to present the “Authority to submit the Bid” while submitting the bids. The envelope containing ‘Technical Bid’ will be opened on the same day at 1130 hours in the presence of bidders or their authorized representatives who may choose to attend. Second envelope containing “Financial Bid” of technically qualified bidder(s) will be opened later, the date of which will be communicated after evaluation of the Technical Bids.

4. Bid security of an amount (2% of Engineer’s Estimate) in favour of “National Highway Authority Retention Money Account”, in the form and validity as mentioned in the bidding documents, must be accompanied with ‘Technical Bid”.

5. Bidders representatives would be required to present the “Authority to Submit the Bid” while submitting the bids, if failed to provide Authority Letter, their bids will not be considered. The Bidders will provide the No Litigation Certificate on judicial stamp paper or information about any litigation along with Technical Bids. Audit Reports of Last three (03) years by chartered accountant firm must to be provided with technical bids as per standard format. Required machinery and technical staff /undertaking must be provided on judicial stamp papers along technical bids indicating the contract title.

6. All the bidders must read the Instructions to bidder (ITB) carefully and fulfil the criteria given in Bidding Document’s i.e “Bidding Data Sheet”.

7. The firms providing unsubstantiated and / or incorrect information are liable to disqualification and /or legal action. Unsatisfactory performance of the firm in its previous work/works will also be a sufficient ground for disqualification. NHA reserves the right to reject all bids as per the PPRA Rule No. 33(1).
